This month, I celebrated America’s 250th Anniversary at the City of Alameda’s 4th of July Parade and the City of San Leandro’s Independence Day Event at Monarch Bay. There is nothing quite like seeing our communities come together to mark a milestone like this one.

It was also my pleasure to host Coffee with California State Senator Tim Grayson and Supervisor Lena Tam at my district office in San Leandro. It was a great partnership between the state and county government and a valuable opportunity to hear directly from our community about how we can best work together to serve them. My team and I also connected with residents at the Downtown San Leandro Farmers' Market, where we hosted a table and shared resources, information, and more.

My staff spent time this month touring two organizations doing remarkable work in our community. At Youth Employment Partnership (YEP) in Oakland, they learned about a program that has served more than 34,500 Oakland youth since 1973 through job training, paid work experience, academic support, career development, and comprehensive case management. Each year, YEP’s programs support approximately 500 to 600 young people as they work toward graduation, higher education, and long-term employment. Thank you to the YEP team for showing us how hands-on training and meaningful support can create new opportunities for Oakland’s youth and young adults.

My staff also visited the Native American Health Center, where a state-of-the-art five-story facility is expanding access to dental care with 19 operatories providing up to 20,000 additional appointments each year. The building includes a Cultural and Community Center for health fairs, citizenship and ESL classes, food distribution, Native Talking Circles, and cultural programming, along with 76 affordable housing units developed in partnership with Satellite Affordable Housing Associates (SAHA). We also learned about the significance of the traditional Sweat Lodge, a sacred space for prayer, healing, spiritual renewal, and the preservation of Indigenous cultural traditions. It reflects the Health Center's commitment to providing culturally responsive care that honors Native practices alongside modern healthcare.

My office hosted our annual Alameda County District 3 Boards, Commissions, and Committees Recognition Event, honoring the community leaders who generously dedicate their time and expertise to public service. Since I took office, our office has received 387 applications, conducted 151 interviews, and made 81 appointments to District 3 and external boards. We have also reached full occupancy across all 63 District 3-appointed seats on 27 Boards, Commissions, and Committees.
I am grateful to each of our appointees for helping ensure that our communities are represented in County decision-making. Their leadership and commitment move us closer to Alameda County Vision 2036 and a future shaped by civic participation, inclusion, and opportunity for all.
What stands out to me from this month is how much of the work happens through partnership. Whether it is our State and County teams sitting down together, an organization opening its doors to show us what is working, or a conversation at a farmers market, every one of these moments helps our office serve you better.
I hope you will keep reaching out. My door is open, my team is here to help you connect with County resources, and I always want to hear what matters most to you and your family. Thank you for reading, and I hope you have a wonderful rest of your summer. I look forward to seeing you out in the community.

Alameda County Immigration Legal and Education Partnership (ACILEP) is aware of reported plans to deploy federal agents to the San Francisco Bay Area. Our regional rapid response networks are prepared to respond from a place of power, not panic.
Over the past year, we have seen how these operations destabilize neighborhoods, provoke conflict, and place everyone in harm’s way. In these moments, our focus must remain on solidarity, community safety, due process, non-violent resistance, and a refusal to accept authoritarian violence.
These raids harm far more than immigrant communities, they endanger everyone’s constitutional rights and undermine the safety, trust, and economic health of our region. As a community, we must stand together.
For verified updates, follow ACILEP on instagram. Please avoid sharing unverified reports, instead, call your local rapid response hotline to confirm or report any ICE activity. The ACILEP hotline - (510) 241-4011 - will remain active and responding throughout the weekend.

- Weigh your individual risk during daily activities. Remember that the supreme court has unfortunately recently opened the door for ICE to use racial profiling.

Alameda County Sheriff Yesenia Sanchez has shared a brief message to clarify the ACSO’s role in engaging with federal law enforcement agencies.
Our office remains dedicated to staying connected with residents and uplifting the voices of our community. Your voices play an important role in shaping Vision 2036, which is a future where homelessness, poverty, and hunger are eliminated and where health, safety, and opportunity are within reach for all. We encourage you to stay engaged by joining us at upcoming community events, attending board meetings, or reaching out to our office to share your thoughts.
The Alameda City Attorney's Office is launching a Mobile Housing and Victim Services Clinic that brings free housing information, victim services, and referrals directly to residents. Starting in August 2026, the clinic will be offered one Saturday a month at rotating locations including libraries and community centers. Services include landlord-tenant information, housing rights and responsibilities, eviction prevention, mediation program information, victim services referrals, and details on upcoming housing education workshops.

On July 21, 2026, the Alameda City Council voted to place the SAFER Alameda Act, a $300 million general obligation bond measure, on the November 2026 ballot. City staff have identified at least $800 million in unfunded infrastructure and resilience needs, and the measure would fund flood and sea-level rise protection, earthquake and emergency preparedness, rapid emergency response, street repair, and pollution prevention in the Bay. If two-thirds of voters approve, property owners would pay approximately $49 per year for every $100,000 of assessed value, which is often lower than current market value for longtime homeowners. The measure includes an independent citizens' oversight committee, mandatory annual audits, and a prohibition on using funds for salaries or pensions.

The Oakland Alameda Water Shuttle will keep crossing the Estuary through at least June 2028 after the Alameda City Council approved a Phase 2 pilot on July 21.
Phase 2 is anchored by $1,475,000 in Alameda County Transportation Commission grants and $1,565,000 in private partner contributions, with the City of Alameda, SF Bay Ferry (WETA), Alameda TMA, and the Port of Oakland continuing their partnership.
Community members are invited to celebrate Woodstock's second birthday on Friday, July 31 at 11:45 AM at Bohol Circle Immigrant Park, with a short program and cupcakes while supplies last.

It’s time to gather with neighbors, meet the people behind the badge, and celebrate community at this year’s National Night Out.
National Night Out is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie to help create safer, more connected communities. Residents are encouraged to come together to host block parties, barbecues, ice cream socials, festivals, and other neighborhood gatherings that strengthen local connections and build relationships with public safety personnel.
Neighborhoods across the island are encouraged to host gatherings on their block, in their driveways, or throughout their neighborhood. Most importantly, invite your neighbors to come out and connect. Residents can also request a visit from the Alameda Police Department and Alameda Fire Department. Due to high demand, visit requests are limited and available on a first-come, first-served basis.

Oakland residents are encouraged to call 9-1-1 when they witness a crime, suspicious activity, or an emergency. The Oakland Police Department responds regardless of immigration status and does not ask callers about their status.
The City has also upgraded its emergency dispatch system, expanded dispatcher hiring and training, and improved how non-emergency calls are routed. These investments help first responders act more quickly and keep emergency lines available for urgent situations.

Oakland Mayor Barbara Lee announced a historic $9.2 million, three-year partnership with Crankstart to address illegal dumping and advance cleaner streets across the city. The investment will expand enforcement efforts, increase illegal dumping camera coverage, deploy AI-assisted technology to identify hotspots, improve disposal options, and strengthen community education. The partnership builds on Oakland’s Illegal Dumping Expenditures Action Plan and focuses on neighborhoods most impacted by illegal dumping. Through public-private collaboration, the City aims to deliver measurable results, improve neighborhood conditions, and create healthier, safer communities for Oakland residents.

The Alameda County Transportation Commission, Caltrans, the City of Oakland Department of Transportation, City of Oakland elected officials, the Oakland Chinatown Chamber of Commerce, and Wellington/CMA have partnered to lower parking rates at the Pacific Renaissance Plaza lot in the heart of Oakland Chinatown.
Alameda CTC committed $270,000 to fund a $2 flat rate after 4:00 PM Monday through Saturday and after 2:00 PM on Sundays for the next three years.
The initiative arrives as the neighborhood continues to navigate access disruptions from the Oakland Alameda Access Project and other infrastructure work. Partners hope lower evening parking costs will boost foot traffic and give tangible support to Chinatown's small businesses, restaurants, and cultural destinations.

Alameda County Public Works Agency is announcing a major construction project on the Meekland Avenue Corridor, including the replacement of the existing bridge over San Lorenzo Creek. This critical work will improve long-term safety, structural integrity, and the overall reliability of the transportation network.
Full Closure: Meekland Avenue, at either end of the San Lorenzo Creek Bridge, will be closed approximately one year, from June 8, 2026 through April 23, 2027. This closure is necessary to safely demolish and reconstruct the bridge.
What to Expect: Through traffic between E. Lewelling Boulevard and Paseo Grande will be closed for the duration of bridge construction. Local access will be maintained. Residents and emergency services will have access from Paseo Grande to the south side of the bridge closure, and from E. Lewelling Boulevard to the north side of the bridge closure.
Project Improvements: Upon completion, the corridor will feature enhanced safety for all users, including new and improved sidewalks, upgraded ADA accessibility, a Class II bicycle facility, and a safe bridge structure.

Public Service Announcement: Meekland Bridge Closure and Bus Detours
Alameda County Public Works has announced that the Meekland Bridge will close for construction starting June 8, 2026, with work expected to last about 300 days. This closure will affect AC Transit Lines 34 and 93. AC Transit has developed and tested temporary detour routes, which required and have received County approval due to bus stop changes in unincorporated areas.
Detour details will be available on actransit.org and linked to the County’s project website at https://www.acpwa.org/project/meekland-avenue at least 72 hours before the changes begin. A map and additional information were also included in the May 27, 2026 Unincorporated Services Committee meeting packet.

Public Works is hosting its first open house featuring several transportation improvement projects in a single event on Wednesday, August 5, at the Castro Valley Library. Postcards have been mailed to residents in the project areas, and flyers are available in English and Spanish. The agency plans to rotate the location of future open houses so residents in different unincorporated communities can attend.

Based on the direction received from the recent joint City/Hayward Area Recreation and Park District (H.A.R.D.) committee meeting on June 23, 2026, City and H.A.R.D staff met to discuss next steps for the reuse of the Skywest property, which is proposed to include 50 acres of open space. The City and H.A.R.D team will be conducting a 90-day due diligence period to perform technical analysis and planning, conduct follow-up discussions with the FAA and continue land transfer negotiations so that we can provide more complete answers to Council, H.A.R.D Board and stakeholder questions. After that period, the City and H.A.R.D will hold a community meeting in the fall to discuss updates and findings.

One year after the county committed 80 percent of Measure W revenue to advancing the Home Together Plan, the Board of Supervisors has approved $169 million in spending through the county's Housing and Homelessness team and its partners. The funding supports interim and permanent housing development, a Flexible Housing Subsidy Pool, and expanded Housing Resource Centers. The Flex Pool alone will provide $60 million in long-term subsidies for more than 1,200 households over eight years. Housing Resource Centers moved to expanded hours and services on July 1, adding dedicated access points for older adults, survivors of gender-based violence, justice-involved individuals, and transition-age youth.

Cyclosporiasis, a stomach illness caused by a tiny parasite, has been in the news as cases rise in parts of the country, including more than 3,000 in Michigan. Alameda County and the rest of California are not seeing an increase, but health officials still recommend washing fruits and vegetables thoroughly, washing hands before and after handling produce, and cleaning cutting boards and utensils after preparing food. The illness is not usually life-threatening, though nausea, bloating, cramps, and severe diarrhea can last a long time and sometimes lead to dehydration requiring hospital care.

AHS publishes a monthly schedule for its mobile health and dental van, which brings care directly into neighborhoods across the county. Residents can check the Community Health page on the AHS website for the current month's stops.
Some CalFresh recipients ages 18–64 may be limited to 3 months of benefits within a 36-month period if they are able to work and do not qualify for an exemption.
To continue receiving benefits, individuals must meet work requirements by working, volunteering, or participating in an approved education or job training program for at least 20 hours per week. Exemptions may apply for students, pregnant individuals, people unable to work, those living with a child under 14, and other qualifying groups.

Seniors age 60 and older may be eligible for food assistance programs that help make fresh, healthy food more affordable.
Market Match is California’s healthy food incentive program that matches CalFresh benefits at participating farmers’ markets and farm-direct sites. The program is offered at more than 270 locations statewide through community-based organizations and farmers’ market operators. Find out more about how it works here.

The Healthy Homes Department offers grants for minor home repairs in Albany, Dublin, Emeryville, Oakland, Newark, Union City, and unincorporated areas including Ashland, Cherryland, Castro Valley, Hayward Acres, Hillcrest Knolls, Fairview, San Lorenzo, and Sunol.
Approved applicants receive grant assistance for minor plumbing repairs, carpentry, electrical repairs, railings, grab bars, toilets, doors, locks, water heaters, and more.

California’s Summer EBT program, known as SUN Bucks, is returning in 2026. This food program provides families $40 per month for food in June, July, and August ($120 total) when children do not have access to school meals.
Most children who qualify for free or reduced-price school meals through a school meal application or Universal Benefits Application, or get CalFresh, CalWORKs, and/or Medi-Cal, are automatically enrolled. Children in foster care, experiencing homelessness, attending Head Start, and/or are considered a runaway are also categorically eligible and are automatically enrolled. Some children may need to sign up. Participating in SUN Bucks does not affect a family’s immigration status. Visit our FAQs page for more information.
For cardholder assistance, the SUN Bucks helpline is available at (877) 328-9677. The helpline provides automated support 24 hours a day, seven days per week. The Port of Oakland is pleased to announce the return of our free harbor tours! The narrated tours will highlight Port facilities, including the marine terminals and seaport operations. Participants will see the Port’s iconic giant container cranes that line the shore and view the visiting mega container ships up close while they learn of the Port’s history as a major economic engine in our region and beyond.
The ferryboat journeys near the San Francisco-Oakland Bay Bridge and Yerba Buena Island, allowing visitors to soak in the picturesque vistas of the Oakland estuary, East Bay Hills, the Bay Bridge, the San Francisco Bay’s waterfront and city skylines. Visitors will learn about the Port, its operations, and the economic and jobs impact on the region. Harbor tours provide a unique vantage point because the Port’s marine terminals can be viewed from the water. The excursions are a great way to see how the Oakland Seaport works.

Air District staff have drafted amendments to Rule 9-6, which sets zero-NOx standards for residential and commercial water heaters. If approved by the Board, the amendments would create exemptions for low income and housing cost burdened property owners and for properties with electrical or space challenges, and would push the effective date of the zero-NOx standards from January 2027 to January 2028.
The additional time is intended to let staff work with retailers on the exemption system and expand the public education campaign. Excited to serve youth in an AmeriCorps program in the SF Bay area?
BAYAC AmeriCorps, is a program of Bay Area Community Resources (BACR), and collaborates with schools and community-based organizations to serve youth and students in the San Francisco and East Bay region. We provide exciting host site positions to grow and develop during your term as well as bi-monthly training sessions to reflect on your service journey with your cohort peers. This program supports folks who are looking to explore the education and non-profit sector and/or advance their career as a youth worker. We are enrolling folks to serve as a Student Success Coach (SSC) at our host sites. SSCs will engage in a variety of roles such as after-school educators, classroom assistants, academic coaches, health educators, and enrichment associates to build strong developmental relationships as caring adult role models. BAYAC is part of the SSC Learning Network that aims to advance educational equity in California.
Accepted AmeriCorps Members will receive a living stipend of $2727/ month (before taxes). We also provide basic health care and if eligible, Calfresh, loan forbearance on qualifying loans, and childcare stipends. BAYAC Members are also eligible for a Segal Education award to be used towards continuing education or to pay off qualifying student loans if they complete their year of service successfully. In-Person Public Comment Procedures for Board of Supervisors Meetings:
Members of the public may speak during the meeting by submitting a speaker slip to the Clerk. Items scheduled for a specific time on the agenda will not be heard before the listed time and may not be called exactly at that time, depending on the Board’s proceedings.
NOTE: Only matters within the Board’s jurisdiction may be addressed. Written public comments will not be read during the public comment period.
Written Public Comment Procedures for Board of Supervisors Meetings:
Comments submitted by 3:00 p.m. the day before the meeting will be shared with all Board Members and included in the official record. Comments submitted after the deadline will still be added to the official meeting record but will not be shared with Board Members before the meeting. Comments will not be read aloud during the meeting.
By Email: You may email your written public comment to cbs@acgov.org. Please include your name and either the agenda item number or indicate that your comment is for Public Input (items not on the agenda).
By Online Form: You may submit your written public comment using the online form here.
ADA Accessibility: If you need a reasonable modification or accommodation for a disability, please email the Clerk of the Board at cbs@acgov.org or call (510) 208-4949 or (510) 834-6754 (TDD) at least 24 hours before the meeting start time to request a sign language interpreter.
