As I have previously reported, the County is developing the budget for the upcoming fiscal year. The budget process is one of the most critical functions the County goes through each year. It sets the County’s priorities for the year and it is important that District 2 residents have an understanding of this process. I hope you can join me for a Budget Hearing Town Hall on Thursday, May 9, to hear more about the County’s fiscal state. More information about the town hall can be found in this newsletter.
While the budget is a major process for the County, our office remains an advocate for many pressing and important issues. Earlier today, I introduced a resolution to establish Alameda County’s opposition to participate in the Federal Immigration and Customs Enforcement program “Secure Communities.” This program continues to have devastating impacts on District 2 families, denies due process to individuals caught in the program, and transfers Federal responsibilities to local law enforcement without full reimbursement. The Board of Supervisors agreed and passed the resolution.
As summer approaches, you can expect to see our office in the District knocking on doors, holding community meetings, and advancing initiatives important to us. On Saturday, April 20, I joined Alameda Creek Alliance for Earth Day, as a volunteer to help clean-up lower Niles Canyon near Mission Boulevard and Highway 84. The clean-up was part of the continued effort to do our part to help preserve the Alameda Creek. Groups like the Alameda Creek Alliance, and all those who participated in Earth Day activities around the County, strengthen our community by protecting and restoring our environment. My office will continue to engage the community, as we work on important open space initiatives and environmentally friendly projects.

 At the height of the recession, over 50,000 families utilized food bank services in Alameda County. Today, these numbers remain high, and as a community we should continue the effort towards ending hunger. I am working with the Alameda County Food Bank on policies to increase food security for County residents and make accessing food assistance programs, like CalFresh, easier and more equitable. Please join us in supporting SB283, a California State Senate Bill that will provide additional tools to local probation departments, while helping County Social Services Agencies improve outcomes for job placement and child well-being for the low-income families that they serve.  Do you know an artist or a leader in the arts community?
The Alameda County Arts Commission invites artists from the 9 counties of the San Francisco Bay Area to apply for potential inclusion in the 2013 Artist Registry, a prequalified list of artists that will be considered for upcoming public art opportunities. Project sites include: San Lorenzo Library Expansion Project, East County Hall of Justice, Highland Hospital, and other sites to be determined. Alameda County employees are not eligible to apply. Additionally, the Arts Commission invites community members to submit nominations for the 2013 Alameda County Arts Leadership Awards. This annual program enables the County to recognize five individuals, one from each of the five districts of the Alameda County Board of Supervisors, for their outstanding achievements and contributions impacting the arts community and the residents of Alameda County. All Alameda County residents are encouraged to submit nominations. The deadline for nominations is Wednesday, May 29, and can be submitted by visiting www.acgov.org/arts/awards.

Local commissions are a productive way to serve and engage your local community. These groups assist in advising local elected officials on a wide range of issues, affecting their constituencies and to assure they are responsive to community needs. For those interested in serving Alameda County and your community, here are some opportunities around District 2.
Hayward Youth Commission
Applications are now being accepted from students interested in serving on the Hayward Youth Commission. The City of Hayward is looking for students eager to represent the interests, needs and concerns of the young people in the Hayward community. The commission provides input to the elected officials of the City of Hayward, the Hayward Area Recreation and Park District, and the Hayward Unified School District about services that affect youth. The deadline to apply is Thursday, May 16. More information can be found at the City of Hayward’s Youth Commission webpage.
Consumer Affairs Commission
The Commission consists of 15 members appointed by the Board of Supervisors. Its purpose is to promote and protect the best interests of the consumer public, to encourage the highest standards in the business community and to develop a high level of consumer awareness. Terms are for 2 years with a limit of three terms. Regular meetings are held once a month, and are usually the first Thursday of the month.
Mental Health Board
The Commission consists of 17 members appointed by the Board of Supervisors. Its purpose is to perform advisory functions in all matters relating to mental health services. It reviews and evaluates the community's mental health needs, services, facilities and special problems. It also reviews the county Short-Doyle plan. Terms are for three years and regular meetings are held once a month.
Parks, Recreation & Historical Commission
The Commission consists of 15 members appointed by the Board of Supervisors- District 2 currently has two vacancies. Interested applicants should be a person with substantial interest in history and/or historical preservation or a person with substantial interest in park and recreation matters. Commissioners serve terms of four years, not to exceed 2 terms, and meetings are held once a month.
