A major change to our health care system is underway. Starting January 1, 2014 most residents will be required to have health insurance or pay a fine as part of President Obama’s Affordable Care Act. If you already have health insurance, either from your employer or through a public program, such as Medi-Cal, there are no additional forms for you to fill out due to the new health law.
If you are unsure what health program you and your family members may qualify for here are various ways that you can get information:
- Call the Health Insurance Technician Unit at 1-800-422-9495 to find out which program is right for you or to find a location to enroll in Medi-Cal, Health PAC (if you don’t qualify for Medi-Cal),or Kaiser Child Health Plan (for children that don’t qualify for Medi-Cal)
- Call 510-COVERUS (268-3787) to request a Medi-Cal application to be mailed to you or to start an application over the phone

If you buy insurance for yourself or your family, you will have access to a new market place called Covered California. Not all the pieces are in place for this yet, but you can find out more at www.coveredca.com. Each plan offered on Covered California must offer a standard set of benefits to make it easier to compare prices. Also depending on your income, you may qualify for subsidies in the form of tax credits, to help pay for insurance.
These changes are complex. Alameda County is doing all it can to help residents understand these changes and ensure that as many residents as possible are covered.  The Board of Supervisors joined the Alameda County Social Services Agency (SSA) and a broad-based community collaborative in proclaiming May to be “CalFresh Awareness Month.” The proclamation introduced a month of programs and activities aimed at educating residents about CalFresh and removing the barriers that discourage eligible individuals and families from applying.
As part of the continued effort, Social Services Agency will be rolling out a pilot weekly “Farm Stand” outside of the Eden Multi-Service Center in Hayward to provide staff and clients alike with opportunities to purchase fresh, nutritious and affordable produce. CalFresh EBT cards will be accepted and CalFresh application materials will be provided.
In Alameda County, it is estimated that only half of those eligible are receiving CalFresh food assistance, even though a record high of 126,147 individuals received CalFresh benefits in January 2013. Many individuals and families who need immediate food assistance are unaware that they may qualify. There are many convenient methods of applying for services, such as on-line applications.

 Alameda County Library announces its annual summer reading game for pre-readers, kids, teens and adults.
This year’s theme is “Have Book- Will Travel!” and will run from June 10 to August 10. Those interested can sign up and get a game board at any of the Alameda County Library’s branches, including- Albany, Castro Valley, Centerville, Dublin, Fremont Main, Irvington, Newark, Niles, San Lorenzo, Union City and the Bookmobile. The game board will keep track of time spent reading or completing fun activities and there will be prizes and free books for participants, in addition to exciting raffle prizes.
Summer reading programs are an important part of library programming, because evidence shows that children typically regress academically over the long summer break. Those who practice their reading skills over the break return to school better equipped to continue with their studies.
The game is open to all ages and children not yet reading on their own may count time listening to others read. For more information on the summer reading game, library open hours and special events, visit www.aclibrary.org for the library nearest you.

 Community Resources for Independent Living (CRIL) was organized as a self-help organization in 1979 by a small group of persons with disabilities. This group was committed to improving the range of choices and support for clients with disabilities in southern Alameda County. CRIL is a peer-based disability resource organization that advocates and provides resources for people with disabilities to improve client lives and make communities fully accessible. CRIL offers independent living services at no charge to persons with disabilities living in southern and eastern Alameda County. At CRIL’s annual public Board meeting, the following YouTube video was debuted to showcase some of the organization’s programs.
Over the next few months, CRIL will conduct Housing Workshops for persons with disabilities and seniors. These workshops will give an introduction to searching below market rate rent and subsidized housing in Alameda County and beyond. The workshops are open to persons with disabilities, seniors, and their families or caregivers.

 Alameda County Office of Education (ACOE) is recruiting for a summer youth employment program in Hayward. Youth will get paid $10 per hour to work in nutrition, gardening and cooking. They will also take part in work skills training and have the opportunity to earn credits for school. ACOE are giving priority to youth in foster care, Cal-Learn, Cal-Safe, Cal-Works and probation, however everyone can apply. This is a great opportunity for youth to learn outside the classroom, gain work experience and earn money this summer. These groups assist in advising local officials on a wide range of issues, affecting their constituencies and to assure they are responsive to community needs. For those interested in serving Alameda County and your community, here are some opportunities around District 2 and the Bay Area.
San Francisco Public Utilities Commission (SFPUC) Citizen Small Firm Advisory Committee
The SFPUC has a vacancy on the Citizen Small Firm Advisory Committee. Anyone who owns or has worked with small disadvantaged businesses and/or construction trades may apply. The seat is open to any of the seven counties within the Hetch Hetchy water service area (Alameda, San Mateo, San Joaquin, Santa Clara, Stanislaus, Mariposa and Tuolumne). For Alameda County those cities in the water service area include: Union City, Fremont, Hayward, Livermore, Castro Valley, Newark and the City of Alameda. The deadline to apply is June 17 and interested parties should contact the District 2 office.
Paratransit Advisory and Planning Committee (PAPCO)
PAPCO makes decisions on transportation funding for seniors and people with disabilities to address planning and coordination issues regarding paratransit services in Alameda County. PAPCO members advise Alameda County Transportation Commission on the development and implementation of paratransit programs. All 23 members must be Alameda County residents who use transportation that supports seniors and people with disabilities. Members are appointed for a two-year term, and District 2 currently has one vacancy. PAPCO generally meets on every fourth Monday of the month from 1 to 3:30 p.m. at the Alameda County Transportation Commission offices in Oakland.
