Alameda Rent Program

 

FY24-25 Annual Registration Due August 31, 2024

The Alameda Rent Program requires landlords and property managers to submit annual registration statements for fully regulated rental properties, beginning with the 2024-2025 program year. The Rent Program is committed to helping landlords and managers navigate this change. Please make arrangements to update your registration by no later than August 31, 2024.

Landlords are encouraged to use the online Rent Registry to verify information currently on file and submit updates. For instructions and video tutorials, click here

Please note: A landlord who does not complete an annual registration statement by the deadline will be considered out of compliance. A landlord who is not in compliance with all provisions of the Rent Ordinance may not increase rent for any unit on the property and may be required to rescind any rent increases that were served on tenants while the landlord was not in compliance.

FY24-25 Program Fees Due August 31, 2024

Landlords are responsible for paying an annual per-unit fee. Amounts for 2024-2025 are:

Fully Regulated Units

 $168

Partially Regulated Units

 $113

Rent-Subsidized Units

 $0

If the fee is not paid by August 31, 2024, a 10% late penalty will be applied, with an additional 10% to be added each successive month until a maximum penalty of 60% has been reached.

Landlords may use the online Rent Registry to pay fees by credit card or e-check once they have completed annual registration. For instructions and video tutorials, click here

Please contact the Alameda Rent Program if you have questions about fee exemptions and submitting payment. 

As with registration, please note a landlord who fails to pay the annual program fee by the deadline is not in compliance with the Rent Ordinance and not eligible to increase rent for any unit on the property

New AGA Effective September 1, 2024

The Annual General Adjustment, or AGA, is a cap on the allowed amount of annual rent increase for most rental units in Alameda. For rent increases with effective dates between September 1, 2024, and August 31, 2025, the AGA is 2.7%.

The cap applies to residential units built before February 1995 on properties with at least two units on the legal lot of record. For more information on Rent Increase regulations in the City of Alameda, please visit the Rent Program's FAQ page.

The Rent Program also offers a rent increase notice template (RP-210) landlords may, but are not required to, use.  

Adjusted Relocation Payments Effective July 1, 2024

The Alameda Rent Ordinance prevents landlords from terminating a tenancy except for certain allowable grounds and requires a relocation payment in circumstances that are not the fault of the tenant. Amounts for these relocation payments are adjusted annually based on a component of the Consumer Price Index.

As of July 1, 2024, Permanent Relocation Payments range from $6,430 for a studio unit to $17,029 for a unit with four or more bedrooms when the tenant household includes someone who is a senior, who has a disability, or who has minor children. Adjusted amounts can be viewed on the program website’s Permanent Relocation Schedule.

In addition, tenants who are temporarily displaced from their unit through no fault of their own may be owed Temporary Relocation Payments until they are able to return. These amounts are similarly adjusted annually. As of July 1, 2024, qualifying tenants are owed a minimum of $245 per day per household, with the potential for additional per diems for meal expenses, laundry, and pet boarding. Adjusted amounts can be viewed on the program website's Temporary Relocation Schedule.

FY24-25 Business License Renewals Due August 31, 2024

All individuals, partnerships, corporations, and sole proprietors conducting business in the City of Alameda—including residential real estate rentals—are required to have a business license.  This requirement is separate from the Rent Program’s annual fee (see above) and is not administered by the Rent Program.

The city's Finance Department recently transitioned its business license support services to new partners at HdL and launched a new online portal. For more information click here.
