Dear Alameda County District 3 Community,
My office spent much of September out in the district, joining community celebrations, stopping by local business events, and talking with residents about what they want to see from the County. My staff and I joined neighbors at the Oakland Chinatown Night Market and the Mid-Autumn Festival at Clinton Park in Little Saigon, two events that bring families together, draw people to local small businesses, and keep cultural traditions going from one generation to the next. It’s always inspiring to see so many people out enjoying the food, performances, and culture.
September 15 also marked the start of Hispanic Heritage Month, which runs through October 15. Latino families, workers, and business owners are a vital part of District 3, and their history and contributions are woven into the neighborhoods we serve. Our office looks forward to celebrating with the community over the coming weeks At our community discussion on the Health Care Pillar of the draft Home Together 2030 Plan, residents shared their thoughts on how to connect people experiencing homelessness with health services that are easier to get into, more behavioral health support, and better coordination between the providers people already rely on. Public input like this is how the plan gets better, and I appreciate everyone who took the time to speak. If you haven't weighed in yet, the draft plan is open for public comment through October 1, 2026.
This month, the Board of Supervisors proclaimed September as National Preparedness Month in Alameda County. Getting ready for an emergency doesn't have to be complicated. Start by making a plan with your household, putting together a supply kit, and signing up for local alerts. Take a few minutes to learn your evacuation routes, and check in on neighbors who may need extra help when something happens. To make it easier, our office is hosting our 2nd Annual Emergency Preparedness in Alameda at the College of Alameda! To register please see the links below.

If you or someone you know needs immigration or legal help please familiarize yourself with the Alameda County Immigration Legal & Education Partnership (ACILEP) website and hotline, which provide critical information about your rights, with flyers available in English, Spanish (Español), Chinese (中文), Tagalog, and Vietnamese (Tiếng Việt). Please visit their website for details.
Message from the Alameda County Immigration Legal and Education Partnership (ACILEP):
Alameda County Immigration Legal and Education Partnership (ACILEP) is aware of reported plans to deploy federal agents to the San Francisco Bay Area. Our regional rapid response networks are prepared to respond from a place of power, not panic.
Over the past year, we have seen how these operations destabilize neighborhoods, provoke conflict, and place everyone in harm’s way. In these moments, our focus must remain on solidarity, community safety, due process, non-violent resistance, and a refusal to accept authoritarian violence.
These raids harm far more than immigrant communities, they endanger everyone’s constitutional rights and undermine the safety, trust, and economic health of our region. As a community, we must stand together.
For verified updates, follow ACILEP on instagram. Please avoid sharing unverified reports, instead, call your local rapid response hotline to confirm or report any ICE activity. The ACILEP hotline - (510) 241-4011 - will remain active and responding throughout the weekend.
If you’re concerned about your rights or safety, visit acilep.org for legal information and resources. The ACLU also provides guidance on What to Do When Encountering Questions from Law Enforcement.
Here is a fact sheet on Public Charge changes which began on Sept 18th. What Changed With Public Charge? - Protecting Immigrant Families
We know this is an uncertain and stressful time. This is a moment for power, not panic. Our focus is on being informed and prepared, not afraid.
If you or someone you know might be impacted, here are five ways to protect yourself and your loved ones right now:
-
Know Your Rights
- You have the right to remain silent.
- You do not have to open the door unless officers present a warrant signed by a judge.
- You have the right to speak to a lawyer.
-
Know Your Rapid Response Hotline Number
- For Alameda County, memorize the ACILEP hotline: (510) 241-4011.
- ACILEP will be operating and monitoring calls throughout the weekend.
- Other Rapid Response Networks in the Bay Area:
- Contra Costa County: (925) 900-5151
- San Francisco: (415) 200-1548
- San Mateo County: (203) 666-4472
- Santa Clara County: (408) 290-1144
- Be prepared to share as many details and photos as possible (Size/strength of operation, Location, Uniform, Time/Date, & Equipment/weapons seen).
-
Create a Safety Plan
- Identify who can care for children, pets, or responsibilities if needed. Here is a guide you can use.
- Memorize important phone numbers and your A#.
- Share key information with trusted loved ones.
-
Gather Important Documents
- Keep passports, IDs, medical records, and immigration documents in a safe place.
- Make copies and, if you have an attorney, carry a signed G-28 form.
-
Minimize Risk
- Follow updates from trusted community organizations.
- Use a PIN passcode on your phone and consider disabling fingerprint or facial recognition.
- Weigh your individual risk during daily activities. Remember that the supreme court has unfortunately recently opened the door for ICE to use racial profiling.
ACILEP stands with you — today and every day.
We are part of a strong, united community that protects one another. Together, we will continue to defend our rights, our families, and our dignity.
Stay informed. Stay ready. Stay in community.
We are with you. Siempre juntos.

Press Release: City of Alameda press release
This year's El Niño is expected to bring an active storm season to the Bay Area, with periods of heavy rain, higher tides, and a greater chance of localized flooding. The City of Alameda is preparing now and encourages residents to take a few simple steps before winter storms arrive.
What the City is doing
- Free sandbags, available earlier than usual. Starting Tuesday, 10/06/2026, free sandbags are available at a self-service station at Lexington Avenue and W. Hope Street, with a limit of five per resident. On Saturday, 11/07/2026, from 8:00 AM to 12:00 PM, City staff will be on site to help load sandbags into vehicles.
- Storm drain maintenance. Crews are inspecting and maintaining storm drains ahead of winter storms, including recent work to protect the Shoreline from flooding.
- Storm response. During major weather events, City staff monitor known flood-prone areas. When heavy rain and high tides overwhelm drainage systems, roads may be temporarily closed to protect public safety.
- Long-term shoreline protection. The City is developing a Shoreline Adaptation Plan to protect the community from coastal flooding caused by sea level rise, groundwater rise, and increased storm surge.
How residents can prepare
- Sign up for emergency text, email, and phone alerts from Alameda County.
- Visit the City's Storm Preparedness webpage for property-specific tips and resources.
- Report flooding and storm hazards to Public Works at 510-747-7900 during business hours, or 510-337-8340 on evenings and weekends. For life-threatening emergencies, always call 9-1-1.
- Monitor weather alerts and prepare early for heavy rain and king tides.

Location/Time: Stage 5A: 09/21/2026 through early October 2026. Stage 5B: early October 2026 through January 2027.
Contact: Ali Hatefi, Senior Engineer, ahatefi@alamedaca.gov
Stages 2 and 3 of the Clement Avenue/Tilden Way Improvement Project are nearing completion, bringing a new roundabout and a shared use pathway on Tilden Way between Broadway and Fernside Boulevard. On 09/21/2026, work moved into Stage 5A, which partially opened the new roundabout at Tilden Way, Blanding Avenue, and Fernside Boulevard. Detour signs are posted, and closure dates may change.
Closures now through early October (Stage 5A)
- Blanding Avenue is closed to southbound traffic between Broadway and Tilden Way. Northbound traffic can still get through by right turn from westbound Tilden Way, heading toward Alameda.
- Fernside Boulevard is closed to westbound traffic between Tilden Way and Versailles Avenue. Eastbound traffic can still get through by right turn from eastbound Tilden Way, heading toward Oakland.
Coming in early October (Stage 5B)
- The roundabout opens fully to vehicle traffic, along with the Fernside Boulevard approach to Tilden Way.
- Blanding Avenue between Broadway and Tilden Way stays closed until Stage 5B wraps up in January 2027. Detours run via Broadway and the new Clement Avenue roadway.
- Pedestrians will be routed to the new sidewalks and pathways south of Tilden Way between Broadway and the Miller-Sweeney Bridge. Crossings between Blanding Avenue and Fernside Boulevard stay closed until Stage 5B is finished.
- Bridgeside Shopping Center stays open the whole time and can be reached from Tilden Way via the Clement Avenue extension and Broadway.
- Street parking and driveway access in the work area will be affected. No Parking signs go up 72 hours before any work.
What the finished project brings
- A roundabout at Tilden Way, Blanding Avenue, and Fernside Boulevard
- New bikeways and walkways completing the Cross Alameda Trail from the Miller-Sweeney/Fruitvale Bridge to Seaplane Lagoon
- A dog park, open space, and landscaping
- Bus stop and accessibility improvements
- Pedestrian and bicyclist safety improvements at Tilden Way and Broadway, plus pavement resurfacing
Bike East Bay named Alameda’s Cross Alameda Trail the East Bay’s Best Bike Project of 2026. The four-mile walking and biking corridor connects Seaplane Lagoon to the Miller-Sweeney Bridge and is nearing completion with the Clement/Tilden project.
The recognition highlights years of work to create a safer, lower-stress cross-town route for people walking and biking in Alameda
Safety improvements are coming to Fernside Boulevard this fall as part of the City of Alameda’s Traffic Calming & Bikeways Project. The project will improve pedestrian crossings, upgrade bike lanes, and add traffic-calming measures to reduce vehicle speeds and improve safety for everyone using the corridor. Near-term improvements will be constructed in 2026 as part of Alameda’s Annual Pavement Program.
Updates and Improvements
- A new paint-and-post bulb-out at Gibbons/High/Fernside and speed humps on Gibbons, Southwood, and Cambridge are expected in 2026 or early 2027.
- Quick-build roundabouts and pedestrian crossings are planned at Gibbons/Northwood/Southwood and Southwood/Bayo Vista/Fairview in 2027.
- Fernside Boulevard between Versailles Avenue and High Street will be resurfaced and reconfigured with two travel lanes, buffered bike lanes, pedestrian median islands, and new flashing crosswalk beacons.
- After the improvements are installed, the City will collect traffic data and evaluate additional safety measures.
Submit Input
Starting in Spring 2027, the City of Alameda will launch a pilot bike share program in West Alameda with eight docking stations as part of the regional Lyft Bike system. Funded by the Alameda County Transportation Commission, the program will provide additional first- and last-mile transportation options during construction of the Oakland Alameda Access Project.
Residents are invited to complete the Bike Share Station Location Map Survey and share feedback on where the new docking stations should be placed.

Location/Time: Pacific Renaissance Plaza parking garage. $2 flat rate after 4:00 PM Monday through Saturday, and after 2:00 PM on Sundays
Visiting Oakland Chinatown is now more affordable. The Alameda County Transportation Commission (Alameda CTC), Caltrans, the City of Oakland Department of Transportation, City of Oakland elected officials, the Oakland Chinatown Chamber of Commerce, and Wellington/CMA have partnered to lower parking rates at the staffed indoor garage at Pacific Renaissance Plaza. Alameda CTC committed $270,000 to keep the $2 flat rate in place for the next three years. The goal is to bring more visitors to Chinatown's small businesses, restaurants, and cultural spaces while the neighborhood deals with access disruptions from the Oakland Alameda Access Project and other construction. Stop by, park for less, and support local merchants.
Ready Oakland Extreme Weather Website
Oakland residents can get ready for the rainy season with the City's Ready Oakland extreme weather page, which walks through what to do before, during, and after a storm.
- Get sandbags and plastic sheeting early. The City recommends picking up supplies from a local hardware, landscaping, or home improvement store before the rain starts, and Public Works provides emergency sandbags and plastic sheeting to residents and businesses while supplies last when heavy rain is forecast.
- Watch the City's short videos on how to prepare sandbags and place plastic sheeting.
- Help keep drains clear. Adopt-a-Drain volunteers can borrow City tools and supplies and receive rain alert notifications. Clear the drain before the rain.
- Stay safe during storms, and never walk or drive through flood waters.

Public Service Announcement: Meekland Bridge Closure and Bus Detours
Alameda County Public Works has announced that the Meekland Bridge will close for construction starting June 8, 2026, with work expected to last about 300 days. This closure will affect AC Transit Lines 34 and 93. AC Transit has developed and tested temporary detour routes, which required and have received County approval due to bus stop changes in unincorporated areas.
Detour details will be available on actransit.org and linked to the County’s project website at https://www.acpwa.org/project/meekland-avenue at least 72 hours before the changes begin. A map and additional information were also included in the May 27, 2026 Unincorporated Services Committee meeting packet.

Property Owner’s Responsibility
It is the adjacent property owners responsibility for maintenance of the sidewalk abutting their property per the California Streets and Highways Code, Section 5610. When a tripping hazard is reported, the County will notify the property owner of the sidewalk issue and if appropriate request repair.

Maintenance crews and qualifying contractors can obtain an Annual Tree Permit, which is a non-site specific permit that can be used at multiple locations. This permit has a fee of $500 per year. For more information about tree permits, please visit our other permits page.
Pro tip: It is often less expensive (and easier) to hire a permit-holding contractor, than to obtain and pay for your own permit. ACPWA has a list of qualified, permitted contractors available to the public.
Note: Trimming branches that are less than one inch in diameter does not require a permit.
The Tree Advisory Board
The Tree Advisory Board (TAB) consists of Alameda County residents who are appointed by each member of the Board of Supervisors. TAB and the Board advise the Director of Public Works on matters related to trees, such as determining when a tree or group of trees should be assessed and potentially removed or pruned. TAB makes recommendations to the Board of Supervisors based on these assessments, and the Board will then consider, review, and approve or deny said recommendations. Agendas are available for all previous TAB meetings at the bottom of this page.

On August 4, the Alameda County Board of Supervisors unanimously approved a Safe Storage of Firearms in Residences Ordinance for unincorporated communities. The ordinance requires firearms kept in homes to be secured with a trigger lock or stored in a locked container, helping prevent accidental shootings, unauthorized youth access, suicide, and firearm theft.
The measure strengthens local enforcement of safe firearm storage requirements and supports Alameda County’s Vision 2036 commitment to safer communities and effective crime prevention. The ordinance takes effect September 3, 2026.
The program is designed to strengthen relationships between law enforcement and the communities it serves by bringing together trusted local leaders into one unified network. The program promotes transparency, builds public trust, and supports two way communication by uplifting community concerns while sharing information about ACSO outreach efforts.
Community Ambassadors help bridge cultural, generational, and social gaps, contributing to safer and more informed neighborhoods. Participants include faith leaders, community organizers, neighborhood watch members, and local business owners.

Based on the direction received from the recent joint City/Hayward Area Recreation and Park District (H.A.R.D.) committee meeting on June 23, 2026, City and H.A.R.D staff met to discuss next steps for the reuse of the Skywest property, which is proposed to include 50 acres of open space. The City and H.A.R.D team will be conducting a 90-day due diligence period to perform technical analysis and planning, conduct follow-up discussions with the FAA and continue land transfer negotiations so that we can provide more complete answers to Council, H.A.R.D Board and stakeholder questions. After that period, the City and H.A.R.D will hold a community meeting in the fall to discuss updates and findings.

CITY OF HAYWARD - File #: ACT 26-031
Submit or Vote on Ideas: CivicDialogues.org/HARD
Due: Monday, 10/12/2026
The Hayward Area Recreation and Park District (H.A.R.D.) wants to hear from residents as it starts updating its master plans. The facilities plan was last updated in 2019 and the parks plan in 2006. Through a partnership with Change.org, residents are invited to go online and answer one question: What would make parks, trails, and recreation thrive in the Hayward area? You can also vote on ideas shared by others. Next, a representative group of 50 to 100 residents will discuss the top ideas to find those with strong community support. In-person and virtual listening sessions will follow in early 2027, and a draft master plan is expected to be shared for public review in late 2027 into 2028.

Did you know?: California banned leaded gas for cars back in 1992, but many small planes and helicopters still use leaded fuel today. (A continuación encontrará la versión en español)
- Leaded aviation gasoline, or "avgas", is the #1 source of lead released into the air
- Avgas creates lead air pollution and lead dust in neighborhoods near airports
- Kids living closer to these airports can have higher levels of lead in their bodies, making it hard for them to learn, pay attention, and do well in school.
The California Department of Public Health is hosting a public workshop in Alameda County and in three other communities across the state this fall to share information about this issue and listen to your concerns:
Date: Thursday, October 15, 2025

Hora: 5:30 p.m. - 6:30 p.m.

As we prepare for the upcoming November 3, 2026, General Election, we remain focused on serving voters and ensuring a safe, secure, fair and accessible election. In other words, we do not anticipate any changes to our election processes at this time.
Voters can continue to trust the established election processes, procedures, and safeguards that remain in place to ensure every voter can cast their ballot securely. We remain committed to administering a fair, accurate, secure, and accessible election, and we encourage all voters to participate and vote with confidence.

The Alameda County Board of Supervisors unanimously approved $1.5 million for the LGBTQIA+ Community Health Access, Navigation & Health Equity Initiative. The program will expand access to gender-affirming care, mental health services, crisis response, healthcare navigation, and public benefits, with a focus on transgender and nonbinary residents.
The initiative was spearheaded by Supervisor Nate Miley and Supervisor Nikki Fortunato Bas following concerns raised about disparities in healthcare access. Funded through the Measure W Equitable County Services Fund, the program is expected to serve approximately 1,050 people each year while expanding outreach and improving access to care across Alameda County.
Report Illegal Dumping Here
If you see illegal dumping on or near Union Pacific railroad property, you can report it directly to Union Pacific for follow-up. Reports help their staff identify problem areas and respond more quickly. Taking a few minutes to report illegal dumping can help keep our neighborhoods cleaner, safer, and more welcoming.
Wildfire-prepared home upgrades do not have to be expensive. A few targeted improvements can help reduce ember risk and strengthen your home's defenses.
Fact: Most homes lost to wildfire are not ignited by flames. They ignite from embers that can travel ahead of a fire and find soft spots in your home's defenses.
All Californians should make sure to have a wildfire action plan and ensure that they and their loved ones are prepared in case they need to evacuate.
Homeowners can additionally consider creating defensible space, hardening their home, building a fire smart landscape, and looking into landowners assistance.
If you'd like to learn more about fire and wildfire prevention — or would like assistance navigating a state agency - my office is here to help and can be reached at the contact information below. It is my honor to serve you.

Thursday's 3.8-magnitude earthquake is a reminder that a major quake could interrupt water service for days. EBMUD recommends storing two gallons per person per day for seven days, plus extra for pets. For a family of four, roughly 30 gallons is a good starting point.
- Store tap water in clean, food-grade plastic containers
- Seal containers tightly and keep them in a cool, dark place
- Reserve the stored supply for drinking and food prep
- Replace stored tap water every six months
