Dear Alameda County District 3 Community,

It is hard to believe that summer is already upon us. The week of June 22 was the Board's "Finals Week," as we took one last look at the FY 2026-27 budget before its final approval on June 25. This year's budget cycle has been especially challenging, as we asked all County departments to help close a $91.4 million funding gap in order to balance our $6.7 billion budget in the face of significant federal and state funding cuts.

Even in the face of these reductions, I have continued to advocate for bridge funding to provide a one-year transition period for organizations that lost funding due to changes in the state's behavioral health priorities. We have also incorporated most of the 23 recommendations from the Care First, Jails Last initiative into the County's three-year Behavioral Health Plan, which was presented to the Health Committee, as well as into the Home Together Plan, including housing strategies for justice-involved individuals.

During these challenging times, it is important that we take the time to celebrate the vibrant diversity of cultures in Alameda County and reaffirm our support for our LGBTQIA+ communities during Pride Month. Celebrating Juneteenth also reminds us that, although the Emancipation Proclamation marked a pivotal moment in our nation's history, it took another 100 years before the Civil Rights Act of 1964 was enacted, ushering in a new era of progress toward equality and justice for all.

We continue this journey even as some seek to reverse the progress that generations before us fought and, in many cases, died to achieve. A functioning democracy is not a spectator sport. It requires all of us to participate, remain vigilant, and do our part to preserve it.

Alameda County Immigration Legal and Education Partnership (ACILEP) is aware of reported plans to deploy federal agents to the San Francisco Bay Area. Our regional rapid response networks are prepared to respond from a place of power, not panic.

Over the past year, we have seen how these operations destabilize neighborhoods, provoke conflict, and place everyone in harm’s way. In these moments, our focus must remain on solidarity, community safety, due process, non-violent resistance, and a refusal to accept authoritarian violence.

These raids harm far more than immigrant communities, they endanger everyone’s constitutional rights and undermine the safety, trust, and economic health of our region. As a community, we must stand together.

For verified updates, follow ACILEP on instagram. Please avoid sharing unverified reports, instead, call your local rapid response hotline to confirm or report any ICE activity. The ACILEP hotline - (510) 241-4011 - will remain active and responding throughout the weekend.

If you’re concerned about your rights or safety, visit acilep.org for legal information and resources. The ACLU also provides guidance on What to Do When Encountering Questions from Law Enforcement.

We know this is an uncertain and stressful time. This is a moment for power, not panic. Our focus is on being informed and prepared, not afraid.

If you or someone you know might be impacted, here are five ways to protect yourself and your loved ones right now:

  1. Know Your Rights
    • You have the right to remain silent.
    • You do not have to open the door unless officers present a warrant signed by a judge.
    • You have the right to speak to a lawyer.
  2. Know Your Rapid Response Hotline Number
    • For Alameda County, memorize the ACILEP hotline: (510) 241-4011.
    • ACILEP will be operating and monitoring calls throughout the weekend.

    • Be prepared to share as many details and photos as possible (Size/strength of operation, Location, Uniform, Time/Date, & Equipment/weapons seen).
  3. Create a Safety Plan
    • Identify who can care for children, pets, or responsibilities if needed. Here is a guide you can use.
    • Memorize important phone numbers and your A#.
    • Share key information with trusted loved ones.
  4. Gather Important Documents
    • Keep passports, IDs, medical records, and immigration documents in a safe place.
    • Make copies and, if you have an attorney, carry a signed G-28 form.
  5. Minimize Risk
    • Follow updates from trusted community organizations.
    • Use a PIN passcode on your phone and consider disabling fingerprint or facial recognition.
    • Weigh your individual risk during daily activities. Remember that the supreme court has unfortunately recently opened the door for ICE to use racial profiling.

City of Alameda: Street Conduit Replacement Project on Moreland Drive

The City of Alameda’s Streetlight Conduit Replacement Project on Moreland Drive, from Fernside Boulevard to Buena Vista Avenue, and portions of Cornell Drive and Thompson Avenue is scheduled to begin in mid-July and continue through mid-October 2026. Work will take place Monday through Friday from 8:00 a.m. to 5:00 p.m., and residents should expect advance notices, temporary parking restrictions, minor traffic delays, noise, and dust during construction.

City of Alameda: Law Enforcement Coordinated Response Helps Keep Alameda Beaches Peaceful

The City of Alameda reported that a coordinated law enforcement response helped keep Alameda’s beaches safe following concerns about a planned unlawful gathering.

The Alameda Police Department worked with East Bay Regional Park District Police and the Alameda County Sheriff’s Office to coordinate patrols, communication, and resources ahead of the event. Officials said the proactive planning helped ensure residents, visitors, families, and nearby businesses could enjoy the area without disruption.

Public safety concerns can be reported to APD’s non-emergency line at (510) 337-8340, or 911 in an emergency.


City of Alameda: 2026 Mayors’ Climate Protection Award

The City of Alameda received the 2026 Mayors’ Climate Protection Award in the Small City category for its Community-wide Equitable Decarbonization Program. The program is supported by Alameda Municipal Power’s 100 percent clean electricity, appliance and EV-related rebates, permit and code updates, expanded public charging, and community education efforts.

City of San Leandro: City of San Leandro and B3 Investors receive 2026 CALED Award of Excellence

The City of San Leandro and B3 Investors received the 2026 CALED Award of Excellence for their work transforming Bayfair Mall into Speedway at Bayfair, a transit-oriented innovation campus that is bringing research, education, health care, and new employment opportunities near the Bayfair BART station. Phase I is expected to support more than 400 higher-wage jobs, with additional redevelopment planned for future phases.

City of San Leandro: Proposed Updates to Earthquake Fault Zone Maps

The California Geological Survey has released proposed updates to Earthquake Fault Zone maps that affect parts of San Leandro. A 90-day public review period is open through August 19, 2026, and residents can review the maps, search their address, and submit comments to the State Mining and Geology Board.

The Alameda County Public Works Agency (ACPWA) is responsible for the management and operations of infrastructure including streets, bridges, flood control facilities, pump stations, and stormwater conveyance infrastructure.

With the exception of Flood Control services that are provided throughout the County, ACPWA primarily serves the unincorporated areas of Alameda County.

The Alameda County Public Works Agency encourages residents to sign up for an account through the Mobile Citizen App to track inquiries and follow up on the status of the reported concerns. It is highly recommended that residents report their concerns online or through the mobile app before contacting individual staff members.

Alameda County Public Works Project Update (as of 11/17/2025)

Awarded (Recently Completed/Under Construction):

  • Estudillo Canal Tidegate Structure Reconstruction and South Levee Modification, San Leandro – FEMA Award Notice received April 2025. Project advertised in July and awarded in October 2025. South levee modification (2026 Year 1 construction) to be completed by November 2026. Tidegate structure reconstruction (2027 Year 2 construction) to be completed by November 2027.
  • San Lorenzo Creek Concrete Channel Temporary Stabilization (resulting from utility pipeline ruptures), Downstream of Washington Avenue, San Leandro (substantial completion)
  • Stivers Lagoon Restoration, Fremont (substantial completion)
  • Laguna Creek Channel Improvements Between Grimmer Blvd. and Auto Mall Parkway, Fremont (Year 1 construction completed)
  • Lake Merritt Pump Station Underground Storage Tank Replacement and Electrical System Rehabilitation, Oakland (Under Construction)

  • San Lorenzo Creek Concrete Channel Permanent Restoration (resulting from utility pipeline ruptures), Downstream of Washington Avenue, San Leandro. The District will seek reimbursement from the utility companies for all work associated with their pipelines rupture.
  • Sulphur Creek South Levee Erosion Repair Near San Francisco Bay, Hayward
  • Alameda Creek Turnaround Restoration at West End of North Levee, Fremont
  • Alameda Creek Restoration Between BART Weir and Decoto Road, Fremont
  • Line A-1 Underground Drainage Bypass Between Mystic Street and Tanglewood Road, Oakland

Other Projects:

  • Installation of an underground full trash capture device on Via Arriba. (substantial completion)
  • Installation of an underground full trash capture device on Hampton Road at Western Blvd. (Project advertised in September; award in November 2025. Construction to begin summer 2026).

Unincorporated Communities: Alameda County Public Works Agency Construction Project on Meekland Avenue

Alameda County Public Works Agency is announcing a major construction project on the Meekland Avenue Corridor, including the replacement of the existing bridge over San Lorenzo Creek. This critical work will improve long-term safety, structural integrity, and the overall reliability of the transportation network.

Full Closure: Meekland Avenue, at either end of the San Lorenzo Creek Bridge, will be closed approximately one year, from June 8, 2026 through April 23, 2027. This closure is necessary to safely demolish and reconstruct the bridge.

What to Expect: Through traffic between E. Lewelling Boulevard and Paseo Grande will be closed for the duration of bridge construction. Local access will be maintained. Residents and emergency services will have access from Paseo Grande to the south side of the bridge closure, and from E. Lewelling Boulevard to the north side of the bridge closure.

Project Improvements: Upon completion, the corridor will feature enhanced safety for all users, including new and improved sidewalks, upgraded ADA accessibility, a Class II bicycle facility, and a safe bridge structure.

AC Transit Line 34

Public Service Announcement: Meekland Bridge Closure and Bus Detours

Alameda County Public Works has announced that the Meekland Bridge will close for construction starting June 8, 2026, with work expected to last about 300 days. This closure will affect AC Transit Lines 34 and 93. AC Transit has developed and tested temporary detour routes, which required and have received County approval due to bus stop changes in unincorporated areas.

Detour details will be available on actransit.org and linked to the County’s project website at https://www.acpwa.org/project/meekland-avenue at least 72 hours before the changes begin. A map and additional information were also included in the May 27, 2026 Unincorporated Services Committee meeting packet.

Unincorporated Communities: Alameda County Sheriff's Office's Community Ambassador Program

The program is designed to strengthen relationships between law enforcement and the communities it serves by bringing together trusted local leaders into one unified network. The program promotes transparency, builds public trust, and supports two way communication by uplifting community concerns while sharing information about ACSO outreach efforts.

Community Ambassadors help bridge cultural, generational, and social gaps, contributing to safer and more informed neighborhoods. Participants include faith leaders, community organizers, neighborhood watch members, and local business owners.

Unincorporated Communities: Alameda County Fireworks Ordinance

ACSO

Alameda County Sheriff’s Office is reminding residents that all fireworks, including those marketed as “safe and sane,” are prohibited in unincorporated Alameda County.

To enhance public safety and reduce risks associated with fireworks, a new Alameda County ordinance, Ordinance #2026-14, will take effect on July 2, 2026.

The ordinance strengthens enforcement measures by establishing administrative fines and expanding accountability to include individuals who use fireworks, as well as property owners, tenants, and hosts who allow fireworks activity to occur on property under their control.

Fireworks pose significant threats to the community, including fires, serious injuries, property damage, environmental pollution, and disruptions to neighborhoods. Fireworks-related incidents also place additional demands on firefighters, law enforcement personnel, emergency medical responders, and other public safety resources.

Under the ordinance:

  • All fireworks are prohibited in unincorporated Alameda County, including those labeled “safe and sane.”
  • Administrative fines may be issued to violators:
    • $500 for a first violation
    • $750 for a second violation
    • Up to $1,000 for third or subsequent violations
  • Violators may also be subject to criminal enforcement, including citations or arrest, when appropriate.
  • Property owners, tenants, and hosts may be held responsible if fireworks activity occurs on public right-of-way or property they own, rent, occupy, or control.

The ordinance applies to all persons residing in, visiting, or otherwise present within the unincorporated communities of Ashland, Castro Valley, Cherryland, Fairview, Hayward Acres, San Lorenzo, and Sunol, as well as the unincorporated areas of Livermore and Pleasanton.

The Alameda County Sheriff’s Office encourages community members to celebrate responsibly and help keep their neighborhood safe by reporting fireworks activity.

Alameda County Health: Insurance Assistance

Alameda County Health Insurance Technicians are here to help with insurance questions for all Alameda County residents! It’s confidential and citizenship status is not a problem.

Get screened to see what type of program you may be eligible for:

  • Medi-Cal, a free health insurance program for low-income children, adults, seniors, and persons with disabilities.
  • HealthPAC, a locally funded low-cost program that helps cover the cost of medical services.
  • Covered California™ California’s insurance marketplace that offers a range of plans for individuals and families. You may be eligible for financial assistance to help pay your monthly premium.
  • Kaiser Community Health Care Program, persons that do not qualify for Medi-Cal, Covered California or employer-sponsored insurance may qualify for free health services.

Where can I enroll or see if I qualify for these programs?

You can be screened and enrolled at the Enrollment Assistance Department of Alameda County at 1-800-422-9495 or hitassist@acgov.org. Please leave a message, all calls are returned within 2 business days.

What can I expect at an eligibility and screening appointment?

The Health Insurance Technician will pre-screen you over the phone to see which program you might qualify for. They will ask you:

  • how many people are in your family
  • household income
  • your address, and your citizenship.

Even if you are not a citizen, you can still receive health services in Alameda County.

The Health Insurance Technician will then schedule a phone appointment to start the application process.

AC Transit: Service Changes Begin on June 14, 2026

AC Transit will implement summer service changes beginning June 14, 2026. School-year service on Lines 600-699 and extra school trips on other routes will be suspended for the summer, and several routes, including Lines 19, 30, 51A, 96, 851, and O, will have schedule or routing adjustments due to nighttime Webster Tube closures connected to the Oakland Alameda Access Project.

AC Transit: Help Shape AC Transit’s Contingency Service Plan

AC Transit

AC Transit is seeking community input as it prepares a Contingency Service Plan in case additional sustainable funding is not secured by December 2026.

Without new funding, AC Transit may need to reduce service beginning in June 2027 due to a projected $200 million deficit. Potential changes could include reduced frequency, shorter service hours, and the possible loss of some routes, including Transbay service.

Community feedback will help AC Transit better understand which trips, schedules, and connections are most important to riders, students, workers, and families who rely on public transit every day.

The Alameda County Fair is offering opportunities for free admissions for 2026! The Fair runs from 06/19/2026 to 07/12/2026.

Free Admission for Seniors

Alameda County seniors may attend the Fair for free. To qualify, individuals must be 62 years or older (ID required) and reside in Alameda County. Complimentary tickets are limited to one per person and must be picked up in person; tickets cannot be collected on behalf of others. Tickets are available at any Age Well Center while supplies last. Alameda County Social Services VITA Program: 2025-2026 Tax Season Impact

Alameda County Social Services Agency shared the impact of its 2025–2026 Volunteer Income Tax Assistance program, which provides free tax preparation support for low- and moderate-income households.

This season, ACSSA served more than 2,000 taxpayers, including families, seniors, students, foster youth, and other residents. The program helped secure $3.4 million in total refunds, including more than $1 million through the Child Tax Credit and over $980,000 through the Earned Income Tax Credit.

ACSSA thanked its IRS-certified volunteers, staff, community partners, United Way Bay Area, the IRS, and the Alameda County Board of Supervisors for helping residents access trusted, no-cost tax services and important financial support.


Alameda County Veterans Service Office: New Location

The Alameda County Veterans Service Office has moved to a new location at 22225 Foothill Blvd. in Hayward, with the entrance located on Hazel Avenue.

Veterans can now access walk-in support, same-day claims assistance, benefits navigation, and one-stop veterans services in one convenient location. No appointment is needed, and free parking is available near the entrance. The office is also accessible by BART and local bus service.


Department of Health Care Services (DHCS): Medi-Cal Dental Benefit Changes for Adults without Satisfactory Immigration Status

Effective July 1, 2026, Medi-Cal will no longer cover regular dental services for adults 19 and older without satisfactory immigration status (SIS), unless they are pregnant, in their postpartum year, or a former foster youth under 26.

Emergency dental services such as treatment for serious pain, infections, and extractions will still be covered. If you applied for Medi-Cal before January 1, 2026, full dental benefits remain available through June 30, 2026.


CalFresh: Abled-Bodied Adult without Dependents Time Limits are in Effect

CalFresh Healthy Living

Some CalFresh recipients ages 18–64 may be limited to 3 months of benefits within a 36-month period if they are able to work and do not qualify for an exemption.

To continue receiving benefits, individuals must meet work requirements by working, volunteering, or participating in an approved education or job training program for at least 20 hours per week. Exemptions may apply for students, pregnant individuals, people unable to work, those living with a child under 14, and other qualifying groups.

Market Match: Senior Food Assistance and Farmers’ Market Benefits

Seniors age 60 and older may be eligible for food assistance programs that help make fresh, healthy food more affordable. 

Market Match is California’s healthy food incentive program that matches CalFresh benefits at participating farmers’ markets and farm-direct sites. The program is offered at more than 270 locations statewide through community-based organizations and farmers’ market operators. Find out more about how it works here

Bay Area Air District: Advancing Zero-Emission Trucking in East Oakland

The Bay Area Air District helped WattEV secure a $4.1 million loan, in addition to a previously awarded $5 million Community Air Protection grant, for a new public electric truck charging site in Oakland. The project will support heavy-duty trucks traveling to and from the Port of Oakland and help reduce diesel pollution in nearby communities.

SUN Bucks Summer Food Program

Sun Bucks

California’s Summer EBT program, known as SUN Bucks, is returning in 2026. This food program provides families $40 per month for food in June, July, and August ($120 total) when children do not have access to school meals.

Most children who qualify for free or reduced-price school meals through a school meal application or Universal Benefits Application, or get CalFresh, CalWORKs, and/or Medi-Cal, are automatically enrolled. Children in foster care, experiencing homelessness, attending Head Start, and/or are considered a runaway are also categorically eligible and are automatically enrolled. Some children may need to sign up. Participating in SUN Bucks does not affect a family’s immigration status. Visit our FAQs page for more information.

For cardholder assistance, the SUN Bucks helpline is available at (877) 328-9677. The helpline provides automated support 24 hours a day, seven days per week. Community Kitchens is hiring two part-time team members to support its meal distribution and kitchen operations. Both roles begin with a trial period and offer the opportunity for regular, ongoing employment.

Part-Time Shipping & Receiving Specialist – $20/hour

This position involves driving our cargo van, making deliveries and pickups, receiving shipments, organizing kitchen inventory, and supporting CBO meal distribution operations. Hours are approximately 20–25 hours per week, with some weekend availability required.

Part-Time Distribution Assistant – $20/hour

This position supports our Doorfront Distribution Program by helping distribute meals, assisting clients, coordinating volunteers, and ensuring our daily meal distribution runs smoothly. Hours are Monday through Friday, 10:30 a.m.–2:30 p.m. (20 hours per week).

Free Port of Oakland Harbor Tour

The Port of Oakland is pleased to announce the return of our free harbor tours! The narrated tours will highlight Port facilities, including the marine terminals and seaport operations. Participants will see the Port’s iconic giant container cranes that line the shore and view the visiting mega container ships up close while they learn of the Port’s history as a major economic engine in our region and beyond.

The ferryboat journeys near the San Francisco-Oakland Bay Bridge and Yerba Buena Island, allowing visitors to soak in the picturesque vistas of the Oakland estuary, East Bay Hills, the Bay Bridge, the San Francisco Bay’s waterfront and city skylines. Visitors will learn about the Port, its operations, and the economic and jobs impact on the region. Harbor tours provide a unique vantage point because the Port’s marine terminals can be viewed from the water. The excursions are a great way to see how the Oakland Seaport works.

The Bay Area Air District has opened its 2026 application cycle for the Clean Heating Efficiently with Electric Technology (Clean HEET) Program, which provides grants to help homeowners replace wood- or pellet-burning fireplaces and stoves with cleaner, energy-efficient electric heat pumps. Funding ranges from $3,000 up to $10,500 for one device and up to $13,500 for two devices, with additional incentives available for removing uncertified wood-burning devices. The Alameda County Transportation Commission (Alameda CTC) is responsible for the planning, programming and allocation of federal, state, regional, and local funding for transportation improvements throughout Alameda County. The investments approved by Alameda CTC result in a wide range of transportation improvements and services that facilitate safe, efficient and accessible travel for all types of transportation in all areas of Alameda County.

The Comprehensive Investment Plan (CIP) brings the vision and goals established through the Alameda CTC’s long-range countywide plans into the near term by focusing funding investments over a five-year programming and allocation period. The purpose of the CIP is to facilitate strategic programming and allocation of all federal, state, regional and local fund sources under the Alameda CTC’s purview. This includes, but is not limited to, federal Surface Transportation Program (STP)/Congestion Mitigation Air Quality (CMAQ), State Transportation Improvement Program (STIP), County Transportation Fund for Clean Air (TFCA), and local sales tax measures and vehicle registration fee programs.

2028 Comprehensive Investment Plan
Call for Projects - Open

Alameda CTC is embarking on the development of the 2028 Comprehensive Investment Plan (2028 CIP) and is releasing a call for projects for $200 million in combined Alameda CTC-administered discretionary local funding sources, including Measures B and BB (MB/MBB), Vehicle Registration Fee (VRF), Transportation Fund for Clean Air (TFCA), I-580 Toll Revenues, federal One Bay Area Grant Program Cycle 4 (OBAG 4), and Community Action Resource and Empowerment (CARE) funding for eligible public agencies to improve the county’s multi-modal transportation system. The 2028 CIP will program funding between fiscal years 2027-28 through 2031-32.

Application Deadline: The deadline to apply is Monday, July 27, 2026, at 5:00 pm PDT. The online application portal will close promptly at 5:01 pm, and late applications will not be accepted.
