Council Approves 2023 Budget
New Fiscal Year Focuses on Community Priorities and Recovery
Belmont will continue to invest in priorities like Infrastructure, public safety, protecting the environment, and maintaining the community’s quality of life during the fiscal year that starts July 1, 2022.
"These new investments are possible in part because City staff have successfully managed general fund maintenance and operations costs at a time when inflation is over 8 percent," said Belmont City Manager Afshin Oskoui. "We are proud of what has been accomplished with this latest budget, which goes into effect in weeks."
The budget integrates the City's Strategic Focus Areas and community priorities, long-term fund forecasts, a five-year Capital Improvement Plan (CIP), and budget highlights at a department level.
"These have been a tough past couple of years, with wild swings in the economy and a lot of uncertainty," added Oskoui. "Belmont works hard at prudent budgeting to manage its financial health, and we are where we are because of the rigor we apply to managing city finances in face of ongoing revenue challenges."
At its June 14, 2022 meeting, Belmont City Council approved the $76.6 million City of Belmont operating and Capital Improvement Program budget for the 2022-23 fiscal year, and a $14.6 million Belmont Fire Protection District budget that focuses on community priorities and economic recovery from the pandemic.

Happy Juneteenth Belmont!
Do you know the story of Juneteenth? On June 19, 1865, Union troops arrived in Galveston Bay, Texas, with the news that the more than 250,000 enslaved Black people in the state were free by executive decree. This day came to be known as Juneteenth by the newly freed people in Texas and other states in the southwest.
Through the decades, Juneteenth grew to become the longest-running holiday celebrating freedom of African-Americans enslaved in the United States.
We are proud to honor this day, also known as Freedom Day, and wish all of our Belmont residents a happy and safe Juneteenth 2022.

Inclusivity at Camp SOAR
Camp SOAR’s Recreation Leaders have been working hard this week preparing for camp season to officially start on Monday! Today they completed an Inclusion Training with Anna Munivez, Behavioral Analyst. This training has equipped them with tools and best practices to serve children of all needs and abilities this summer. The Recreation Leaders are looking forward to a summer full of fun and lasting memories!

Road Closure for 2022 Pavement Preservation Project
As part of its construction work for the 2022 Pavement Preservation Project, neighbors near Elmer Street should be advised that a section of the road will close on Wednesday, June 22, from 8 a.m. to 5 p.m., expect to see 'no parking' signs in advance of the work.
Watch for detour signs, drivers can reach O'neill from Waltermire or Harbor. Granada Street will be used as a detour on the Ralston side.
The project will see improved pavement on:
Chula Vista Drive Sixth Avenue (between Emmett & Harbor) Sixth Avenue (between Hill & Ralston) Cypress Avenue Dale View Avenue Elmer Street (between Ralston & O'Neill) Notre Dame Avenue (between Miller & Valley View) Notre Dame Avenue (between Terrace & Arbor) Harbor Boulevard (between Molitor & El Camino Real)
The work will consist of pavement repairs and slurry seal treatment. For more details, visit belmont.com/traffic.
Traffic Advisory Two
From June 22 - 23, between 9 a.m. and 3 p.m., Sonic Cable will be performing fiber optic work on Ralston Avenue between Alameda de las Pulgas and Belmont Canyon.
Traffic control and flaggers will be in place. Please drive with caution through all construction/work zones.
Root Foaming Continues
The root foaming project started June 13 and is anticipated to be complete in early July.
Duke’s Root Foaming staff placed door hangers in advance of root foaming to inform residents of upcoming treatment. They will also notify residents if they need access to an easement on their property. For questions or more information, you may contact the Public Works Department at (650) 595-7425.

Belmont Goes Electric
Building Electrification Reach/EV Infrastructure Code Amendments Adopted
On Tuesday, June 14, 2022, the City of Belmont adopted local amendments to the State Building Code that would require electricity as the only fuel source for new buildings (not natural gas), to help meet the state’s ambitious energy targets and achieve net-zero energy. Additionally, ensuring that newly constructed residential and non-residential parking has ample EV charging capability will reduce long-term costs of EV infrastructure installation, while helping to increase EV adoption and decrease transportation-related greenhouse gas emissions.
The adoption of Reach Codes is the latest action taken by Belmont to reduce greenhouse gases and emissions. Indoor gases release carcinogens like nitrogen oxide, carbon monoxide, nitric oxide, and formaldehyde.The building energy codes “reach” beyond state minimum requirements for energy use calling for all new construction to be built using electric power sources for water heaters, cooking appliances, and more.
