Transportation Improvement Project Attracts State Funding
Assembly Speaker Pro Tempore Kevin Mullin Secures $3.4M State Funding Toward Effort to Improve Multi-modal Transportation
Through Assembly Speaker Pro Tempore Kevin Mullin’s advocacy, Belmont secured transportation funding as part of the State's new fiscal year budget in support of a Peninsula traffic congestion and safety enhancement project that has been in the works for almost a decade.
Since 2014, City of Belmont and City of San Carlos, along with San Carlos School District and Sequoia Union High School District, have been the active working group aiming to solve traffic delays and enhance safety of people walking and biking in the corridor from Ralston Avenue along Alameda de las Pulgas to the San Carlos Ave/Cranfield Drive intersection.
The Alameda de Las Pulgas Corridor Improvement Project proposes to replace three stop-controlled intersections with mini-roundabouts at: Alameda de las Pulgas and El Verano Way, Chula Vista Drive, and Cranfield Avenue. The plans also propose to convert the stop-controlled intersection at Alameda de las Pulgas and Carlmont Drive to a signalized intersection to improve pedestrian safety and decrease vehicle delay during peak hour, along with other improvements.
“Assembly Speaker Pro Tempore Mullin’s support proves we’re on the right path toward providing the needed community infrastructure,” said Belmont’s City Manager Afshin Oskoui. “His support and advocacy on behalf of our community, and partner agencies, secures this infrastructure and mobility priority and illustrates a tangible example of thoughtful and collaborative project approach among neighboring cities on the Peninsula.”
The working group now looks to a public feedback process to start this year, finalizing design in 2023, and beginning construction in 2024, dependent on finalizing funding and project phasing. Full details, schedule, and project documents can be found at www.belmont.gov/AlamedaCorridor.

Fourth of July is Here
We're heading into the July 4th long weekend and we wish all of our neighbors a safe and wonderful holiday.
The Fourth of July is a holiday from coast to coast, a celebration of July 4, 1776 a day that represents the Declaration of Independence and the birth of the United States of America as an independent nation.
Please remember that fireworks are illegal in Belmont and many unincorporated sections of San Mateo County. With the current drought conditions, it is imperative that everyone follows this guideline.
City offices will be closed on Monday, but Police and Fire are in service. For non-emergency Police matters, please call 650-595-7400. For life-threatening emergencies, call 911. For Public Works and Parks Department after hours and emergencies call police dispatch 650-595-7400.

 Draft 2023-2030 Housing Element & EIR Now Available

Parks, Recreation and Open Space Master Plan News
The Parks, Recreation and Open Space Master Plan final draft plan document is ready. This plan represents 18 months of work with consultants Gates & Associates and WRA, Inc to assess, engage with the community, and provide recommendations for the City’s 15-year vision for improvements to Belmont’s recreational spaces. This plan will be presented to the Parks & Recreation Commission on July 6 and to City Council on July 12.

National Suicide Prevention Hotline Improves Service
New 988 to open nationwide soon
Belmont Police Department is pleased to share that starting July 16, 2022, the Federal Communications Commission (FCC) will make active a new, nationwide, 3-digit phone number for Americans in crisis to connect with suicide prevention and mental health crisis counselors. The rules require all phone service providers to direct all 988 calls to the existing National Suicide Prevention Lifeline.
Until then, Americans who need help should continue to contact the National Suicide Prevention Lifeline by calling 1-800-273-8255 (1-800-273-TALK) and through online chats. Veterans and Service members may reach the Veterans Crisis Line by pressing 1 after dialing, chatting online at www.veteranscrisisline.net, or texting 838255.
Since 2008, suicide has ranked as the tenth leading cause of death in the United States. Suicide claimed the lives of more than 48,000 Americans in 2018, resulting in about one death every 11 minutes. An FCC staff report to Congress in 2019 proposed establishing 988 as an easy to remember three-digit code for the National Suicide Prevention Lifeline.

The San Mateo County Elections Division will hold two candidate filing seminars for the Nov. 8, 2022 Statewide General Election.
These seminars will cover important topics such as filing deadlines, filing forms, candidate statement, campaign finance reports, and voter data, etc.
Belmont residents intending to run for a Council seat in Districts 1 and 3 or At-large Mayor are encouraged to attend this virtual informational seminar held on July 7 and July 28.

 Pavement Preservation Next Week
Construction of pavement work on the week of July 5 will include finish of striping layout and shoulder backing for street pavement along Masonic Way, Old County Road, Hiller Street, and Mezes Avenue.
In addition, the concrete contractor will finish construction of concrete curb and gutter along Hillman Avenue.
As part of Measure I funding, the 2022 Pavement Project overall scope includes road pavement reconstruction, striping, minor drainage improvements, and installation of ADA curb ramps along the following sections:
- Hillman Avenue (from Terrace Drive to Notre Dame Avenue)
- Holly Road (from South Road to South Road)
- Old County Road (from Ralston Avenue to San Mateo City Limits)
- Masonic Way (from Old County Road to Granada Street) with some minor repairs between Granada Street and Hiller Street
- Mezes Avenue (from Alameda de las Pulgas to North End).

Traffic Advisory - July 5
AT&T will be upgrading their facilities to 5G starting on July 5, 2022. Work will take place on Waterloo Court at Hallmark Drive, Paddington Court at Hallmark Drive, and Soho Circle at Hallmark Drive.
Work hours are from 8 a.m. to 5 p.m.; with the project taking approximately four weeks. AT&T has provided the residents of the construction area a door hanger with additional information.
Please drive with caution through all construction/work zones.

Root Foaming Concludes Soon
The root foaming project started June 13 and is anticipated to be complete in early July.
Duke’s Root Foaming staff placed door hangers in advance of root foaming to inform residents of upcoming treatment. The company will also notify residents if they need access to an easement on their property.

Wednesday, July 6 6:30 to 8 p.m. Save Water with Rain Barrels Presented by the Citizens Environmental Council, cosponsored by Bay Area Water Supply and Conservation Agency (BAWSCA) and the City of Burlingame. Rainwater harvesting specialist Chris Corvetti will discuss how to install a rain barrel and other rainwater harvesting systems.
