Dear Alameda County District 3 Community,

May 2026 has been a month filled with meaningful holidays, heritage months, and community observances that reflect the diversity and values of our communities. We recognize Asian American, Native Hawaiian, and Pacific Islander Heritage Month, Jewish American Heritage Month, Mental Health Awareness Month, Foster Care Month, Military Appreciation Month, National Cancer Research Month, National Water Safety Month, Older Americans Month, and Small Business Month, all of which honor the contributions and lived experiences of so many. Throughout the month, we also observe important days such as International Workers’ Day, Cinco de Mayo, Lei Day, Teacher Appreciation Week, National Nurses Week, the National Day of Prayer, and the National Day of Awareness for Missing and Murdered Indigenous Women and Girls. We also honor civic and community milestones including Mother’s Day, National Bike-to-Work Day, Harvey Milk Day, Memorial Day, and Eid al-Adha. Together, these observances highlight a shared commitment to inclusion, remembrance, service, and community well-being. 

May also marked the beginning of our budget planning for the next fiscal year, and it has been a difficult process this year due to federal cuts to health and human services and the full implementation of California’s Proposition 1, which significantly shifts funding away from preventive mental health services and toward serving those with serious mental illness and/or substance use disorders. I have been working very hard with County staff to preserve as many services as possible. You can find the County’s budget documents here: https://budget.alamedacountyca.gov/Home/Documents

One bright note is that during Affordable Housing Month, we have been able to allocate Measure W funds to several affordable housing projects, and we have also seen progress in reducing homelessness through our biennial Point-in-Time (PIT) Count. The initial results of the 2026 Point-in-Time Count shows that overall homelessness in Alameda County decreased by 13%, with unsheltered homelessness down 18% compared to the last count in 2024. Oakland, which continues to have the largest unhoused population in the county, also saw a meaningful reduction, including a 20% decrease in overall homelessness and nearly 1,000 fewer people experiencing unsheltered homelessness. 

These results reflect years of investment, coordination, and the work of service providers, community based organizations, county staff, city staff, and residents who show up for the unhoused. The PIT Count is an important snapshot that helps guide county decisions around homelessness funding, programs, and policy. This year’s results will inform Alameda County’s Home Together Plan and the implementation of the Home Together fund, which supports prevention, shelter, and expanded housing options. 

Homelessness remains one of the most urgent challenges facing our county, but these results give us a reason to push forward.

Across the events my team and I attended, we were reminded that building safer, healthier communities requires more than responding to challenges after they happen. It requires listening to residents, investing in trusted community spaces, supporting culturally rooted solutions, and recognizing the many ways people find belonging, healing, and hope.

This month, I was proud to help support My City, Our Music, a multidisciplinary symposium that brought together community leaders, artists, technology innovators, violence prevention practitioners, public agencies, and local organizations to explore how music, social media, digital platforms, and artificial intelligence can be used to prevent violence and strengthen safer communities across Alameda County.

Music and culture have always played a powerful role in Oakland and the East Bay. They shape how young people express themselves, build identity, connect with one another, and navigate conflict. Today, social media and digital technology are also central to those conversations. These platforms can sometimes escalate harm, but they can also be used intentionally as tools for prevention, education, intervention, and positive engagement. My City, Our Music was an opportunity to bring artists, entrepreneurs, public agencies, and community members together to explore solutions that reflect the creativity, strength, and innovation of our communities.

May was also recognized as Asian American, Native Hawaiian, and Pacific Islander Heritage Month, a time to celebrate the histories, cultures, and contributions of AANHPI communities across Alameda County and beyond. It is also a reminder of the importance of honoring the communities, families, small businesses, artists, elders, and young people who continue to shape the cultural and civic life of our neighborhoods.

This month was also Mental Health Awareness Month, a reminder that public safety and community well-being are deeply connected. Violence prevention must include trauma awareness, healing, supportive relationships, and access to trusted services. When we invest in spaces where young people feel seen, families feel supported, and residents feel connected, we create stronger foundations for safety and resilience.

This month, I also had the opportunity to partner with City of Oakland Councilmember Charlene Wang at her Town Hall at Clinton Park. We connected with residents, answered questions, and shared more about how Alameda County and the City of Oakland are working together to address issues impacting the community, including homelessness, human trafficking, and illegal dumping. I am grateful to Councilmember Wang and everyone who came out to stay engaged, share concerns, and be part of the conversation.

Don’t Forget  to Vote for the California Primary Election!

Active civic engagement is essential to a strong democracy, and participating in the California Primary Election is one of the most direct ways to make your voice heard!

Election day for the California Primary Elections is June 2, 2026! The last day to register to vote to receive a mail-in ballot was May 18, but eligible citizens can still register as late as election day by going in person to one of the voting centers listed here: https://alamedacountyca.gov/rov_app/vcalist?electionid=259 on or before election day. 

  • Vote-by-mail ballots can be returned by mail, at a drop-off location, or your county elections office.
  • Vote centers open for early in-person voting in all Voter’s Choice Act counties beginning on May 23, 2026.
  • Vote-by-mail ballots must be postmarked on or before Election Day and received by June 9, 2026.

If your name, address, or political party has changed since the last time you voted, you will need to re-register to vote.

Alameda County Immigration Legal and Education Partnership (ACILEP) is aware of reported plans to deploy federal agents to the San Francisco Bay Area. Our regional rapid response networks are prepared to respond from a place of power, not panic.

Over the past year, we have seen how these operations destabilize neighborhoods, provoke conflict, and place everyone in harm’s way. In these moments, our focus must remain on solidarity, community safety, due process, non-violent resistance, and a refusal to accept authoritarian violence.

These raids harm far more than immigrant communities, they endanger everyone’s constitutional rights and undermine the safety, trust, and economic health of our region. As a community, we must stand together.

For verified updates, follow ACILEP on instagram. Please avoid sharing unverified reports, instead, call your local rapid response hotline to confirm or report any ICE activity. The ACILEP hotline - (510) 241-4011 - will remain active and responding throughout the weekend.

If you’re concerned about your rights or safety, visit acilep.org for legal information and resources. The ACLU also provides guidance on What to Do When Encountering Questions from Law Enforcement.

We know this is an uncertain and stressful time. This is a moment for power, not panic. Our focus is on being informed and prepared, not afraid.

If you or someone you know might be impacted, here are five ways to protect yourself and your loved ones right now:

  1. Know Your Rights
    • You have the right to remain silent.
    • You do not have to open the door unless officers present a warrant signed by a judge.
    • You have the right to speak to a lawyer.
  2. Know Your Rapid Response Hotline Number
    • For Alameda County, memorize the ACILEP hotline: (510) 241-4011.
    • ACILEP will be operating and monitoring calls throughout the weekend.

    • Be prepared to share as many details and photos as possible (Size/strength of operation, Location, Uniform, Time/Date, & Equipment/weapons seen).
  3. Create a Safety Plan
    • Identify who can care for children, pets, or responsibilities if needed. Here is a guide you can use.
    • Memorize important phone numbers and your A#.
    • Share key information with trusted loved ones.
  4. Gather Important Documents
    • Keep passports, IDs, medical records, and immigration documents in a safe place.
    • Make copies and, if you have an attorney, carry a signed G-28 form.
  5. Minimize Risk
    • Follow updates from trusted community organizations.
    • Use a PIN passcode on your phone and consider disabling fingerprint or facial recognition.
    • Weigh your individual risk during daily activities. Remember that the supreme court has unfortunately recently opened the door for ICE to use racial profiling.

City of Alameda: July 4th Parade

The City of Alameda’s 4th of July Parade will take place on Saturday, July 4, 2026 at 10:00 a.m., celebrating the United States’ 250th birthday and the Alameda Fire Department’s 150 years of service.

This year’s parade will be led by Honorary Grand Marshal Congresswoman Lateefah Simon, with Fire Chief Nick Luby and the Alameda Fire Department serving as Grand Marshals. Known as the longest July 4th parade in the nation, the route spans more than three miles and features over 150 entries, including marching bands, dance groups, community organizations, floats, equestrians, and local leaders.


City of Alameda: Rent Program Recovers $500,000 for Tenants

The City of Alameda’s Rent Program released its 2025 Annual Report, highlighting major progress in tenant protections and compliance. In 2025, the program helped recover more than $500,000 for 212 tenant households affected by invalid rent increases.

The report also notes a landmark appellate court victory that secured full rent control protections for 150 units at Admirals Cove, setting a statewide precedent for former institutional housing converted to residential use. Other highlights include more than 13,100 registered tenant-occupied units, over 9,000 public inquiries answered, and 24 informational workshops for landlords and tenants.

City of Oakland: Strengthened Illegal Dumping Enforcement Ordinance Adopted

Oakland has unanimously adopted a strengthened Illegal Dumping Enforcement Ordinance, becoming the first city in California to implement the Alameda County Model Ordinance. The ordinance increases penalties, holds vehicle owners accountable, creates new violations for transporting waste without required license plates, and streamlines enforcement.

The ordinance is part of Oakland’s broader strategy focused on education, cleanup, and enforcement. It also includes an equity-focused approach to track impacts in communities most affected by illegal dumping and support long-term solutions that keep neighborhoods clean and safe.


City of Oakland: Mayor Barbara Lee Releases Mid-Cycle Budget and Measure E Spending Plan

Oakland

Oakland Mayor Barbara Lee released her proposed Mid-Cycle Budget for Fiscal Year 2026-27, outlining the City’s financial challenges while prioritizing public safety, homelessness response, cleaner streets, and core services. The balanced budget does not include layoffs or rely on potential Measure E revenue, instead closing the projected shortfall through vacant position freezes and reduced contract services.

The proposal also includes a spending plan for Measure E if approved by voters on June 2, with funds directed toward fire and emergency response, illegal dumping cleanup, homelessness services, public safety operations, and neighborhood quality-of-life improvements. Community budget presentations will be held throughout May, with City Council budget deliberations beginning June 1.

City of San Leandro: Decline in Unsheltered Homelessness

San Leandro is seeing progress in its efforts to address homelessness. According to the 2026 Alameda County Point-in-Time Count, unsheltered homelessness in the city decreased by 8.3%, with 19 fewer people sleeping outside than in 2024. Sheltered homelessness increased by 31 people, reflecting the City’s expanded shelter capacity.

This progress is supported by investments in low-barrier shelter, dedicated outreach, homelessness prevention, and affordable housing preservation. Programs like the Lewelling Interim Housing and Drop-In Center, the Alternative Response Unit, rental assistance, and affordable housing improvements are helping connect residents to stability and long-term housing.

The Alameda County Public Works Agency (ACPWA) is responsible for the management and operations of infrastructure including streets, bridges, flood control facilities, pump stations, and stormwater conveyance infrastructure.

With the exception of Flood Control services that are provided throughout the County, ACPWA primarily serves the unincorporated areas of Alameda County.

The Alameda County Public Works Agency encourages residents to sign up for an account through the Mobile Citizen App to track inquiries and follow up on the status of the reported concerns. It is highly recommended that residents report their concerns online or through the mobile app before contacting individual staff members.

  • Estudillo Canal Tidegate Structure Reconstruction and South Levee Modification, San Leandro – FEMA Award Notice received April 2025. Project advertised in July and awarded in October 2025. South levee modification (2026 Year 1 construction) to be completed by November 2026. Tidegate structure reconstruction (2027 Year 2 construction) to be completed by November 2027.
  • San Lorenzo Creek Concrete Channel Temporary Stabilization (resulting from utility pipeline ruptures), Downstream of Washington Avenue, San Leandro (substantial completion)
  • Stivers Lagoon Restoration, Fremont (substantial completion)
  • Laguna Creek Channel Improvements Between Grimmer Blvd. and Auto Mall Parkway, Fremont (Year 1 construction completed)

  • Dry Creek Restoration Downstream of Railroad Avenue, Union City. (Project advertised in September; award in November 2025. Construction to begin summer 2026).
  • San Lorenzo Creek Concrete Channel Permanent Restoration (resulting from utility pipeline ruptures), Downstream of Washington Avenue, San Leandro. The District will seek reimbursement from the utility companies for all work associated with their pipelines rupture.
  • Sulphur Creek South Levee Erosion Repair Near San Francisco Bay, Hayward
  • Alameda Creek Turnaround Restoration at West End of North Levee, Fremont
  • Alameda Creek Restoration Between BART Weir and Decoto Road, Fremont
  • Line A-1 Underground Drainage Bypass Between Mystic Street and Tanglewood Road, Oakland

Other Projects:

  • Installation of an underground full trash capture device on Via Arriba. (substantial completion)
  • Installation of an underground full trash capture device on Hampton Road at Western Blvd. (Project advertised in September; award in November 2025. Construction to begin summer 2026).

Unincorporated Communities: Alameda County Public Works Agency Construction Project on Meekland Avenue

Alameda County Public Works Agency is announcing a major construction project on the Meekland Avenue Corridor, including the replacement of the existing bridge over San Lorenzo Creek. This critical work will improve long-term safety, structural integrity, and the overall reliability of the transportation network.

Full Closure: Meekland Avenue, at either end of the San Lorenzo Creek Bridge, will be closed approximately one year, from June 8, 2026 through April 23, 2027. This closure is necessary to safely demolish and reconstruct the bridge.

What to Expect: Through traffic between E. Lewelling Boulevard and Paseo Grande will be closed for the duration of bridge construction. Local access will be maintained. Residents and emergency services will have access from Paseo Grande to the south side of the bridge closure, and from E. Lewelling Boulevard to the north side of the bridge closure.

Project Improvements: Upon completion, the corridor will feature enhanced safety for all users, including new and improved sidewalks, upgraded ADA accessibility, a Class II bicycle facility, and a safe bridge structure.

Public Service Announcement: Meekland Bridge Closure and Bus Detours

Alameda County Public Works has announced that the Meekland Bridge will close for construction starting June 8, 2026, with work expected to last about 300 days. This closure will affect AC Transit Lines 34 and 93. AC Transit has developed and tested temporary detour routes, which required and have received County approval due to bus stop changes in unincorporated areas.

Detour details will be available on actransit.org and linked to the County’s project website at https://www.acpwa.org/project/meekland-avenue at least 72 hours before the changes begin. A map and additional information were also included in the May 27, 2026 Unincorporated Services Committee meeting packet.

The program is designed to strengthen relationships between law enforcement and the communities it serves by bringing together trusted local leaders into one unified network. The program promotes transparency, builds public trust, and supports two way communication by uplifting community concerns while sharing information about ACSO outreach efforts.

Community Ambassadors help bridge cultural, generational, and social gaps, contributing to safer and more informed neighborhoods. Participants include faith leaders, community organizers, neighborhood watch members, and local business owners.

Consumer Alert: Agricultural officials are urging Bay Area residents to take precautions after invasive glassy-winged sharpshooters were detected on grape plants sold at Costco stores beginning April 21. The pest spreads Pierce’s disease, which is fatal to grapevines and harmful to almond, citrus, and ornamental plants. Residents who purchased these grapevines should not move, return, trash, or compost them. Instead, securely bag the plant and contact the Alameda County Department of Agriculture at (510) 670-5232 or alameda.ag@acgov.org for inspection. Officials are working with regional partners to prevent the spread of this serious agricultural threat affecting California farms and home gardens.

The Alameda County Fair is offering opportunities for free admissions for 2026! The Fair runs from 06/19/2026 to 07/12/2026.

Alameda County seniors may attend the Fair for free. To qualify, individuals must be 62 years or older (ID required) and reside in Alameda County. Complimentary tickets are limited to one per person and must be picked up in person; tickets cannot be collected on behalf of others. Tickets are available at any Age Well Center while supplies last. Daily Bowl: April 2026 Food Recovery Update

In April, Daily Bowl recovered and distributed 57,590 pounds of food, providing nearly 48,000 meals and reducing 36.93 metric tons of CO2 emissions. The organization also expanded partnerships with large food corporations and distributors, helping strengthen support for nonprofit partners and community members facing rising costs.

Daily Bowl also announced that its prepared meals pilot project is now active, supporting a soup kitchen that serves at least 400 families each week.


Medi-Cal Dental Benefit Changes for Adults Without Satisfactory Immigration Status

Effective July 1, 2026, Medi-Cal will no longer cover regular dental services for adults 19 and older without satisfactory immigration status (SIS), unless they are pregnant, in their postpartum year, or a former foster youth under 26.

Emergency dental services such as treatment for serious pain, infections, and extractions will still be covered. If you applied for Medi-Cal before January 1, 2026, full dental benefits remain available through June 30, 2026.

The Bay Area Air District is offering up to $3 million through its People’s Air Grant Program to support projects in impacted communities that reduce exposure to air pollution and address related public health impacts. Grants of up to $400,000 per organization over two years are available.

Eligible projects may include community education on air pollution and health, community-driven air quality monitoring, health care resources and services for those affected by pollution exposure, and programs aimed at reducing pollution or limiting exposure. Community-based groups, local 501(c)(3) nonprofits, public agencies, and California Native American Tribes serving Bay Area environmental justice communities are encouraged to apply.

SUN Bucks Summer Food Program

California’s Summer EBT program, known as SUN Bucks, is returning in 2026. This food program provides families $40 per month for food in June, July, and August ($120 total) when children do not have access to school meals.

Most children who qualify for free or reduced-price school meals through a school meal application or Universal Benefits Application, or get CalFresh, CalWORKs, and/or Medi-Cal, are automatically enrolled. Children in foster care, experiencing homelessness, attending Head Start, and/or are considered a runaway are also categorically eligible and are automatically enrolled. Some children may need to sign up. Participating in SUN Bucks does not affect a family’s immigration status. Visit our FAQs page for more information.

For cardholder assistance, the SUN Bucks helpline is available at (877) 328-9677. The helpline provides automated support 24 hours a day, seven days per week. Free Port of Oakland Harbor Tour

The Port of Oakland is pleased to announce the return of our free harbor tours! The narrated tours will highlight Port facilities, including the marine terminals and seaport operations. Participants will see the Port’s iconic giant container cranes that line the shore and view the visiting mega container ships up close while they learn of the Port’s history as a major economic engine in our region and beyond.

The ferryboat journeys near the San Francisco-Oakland Bay Bridge and Yerba Buena Island, allowing visitors to soak in the picturesque vistas of the Oakland estuary, East Bay Hills, the Bay Bridge, the San Francisco Bay’s waterfront and city skylines. Visitors will learn about the Port, its operations, and the economic and jobs impact on the region. Harbor tours provide a unique vantage point because the Port’s marine terminals can be viewed from the water. The excursions are a great way to see how the Oakland Seaport works.

Bay Area Air District: Clean Heating Efficiently with Electric Technology Program

The Bay Area Air District has opened its 2026 application cycle for the Clean Heating Efficiently with Electric Technology (Clean HEET) Program, which provides grants to help homeowners replace wood- or pellet-burning fireplaces and stoves with cleaner, energy-efficient electric heat pumps. Funding ranges from $3,000 up to $10,500 for one device and up to $13,500 for two devices, with additional incentives available for removing uncertified wood-burning devices. The program aims to reduce harmful wood smoke pollution and improve air quality across the Bay Area.

The Alameda County Transportation Commission (Alameda CTC) is responsible for the planning, programming and allocation of federal, state, regional, and local funding for transportation improvements throughout Alameda County. The investments approved by Alameda CTC result in a wide range of transportation improvements and services that facilitate safe, efficient and accessible travel for all types of transportation in all areas of Alameda County.

The Comprehensive Investment Plan (CIP) brings the vision and goals established through the Alameda CTC’s long-range countywide plans into the near term by focusing funding investments over a five-year programming and allocation period. The purpose of the CIP is to facilitate strategic programming and allocation of all federal, state, regional and local fund sources under the Alameda CTC’s purview. This includes, but is not limited to, federal Surface Transportation Program (STP)/Congestion Mitigation Air Quality (CMAQ), State Transportation Improvement Program (STIP), County Transportation Fund for Clean Air (TFCA), and local sales tax measures and vehicle registration fee programs.

2028 Comprehensive Investment Plan
Call for Projects - Open

Alameda CTC is embarking on the development of the 2028 Comprehensive Investment Plan (2028 CIP) and is releasing a call for projects for $200 million in combined Alameda CTC-administered discretionary local funding sources, including Measures B and BB (MB/MBB), Vehicle Registration Fee (VRF), Transportation Fund for Clean Air (TFCA), I-580 Toll Revenues, federal One Bay Area Grant Program Cycle 4 (OBAG 4), and Community Action Resource and Empowerment (CARE) funding for eligible public agencies to improve the county’s multi-modal transportation system. The 2028 CIP will program funding between fiscal years 2027-28 through 2031-32.

Application Deadline: The deadline to apply is Monday, July 27, 2026, at 5:00 pm PDT. The online application portal will close promptly at 5:01 pm, and late applications will not be accepted.
