The City has removed the Slow Streets barricade at Santa Clara Ave/Pacific Ave due to safety concerns related to increased auto volumes and dangerous driver behaviors interacting with the barricade at this intersection since construction detours began for the Central Avenue Safety Project.
Despite Santa Clara Avenue not being a designated detour route and clear Slow Streets signage indicating it is not for through traffic, drivers have been using it to bypass the detour. In February, the Police Department began targeted enforcement in the area and has issued more than a dozen citations. Unfortunately, this enforcement did not resolve the persistent safety issues.
Among the Santa Clara Ave Slow Street intersections, the one at Pacific Ave is particularly difficult because Pacific Ave is very wide at this location, speeds appear to be high, and large volumes of drivers are turning from all directions. Based on technical observations, it was determined that immediate action was necessary. City staff will closely monitor the impact of this change on surrounding neighborhood streets and make further changes if necessary.
The public should still follow the recommended detour routes during Central Ave construction, as detour routes are chosen to maximize safety. Parents and caregivers of Encinal Jr & Sr High School students should allow more time for drop-off during construction and consider dropping students further from campus, like on Pacific Ave, if they are able to walk. Other options include AC Transit's Line 663 school route, biking, or walking to school.
