Hello District 4!
As March arrives, we begin to see the first signs of spring across our county - longer days, fresh green hillsides, and a renewed sense of energy in our communities. Our team continues working hard to support the services and programs that keep our neighborhoods safe, vibrant, and thriving.
I would like to take this opportunity to recognize Claudia Albano, a very special member of our team who will soon be retiring after many years of dedicated service to our office and community. Throughout her time with us, Claudia has been a valued colleague whose professionalism, knowledge, and commitment have helped countless residents and strengthened the work we do every day. Her contributions have truly made a lasting impact, and she will be greatly missed. Please join me in congratulating Claudia on a remarkable career in public service and in wishing her all the very best in this well-deserved next chapter.

Earth Day Clean-Up, Castro Valley - April 25
Since 1999, Castro Valley Sanitary District (CVSan) has been coordinating Earth Day events for Castro Valley. Earth Day events put into practice CVSan's vision statement to practice environmental stewardship and to protect our resources.
Earth Day 2026 is scheduled for Saturday, April 25 from 9:00am to 12:00pm. Registration for volunteers is now open. Please consider helping with one of the clean-up and beautification opportunities offered at Castro Valley parks and public areas. *Please note that CVSan requires volunteers under 18 years of age to be accompanied by a parent or guardian who must sign a registration and hold harmless agreement at the event.

Alameda County Public Works Updates
The Alameda County Public Works Agency (ACPWA) is responsible for the management and operations of infrastructure including streets, bridges and flood control facilities, primarily serving the unincorporated areas of the county.
Many projects are under construction including street paving, sidewalk improvements, new curbs and gutters, bike lane and crosswalk improvements, bridge widening, street lighting improvements, added landscaping, trail installations, added signals, ADA improvements, safety improvements, and more. Public Comment Procedures for Board of Supervisors Meetings: Information on how to participate in public comment is available on the LIVE Broadcasts page on the Board of Supervisors' website.
In-Person Public Comment Procedures for Board of Supervisors Meetings: Members of the public may speak during the meeting by submitting a speaker slip to the Clerk. Items scheduled for a specific time on the agenda will not be heard before the listed time and may not be called exactly at that time, depending on the Board’s proceedings.
NOTE: Only matters within the Board’s jurisdiction may be addressed. Written public comments will not be read during the public comment period.
Written Public Comment Procedures for Board of Supervisors Meetings: Comments submitted by 3:00 p.m. the day before the meeting will be shared with all Board Members and included in the official record. Comments submitted after the deadline will still be added to the official meeting record but will not be shared with Board Members before the meeting. Comments will not be read aloud during the meeting.

2025/26 Secured Property Taxes
Deadline to Avoid Penalty is April 10
This is a reminder that the 2nd installment of the 2025/26 Secured Property Tax is due on Friday, April 10, 2026 and becomes delinquent after 5 p.m. after which a 10% delinquent penalty and $10 cost will be assessed.
THERE ARE NO ADDITIONAL GRACE PERIODS AND PENALTIES WILL NOT BE WAIVED.

Claudia Albano,
D4's Deputy Chief of Staff, is retiring!
|
After more than 13 years as Deputy Chief of Staff to Supervisor Nate Miley, Claudia Albano is retiring—bringing to a close an extraordinary career in community organizing and public service that spans nearly 50 years. During her time in Supervisor Miley’s office, Claudia focused much of her work on Alameda County’s urban unincorporated communities: Ashland, Cherryland, Castro Valley, Fairview, Hayward Acres, and San Lorenzo. Early on, she facilitated Phase II of the Eden Area Livability Initiative (EALI), a seven-year effort that brought together five community working groups to identify priorities and strategies to improve quality of life across the Eden Area. Working closely with residents and community leaders, Claudia continued advancing those priorities in the years that followed. Her work helped establish the Eden Area Municipal Advisory Council (MAC) and the Fairview MAC, secure the ability for unincorporated communities to legally use their place names in mailing addresses, support the creation of My Eden Voice, and revitalize the Ashland-Cherryland Healthy Communities Collaborative into today’s Eden Area Communities Collaborative.
Throughout her time with the County, Claudia has been a tireless advocate for the needs of Alameda County’s unincorporated communities—areas that include some of the highest-poverty neighborhoods in the county. Most recently, she helped advance a study exploring what an Office of Unincorporated Communities within the County Administrator’s Office could look like and led a community budget-input process to ensure that both urban and rural unincorporated residents have a voice in County budget decisions.
Claudia’s organizing career began in 1977, when she and Nate Miley were colleagues organizing East Oakland neighborhoods through Oakland Community Organizations. She carried that same commitment to empowering residents into every role she held. This marks Claudia’s third—and final—retirement. She previously retired from UC Berkeley, where she taught community organizing theory and practice for 20 years in the School of Social Welfare, and from the City of Oakland, where she managed the Neighborhood Services Division and helped pioneer innovative community–police partnerships. Earlier in her career, Claudia also worked for eight years in the office of Alameda County Supervisor Don Perata, where she helped create the County’s childhood lead-poisoning prevention program—now the foundation of the Healthy Homes Department.
Claudia holds a bachelor’s degree from UC Berkeley, a master’s degree from the University of San Francisco, and a master’s degree from Harvard University. She has received the Chancellor’s Award for Public Service from UC Berkeley and the Innovations in Community Policing Award from the International Association of Chiefs of Police. Most recently, she was honored by the Hayward Area Recreation and Park District as its Person of the Year.
Those who have worked with Claudia know that her greatest impact has always been helping communities organize, find their voice, and shape the future of their neighborhoods. Her leadership, wisdom, and deep commitment to community will be greatly missed, but her legacy will continue to be felt across the Eden Area for many years to come.
