 Dear Community Partner,
Every June, the Alameda County Board of Supervisors adopts a budget to fund critical safety-net services like access to food and healthcare, affordable housing and shelter projects, children and senior services, emergency medical response, and more.
Despite drastic cuts from the federal government like HR 1 and other state funding shifts, Alameda County has balanced its budget for the upcoming fiscal year.
This includes protecting our local healthcare ecosystem and essential healthcare workers serving our most vulnerable patients at Alameda Health System (AHS).
Our board approved an allocation of up to $19.3 million to avoid layoffs, allowing more planning time for all stakeholders to continue working together to address the inhumane federal cuts to Medicaid as well as conduct an independent performance audit to further stabilize and strengthen AHS operations.

I want to thank the County Administrator, staff, and department heads who worked diligently throughout the year to protect our most vulnerable residents and vital public infrastructure despite the unprecedented external pressures. Our county residents’ engagement and advocacy have also been critical to shaping this budget and informing future policy work.

While the road ahead will continue to be challenging given that almost two thirds of the County’s budget come from state and federal funding sources, I remain committed to working in close partnership with District 2 residents, non-profits, and city leaders to care for our Community.
 A special thank you again to the voters who passed Alameda County Measure W, which played a critical role in protecting safety-net services while also investing in long-term solutions that promote regional inclusion like a future Office of Immigrant and Refugee Affairs as well as the Home Together strategic plan to end homelessness.
Free Financial Coaching and Resources for District 2 Residents

SparkPoint Fremont, housed within the City of Fremont’s Family Resource Center, is a part of the United Way Bay Area's regional network of financial programs serving residents working toward financial self-sufficiency. |
Clients receive assistance to improve their credit, increase their savings and assets as well as eliminate their debt.
Earlier this fiscal year, the District 2 Office provided a $50,000 grant to protect and boost the program’s visibility and support for southern Alameda County residents and families with getting out of debt and achieving long-term financial stability!

Key grant impacts include:
- 252 clients received one-on-one financial coaching.
- Of the 114 clients who received ongoing support, 85% achieved their personal financial goals, and 96 improved their income, savings, debt, and/or credit by 30%.
- 22 financial education workshops to 389 participants, covering key topics such as budgeting, saving, credit management, and debt reduction, and introductory financial literacy to high school students.

Over $3.6 million in refunds from the Volunteer Income Tax Assistance (VITA) program, including $960,513 in Earned Income Tax Credit, directly benefiting the local economy. This would not be possible without VITA’s multilingual volunteers speaking 21 languages that assisted 2,360 households!

 Family caregivers in Alameda County are carrying enormous weight with very little support. They are also largely invisible in the systems meant to serve them. Caregiver OneCall (CGO) exists to change that.
CGO is a free, 24/7 multilingual hotline for unpaid family caregivers nationwide. CGO supports family caregivers from all walks of life, whether they care for seniors, children with autism, individuals with special needs, people living with disabilities, or anyone managing a chronic health condition.  The East Bay Regional Park District is developing a new District Plan which will serve as a strategic roadmap guiding us into the next century of leadership and excellence. Through the identification of key priorities, the District Plan will help ensure Park District activities are aligned with the Park District's mission statement which states:
The East Bay Regional Park District preserves a rich heritage of natural and cultural resources and provides open space, parks, trails, safe and healthful recreation and environmental education. An environmental ethic guides the District in all of its activities.
The Park District will gather input from the public and from staff before the forward-looking, actionable District Plan is approved by the Park District Board of Directors. In Spring 2025, EBRPD received nearly 5,800 survey responses in the first round of public input. These responses have helped shape the key questions for the second round. For this round of engagement, EBPRD is asking for your input on:
- Draft goals for the District Plan
- Priorities related to the functions and activities of the Park District
- Budgeting and tradeoffs

Objective: The purpose of the Measure X Bond Oversight Committee shall be to review annually the expenditure of the proceeds of the Measure X bonds for the prior year and to report to the Board whether such proceeds were spent in accordance with the purposes set forth in Measure X. The Committee's role is not to act as a loan committee or program evaluator, to become involved in the contractor selection process, or to make recommendations regarding future expenditures, other than identifying any nonconforming expenditures for the purpose of avoiding future nonconforming expenditures.

Objective: Commission's purpose is to provide leadership in encouraging and supporting artistic endeavors in Alameda County. Mission Statement: The Alameda County Arts Commission is dedicated to improving the quality of life in Alameda County by nurturing a thriving environment for the arts and for cultural activities; promoting economic opportunities for Alameda County's artists and arts organizations through programs such as arts grants, public art, and art in education programs; encouraging public participation in the arts and actively advocating for the arts.

3. Behavioral Health Advisory Board

Objective: Review and evaluate the community's public mental health needs, services, facilities, and special problems in any facility within the county where mental health evaluations or services are provided, including but not limited to, schools, emergency departments and psychiatric facilities. Advise the Board of Supervisors and the Alameda County Behavioral Health Care Services Director as to any aspect of the local mental health program. The Board may request assistance from the local patients' rights advocates when reviewing and advising on mental health evaluations or services provided in public facilities with limited access.
