Dear Alameda County District 3 Community,

March marks the start of Women’s History Month. Women have played an important role in shaping Alameda County’s leadership and progress. While the Alameda County Board of Supervisors held its first meeting in 1855, it was not until 1989 that Mary V. King became the first woman and the first African American woman elected to the Board. Her historic leadership helped pave the way for future generations of women in public service.

Today, women continue to lead across Alameda County government. Three of the five members of the Board of Supervisors are women, including Supervisors Elisa Márquez, Nikki Fortunato Bas, and myself. Across County departments, women have also taken on key leadership roles. Susan S. Muranishi has served as County Administrator since 1995 and was the first woman and the first Asian American woman in California to be appointed to the position. Her leadership has helped guide major County initiatives and services that support our communities.

Throughout Women’s History Month, we also take time to celebrate the many women whose contributions have strengthened Alameda County. Our office will host a Women’s History Month Brunch, and the Alameda County Women’s Hall of Fame will welcome a new cohort of honorees while recognizing the recipients of the Mary V. King and Wilma Chan Youth Scholarships.

We stand on the shoulders of remarkable women who helped shape Alameda County, and their legacy continues to inspire the work ahead as we build a stronger future for everyone.

So far this March, our staff joined Oakland’s Fans Fest and tabled at the event to connect with residents and share information about County programs and services. The celebration brought together sports fans, local vendors, music, and family friendly activities, creating a lively atmosphere for people from across the city to gather and celebrate Oakland’s teams. It was a great opportunity to meet community members, share resources, and celebrate the pride and spirit that make Oakland such a special place.

Our staff also tabled at the Oakland Spanish Seventh-day Adventist Church community block party, where families and neighbors came together for a day of connection and community resources. The event featured traditional foods from different cultures, free health services, and information about City of Oakland programs and other services available to residents. With fun activities for kids and beautiful weather throughout the day, the block party created a welcoming space for families to connect, learn about available resources, and enjoy time together.

Register to Vote for the California Primary Election!

Active civic engagement is essential to a strong democracy, and participating in the California Primary Election is one of the most direct ways to make your voice heard!

Election day for the California Primary Elections is June 2, 2026! The last day to register to vote is May 18, 2026. 

  • Ballots will be mailed by May 4, 2026.
  • Ballot drop-off locations open on May 5, 2026.
  • Vote-by-mail ballots can be returned by mail, at a drop-off location, or your county elections office.
  • Vote centers open for early in-person voting in all Voter’s Choice Act counties beginning on May 23, 2026.
  • Vote-by-mail ballots must be postmarked on or before Election Day and received by June 9, 2026.

If your name, address, or political party has changed since the last time you voted, you will need to re-register to vote.

Alameda County Immigration Legal and Education Partnership (ACILEP) is aware of reported plans to deploy federal agents to the San Francisco Bay Area. Our regional rapid response networks are prepared to respond from a place of power, not panic.

Over the past year, we have seen how these operations destabilize neighborhoods, provoke conflict, and place everyone in harm’s way. In these moments, our focus must remain on solidarity, community safety, due process, non-violent resistance, and a refusal to accept authoritarian violence.

These raids harm far more than immigrant communities, they endanger everyone’s constitutional rights and undermine the safety, trust, and economic health of our region. As a community, we must stand together.

For verified updates, follow ACILEP on social media. Please avoid sharing unverified reports, instead, call your local rapid response hotline to confirm or report any ICE activity. The ACILEP hotline - (510) 241-4011 - will remain active and responding throughout the weekend.

If you’re concerned about your rights or safety, visit acilep.org for legal information and resources. The ACLU also provides guidance on What to Do When Encountering Questions from Law Enforcement.

We know this is an uncertain and stressful time. This is a moment for power, not panic. Our focus is on being informed and prepared, not afraid.

If you or someone you know might be impacted, here are five ways to protect yourself and your loved ones right now:

  1. Know Your Rights
    • You have the right to remain silent.
    • You do not have to open the door unless officers present a warrant signed by a judge.
    • You have the right to speak to a lawyer.
  2. Know Your Rapid Response Hotline Number
    • For Alameda County, memorize the ACILEP hotline: (510) 241-4011.
    • ACILEP will be operating and monitoring calls throughout the weekend.
    • Other Rapid Response Networks in the Bay Area:

    • Be prepared to share as many details and photos as possible (Size/strength of operation, Location, Uniform, Time/Date, & Equipment/weapons seen).
  3. Create a Safety Plan
    • Identify who can care for children, pets, or responsibilities if needed. Here is a guide you can use.
    • Memorize important phone numbers and your A#.
    • Share key information with trusted loved ones.
  4. Gather Important Documents
    • Keep passports, IDs, medical records, and immigration documents in a safe place.
    • Make copies and, if you have an attorney, carry a signed G-28 form.
  5. Minimize Risk
    • Follow updates from trusted community organizations.
    • Use a PIN passcode on your phone and consider disabling fingerprint or facial recognition.
    • Weigh your individual risk during daily activities. Remember that the supreme court has unfortunately recently opened the door for ICE to use racial profiling.

City of Alameda: Restaurant Week Returns with “World Cup Edition”

The 9th Annual Alameda Restaurant Week runs March 20–29, 2026, bringing a global twist to the island’s dining scene. Inspired by the excitement of the upcoming World Cup, the event will feature more than 60 eateries across Alameda celebrating the community’s diverse flavors.

With the Oakland Roots and Soul Training Facility in Alameda serving as the official home base for Australia’s national soccer team this summer, the event kicks off the excitement early while welcoming the Socceroos to the island.

Diners can participate by visiting participating restaurants, submitting receipts for prize drawings, sharing photos in soccer jerseys for a chance to win Oakland Roots tickets, and completing the Restaurant Champion Bracket to help crown Alameda’s 2026 Restaurant Week champion.

City of Oakland: Legislation to Strengthen Illegal Dumping Enforcement

City of Oakland

Oakland Mayor Barbara Lee and Councilmember Unger have introduced a new ordinance aimed at combating illegal dumping by increasing fines and strengthening enforcement. The proposal would raise dumping penalties to $1,500 for a first offense, $2,500 for a second, and $5,000 for a third, and make it an offense to transport waste in a vehicle without a license plate.

The ordinance also allows the City to issue citations more quickly, hold vehicle owners accountable if their vehicles are used for dumping, and offer community service as an alternative to fines. The measure includes a focus on equity by tracking enforcement outcomes in priority neighborhoods and continuing public education about legal disposal options such as Oakland’s free bulky waste pickup and drop-off services.

With over 130 participating restaurants, diners can enjoy special menus, exclusive offers, and unique experiences throughout Oakland. From Jack London Square and Temescal to Uptown and Fruitvale, the event highlights global flavors and local culture. Named the #1 Best Food City in the U.S. by Condé Nast Traveler in 2024 and 2025, Oakland remains a premier dining destination. The Alameda County Public Works Agency (ACPWA) is responsible for the management and operations of infrastructure including streets, bridges, flood control facilities, pump stations, and stormwater conveyance infrastructure.

With the exception of Flood Control services that are provided throughout the County, ACPWA primarily serves the unincorporated areas of Alameda County.

The Alameda County Public Works Agency encourages residents to sign up for an account through the Mobile Citizen App to track inquiries and follow up on the status of the reported concerns. It is highly recommended that residents report their concerns online or through the mobile app before contacting individual staff members.

  • Estudillo Canal Tidegate Structure Reconstruction and South Levee Modification, San Leandro – FEMA Award Notice received April 2025. Project advertised in July and awarded in October 2025. South levee modification (2026 Year 1 construction) to be completed by November 2026. Tidegate structure reconstruction (2027 Year 2 construction) to be completed by November 2027.
  • San Lorenzo Creek Concrete Channel Temporary Stabilization (resulting from utility pipeline ruptures), Downstream of Washington Avenue, San Leandro (substantial completion)
  • Stivers Lagoon Restoration, Fremont (substantial completion)
  • Laguna Creek Channel Improvements Between Grimmer Blvd. and Auto Mall Parkway, Fremont (Year 1 construction completed)

Unincorporated Communities: Alameda County Sheriff's Office's Community Ambassador Program

ACSO

The program is designed to strengthen relationships between law enforcement and the communities it serves by bringing together trusted local leaders into one unified network. The program promotes transparency, builds public trust, and supports two way communication by uplifting community concerns while sharing information about ACSO outreach efforts.

Community Ambassadors help bridge cultural, generational, and social gaps, contributing to safer and more informed neighborhoods. Participants include faith leaders, community organizers, neighborhood watch members, and local business owners.

Friendly Reminder: Second Installment of Secured Property Tax Due

Alameda County Treasurer-Tax Collector Website

The second installment of the 2025–2026 Secured Property Tax is due on Friday, April 10, 2026, and must be received by 5:00 p.m. to avoid penalties. Payments received after 5:00 p.m. will be considered delinquent and will incur a 10% penalty plus a $10 administrative fee.

Please note that there are no additional grace periods, and penalties cannot be waived. Property owners are encouraged to submit payments early to ensure timely processing.

Governor Gavin Newsom Highlights Alameda County as a CARE Champion

On March 2, Governor Gavin Newsom visited the Bay Area Community Services (BACS) Regis Village Campus in Hayward to announce $291 million in funding for housing and supportive services across California.

During the visit, the Governor recognized Alameda County as a CARE Champion for its leadership in implementing the Community Assistance, Recovery, and Empowerment (CARE) Act, which helps connect residents living with serious mental health challenges to treatment, supportive services, and stable housing. BACS’ expanding Regis Village Campus will further strengthen this work by adding a navigation center, medical respite care, substance use treatment and detox services, a wellness center, a sobering center, and dedicated CARE Act offices.

Asian Health Services Dental, Wellness, and Teaching Health Center in San Leandro currently has limited openings and can accept local residents of all ages. You don’t have to be a current medical patient to get our dental care.

Home Match: Connecting People to Affordable Housing

Home Match is a free service that helps people looking to rent a room in their home or apartment to connect with community members seeking affordable housing options. Most of their home providers are low-income older adults seeking the economic benefits of increased income through rent, and the social benefits of companionship and/or task exchange to address social isolation and facilitate aging in place. Home seekers range from older adults living on low fixed incomes to service industry employees, young professionals, and students. Home Match vets participants with income verification and background checks, facilitate a matching process that emphasizes social compatibility and lifestyle preferences, support with development of lease agreements that include agreements on shared use of space, and provide ongoing support throughout the duration of the match. Free BART Orientation Event for the Low-Vision and Blind Community

BART is hosting a free sensory orientation event for members of the blind and low-vision community. The event offers a chance to explore an out-of-service train, practice track safety in a controlled setting, and get familiar with navigating fare gates, vending machines, and platforms with support from BART staff.

Service providers, including Lighthouse for the Blind and Clipper, will also be on site with information and resources. Participants are encouraged to register in advance through Eventbrite so BART can ensure adequate staffing. Accessibility accommodation requests should be submitted by March 17.

Alameda County residents are encouraged to apply for Civil Grand Jury service, a one year commitment that runs from July 1 through June 30. Grand Jurors help investigate local government operations, review public programs, and issue reports that promote transparency and accountability.

Applicants must be:

  • U.S. Citizens
  • At least 18 years old
  • Alameda County residents for at least one year
  • Sufficient English skill

Applications are due April 1, followed by interviews in May. Thirty finalists are selected, and 19 jurors are chosen in late June. Jurors typically meet twice a week in Oakland, receive training, and are provided a small daily stipend and mileage reimbursement.

The California Legislative Black Caucus is encouraging high school sophomores and juniors in California to apply for the African American Leaders for Tomorrow (AALT) program.

AALT is a free four-day summer leadership convention held July 8–11 at CSU Dominguez Hills. Participants will stay in campus housing, share meals together, and take part in hands-on activities that explore California’s legislative process, including drafting and proposing legislation.

All program costs, including meals, lodging, conference materials, and transportation during the event, are covered at no cost to students or their families. Transportation to and from CSU Dominguez Hills will also be provided from a designated central location.

Bay Area Air District: Clean Heating Efficiently with Electric Technology Program
