Hello,
Great news! Schools will be returning to in-person learning next week when the new school year begins. Please remember to slow down, be alert to new traffic patterns, and expect congestion in the neighborhoods surrounding our local schools. Napa Valley Unified School District has provided a Back to School page at Nvusd.k12.ca.us/bts21-22 with information for families with children returning to school.
Everyone experienced a traffic meltdown on the highway this week. Five of the traffic signals inexplicably went flashing red at different times. Caltrans worked feverishly to identify the issue, and with support from ACPD and PGE, they believe the malfunction is resolved. See the Caltrans statement below regarding the situation.
The drought and COVID-19 updates remain bleak. An update on the drought response will be provided at Tuesday evening’s City Council meeting. Resources, including the Water Portal, which gives our customers a real-time view of the amount of water consumed, are available at CityofAmericanCanyon.org/SaveWater. There is a call for action for all residents and businesses to sign up for the Water Portal and become aware of their water usage. Also, the latest information on COVID-19, including testing, vaccine schedules, and the recent recommendation for mask-wearing indoors regardless of vaccine status, are available at CountyofNapa.org/COVID19.
Lastly, we received sad news this week about the passing of Mimie West, the matriarch of a long-time family in our community. Mimie was the wife of former American Canyon City Council Member, Ed West who passed on January 10, 2011. Mimie was a Gold Star mother of son, US Marine LCpl Philip West, who was killed in action during the war on terrorism (Iraq) on November 19, 2004. The American Canyon Aquatics Center is named in honor of LCpl Philip West’s service and sacrifices. American Canyon is grateful for their service to our community and country. A special message is included below with more information about Mimie and her family.

Special Message from American Canyon Troop Support
Dear City of American Canyon and the American Canyon Community,
Christopher Reeves said, "A hero is an ordinary individual who finds strength to persevere and endure in spite of overwhelming obstacles." Mimie Marie West was one of those heroes who called American Canyon home. She quietly passed away on August 7, 2021 with her sisters by her side.
Mimie was the wife of former American Canyon City Council Member, Ed West who passed on January 10, 2011. Mimie and Ed raised their two sons and daughter in American Canyon as fun-loving, hard working part of our community. Mimie was a Gold Star mother of son, US Marine LCpl Philip West, who was killed in action during the war on terrorism (Iraq) on November 19, 2004. The American Canyon Aquatics Center was later named in honor of LCpl Philip West’s service and sacrifices in 2005. Mimie was also a proud and loving mother to Kyle West (1989-2017) and daughter, US Army Military Police Afghanistan War Veteran, Megan West.
Mimie was so very proud of Megan’s military career and the woman and mother she has become. Becoming a grandma to grandson, John Pitt Jr. was one of the brightest points of Mimie’s life.
Thank you for honoring the request to lower the US flag at the LCpl Phillip West Aquatic Center as a tribute to Mimie West and to honor the services and sacrifices the West family provided to our city and to our nation.

Napa County Mask Mandate Reinstated
Napa County has recently reinstated its mask mandate for those vaccinated and unvaccinated to help combat the transmission and spread of the new COVID Delta variant. Please mask up indoors and do your part to keep our communities safe. If you would like to read the full County order you may do so here.
The best way to stop the spread of Delta is to get vaccinated against COVID-19. The vaccines help prevent severe illness, hospitalization and death. Water Shutoff Moratorium
In March 2020, the City of American Canyon issued a moratorium on water service disconnections to ensure essential utility services for consumers to assist with COVID-19 mitigation. Our decision was based on the State of Emergency called by Governor Newsome due to COVID-19.
Now that the emergency is concluding, the City’s shutoff moratorium is expected to expire on September 30, 2021. The City plans to resume water shutoffs approximately 120 days after that date, currently approximately January 31, 2022.
Assembly Bill 832 (COVID-19 relief: tenancy: federal rental assistance) has authorized the State of California to provide renter assistance of up to 100 percent of past-due rent and utility bills. Income eligible households may apply for that assistance by calling (800) 430-2122 or visiting http://housingiskey.com as soon as possible. Funding for this program is limited.
For community members that do not qualify or do not apply for State assistance please contact the Utility Billing Department - UtilityBilling@cityofamericancanyon.org or (707) 647-4364 to arrange a payment plan. Payment plans can extend up to the number of months that the account is past due. Requests must be submitted by the end date of the moratorium on water disconnections (currently September 30, 2021). After January 31, 2022, water disconnections for delinquent accounts will resume. See our website for more information.

Message from Caltrans Regarding Highway 29 Traffic Signals
Travelers on State Route 29 (SR-29) in American Canyon and other locations may have experienced delays due to flashing red traffic signals between Tuesday August 10 and Thursday, August 12, 2021.
The malfunction resulted from a Traffic Operations Systems upgrade in the Transportation Management Center (TMC) in Oakland when Caltrans staff inadvertently implemented an outdated configuration on its traffic signal system software causing the signals to go into flashing red fail-safe mode.
The issue with the traffic signal lights has been resolved and all traffic signals are back to normal operations. Caltrans has implemented new safeguards to prevent this issue from recurring and will continue to monitor the situation. We apologize for any inconvenience to the traveling public.
Caltrans encourages motorists to report any traffic signal outage in Napa County to (707) 253-4451 and to our Caltrans Customer Service department. Motorists can report traffic signal outages, trash, overgrown shrubs and graffiti at csr.dot.ca.gov. Caltrans also encourages the traveling public to use quickmap.dot.ca.gov or download the Caltrans Quickmap app for the latest traffic conditions.

Napa County Art Talk: September 18
Napa County Library will be hosting another Virtual Art Talk with the Asian Art Museum of San Francisco titled “Japanese Aesthetics: Exploring Japan’s Artistic Sensibilities” on Saturday, September 18, from 12-1 PM.
