Welcome to our April newsletter! As spring continues to unfold, we're pleased to share the latest updates, highlights, and opportunities with you.
March is Women's History Month, a time to celebrate and recognize the vital contributions of women throughout history, culture, and society. The 2026 Women’s History Month’s theme is “Leading the Change: Women Shaping a Sustainable Future”. It expands our understanding of sustainability beyond just environmental concerns. It encompasses financial sustainability, community resilience, leadership succession, and intergenerational equity. The Board of Supervisors encourages everyone to honor and celebrate women who have devoted their lives and contributions to making a lasting impact in our communities. I was honored to recognize Teresita de Jesus for Women's History Month as her leadership is grounded in solidarity, empathy, and action, and she has devoted her life to building stronger, more informed, and more inclusive communities across Alameda County. I've shared more about Paula's notable contributions in the post below.
In keeping with the Women's History Month theme, I'd also like to recognize Donna Ziegler, County Counsel for Alameda County. She retired in March after 26 years of exceptional service to the County. Please see the article in this newsletter for more info. Please join me in extending the deepest gratitude to Ms. Ziegler for her years of dedication and wishing her a well-deserved, fulfilling retirement.

Women's History Month Recognition - Teresita de Jesus
I was honored to recognize Teresita de Jesus, an exceptional community leader from the unincorporated area of Alameda County. For more than 30 years, she has dedicated herself to empowering immigrant families and advocating for children with disabilities - beginning her service at just 10 years old through church volunteering and adult literacy efforts. Teresita founded Padres Guerreros, which has supported families of children with disabilities for over 13 years. She has also served for more than a decade on the Board of Directors of the Regional Center of the East Bay and is a board member of United Seniors of Alameda County, while remaining active with My Eden Voice and the Ashland Community Association. During the COVID-19 pandemic, she led efforts to provide food, essential resources, and vaccines to vulnerable families, and founded Tercera Edad en Acción, to support older adults facing isolation and access challenges - impacting hundreds of families. Please join me in congratulating Teresita de Jesus on this well-deserved recognition.

Earth Day Clean-Up, Castro Valley - April 25
Since 1999, Castro Valley Sanitary District (CVSan) has been coordinating Earth Day events for Castro Valley. Earth Day events put into practice CVSan's vision statement to practice environmental stewardship and to protect our resources.
Earth Day 2026 is scheduled for Saturday, April 25 from 9:00am to 12:00pm. Registration for volunteers is now open. Please consider helping with one of the clean-up and beautification opportunities offered at Castro Valley parks and public areas. *Please note that CVSan requires volunteers under 18 years of age to be accompanied by a parent or guardian who must sign a registration and hold harmless agreement at the event.

Measure W Updates
At the Board of Supervisors meeting on March 3, 2026, Alameda County awarded $50 million in Measure W Home Together Funds to 10 projects under the Multifamily Homelessness Solutions Program. Collectively, the awarded projects are expected to deliver over 900 new permanently affordable homes, including up to 346 units for people experiencing homelessness. Projects were selected based on their readiness to move forward quickly and leverage additional state and federal financing, including Low-Income Housing Tax Credits, tax- exempt bonds, and the State Home Key+ Program. All funded developments include dedicated supportive services and demonstrate long-term operational sustainability, ensuring that Measure W investments create lasting impact for the community. Projects are located throughout Alameda County in Oakland, Berkeley, Alameda, Newark, and Livermore in alignment with Measure W Guiding Principles and the Home Together Plan.

Alameda County Public Works Updates
The Alameda County Public Works Agency (ACPWA) is responsible for the management and operations of infrastructure including streets, bridges and flood control facilities, primarily serving the unincorporated areas of the county.
Many projects are under construction including street paving, sidewalk improvements, new curbs and gutters, bike lane and crosswalk improvements, bridge widening, street lighting improvements, added landscaping, trail installations, added signals, ADA improvements, safety improvements, and more. Alameda County Transit Service - NOTIFICATION
Starting April 6, the Oakland-Alameda Access Project starts construction. Between 10 pm and 5 am Sundays – Thursdays, the Webster Tube will be closed, and Alameda-bound traffic will need to use the Park Street or Fruitvale Avenue bridges. AC Transit service will have nighttime detours on Alameda-bound lines 19, 30, 51A, 96, O, and 851, resulting in travel time increases of about 15 minutes.

Temporary Assignment Job Openings
The Human Resource Services Temporary Assignment Pool (TAP) Program is currently recruiting temporary workers for the upcoming 2026 election season.
The Registrar of Voters is actively recruiting candidates to serve the community while they work with a great team in a safe environment. Depending on the position, the pay rate is either $28.85 or $31.08 per hour. Positions include instructors, recruiters, data entry, outreach, and warehouse-logistics support, to name a few.
Many roles, but not all, require candidates to be bilingual in English and one or more of the following languages: Bengali, Burmese, Chinese, Japanese, Khmer, Korean, Malay, Mongolian, Punjabi, Spanish, Tagalog, Urdu and Vietnamese. So, if you know of someone interested in doing this work, and they are also bi/multi-lingual please be sure to let them know about this great opportunity as well!

Employee Spotlight - Donna Ziegler, County Counsel

Donna Ziegler, County Counsel for Alameda County retired on 3/27/26. Ms. Ziegler has been an attorney with the office of County Counsel since January of 2000 and was appointed County Counsel in October of 2011, making her the first woman and first African American to service in that role in Alameda County. During her entire tenure with the Office of the County Counsel, Ms. Ziegler has demonstrated exceptional legal acumen, providing expert counsel to the Board of Supervisors, the County Administrator, County Department Heads, and County staff on a broad range of complex legal issues. Ms. Ziegler has demonstrated extraordinary intellect and leadership, often developing creative, practical solutions to complex legal issues; and her adherence to the highest standards of ethical conduct has ennobled public service. Please join me in commending Donna Ziegler for her 26 years of exemplary legal service to the County of Alameda, her fourteen years of service as County Counsel, and wishing her a wonderful retirement.
The mission of the Alameda County Public Defender's Office is to zealously protect and defend the rights of their clients through compassionate and inspired legal representation of the highest quality, in pursuit of a fair and unbiased system of justice for all. The focus is client-centered criminal defense enhanced by wrap-around services that seek to address the collateral consequences related to a criminal case. These include mental health and drug treatment, immigration consequences, employment, housing, post-conviction relief, record remedies, and more.
