Transportation Commission - How to Join

Transportation Commission meeting, August 28, 6:30pm (agenda)

Neighborhood Greenways Implementation + Slow Streets Barricade Options

Neighborhood Greenway: example traffic circle

Staff will present its Neighborhood Greenway implementation strategy that calls for the Slow Street segments of Pacific Ave, San Jose Ave/Morton St and Versailles Ave to be converted to Neighborhood Greenways in 2024-2025. In 2022, the City Council gave direction that the Slow Streets barricades should be removed once these Greenways are implemented, or, for Santa Clara Ave (which will not become a Greenway) once the Central Avenue project is completed in early 2026. The report lays out three options for the timing of barricades removal. This is a discussion item for the Commission, and they will not be taking any action.

The results of the recent community survey, which received over 1,850 responses, will also be summarized, and can be found here and here.

Staff will present an update to City Council on the same topics at their September 17 meeting.

Item 6B: Staff Report

Otis/Broadway Resurfacing (Bay Farm Bridge to Encinal)

Map of Caltrans Route 61 project limits

Caltrans, which manages State Route 61, is planning a road resurfacing and maintenance project on Broadway from Encinal Ave to Otis Dr, Otis Dr from Broadway to the Bay Farm Bridge, and Doolittle Dr. Caltrans staff will present their planned improvements and hear from the community. City staff will describe safety and traffic calming improvements for which we've been advocating.

Item 6C: Staff Report

Oakland Alameda Access Project Construction Impacts

Map showing detour on Alameda and Oakland streets when Posey Tube is closed

The Oakland Alameda Access Project (OAAP), a $152 million project led Alameda County Transportation Commission, will begin construction next year, with major impacts to the Posey and Webster Tubes. While temporary Tube closures have always been expected, recent construction plans estimate many months of continuous single-lane closures in addition to intermittent complete Tube closures. City staff will provide an overview of the project and share staff concerns about the delays that long-term, continuous lane closures could cause for people riding the bus and driving, including going to and from west end businesses.

The project, in the works for over twenty years, will improve connectivity between I-880, I-980 and the cities of Oakland and Alameda, and significantly reduce traffic and its negative impacts in Oakland's Chinatown.

Item 6D: Staff Report

Link21: Transbay Rail Crossing Technology Choice

BART and Capitol Corridor staff will present an update on Link21. The project is approaching several key milestones, and they want to hear from Alamedans on the technology/network decision for a new train crossing between the East Bay and San Francisco.

Link21 aims to create a faster, more connected, equitable, and accessible network of train service that focuses on passengers, improving the environment, and quality of life for generations to come. At its core is a new train crossing between Oakland and San Francisco.
