This month, Alameda County’s Housing and Homelessness Services reported our most significant progress report to date showing the County’s Home Together Plan is working!
According to the County’s most recent available data, more people gained housing than entered or returned to homelessness:
Photo caption: Thank you again to the 1,300+ Point-In-Time Count volunteers who connected with local residents experiencing homelessness last month. Initial data from the 2026 Point In-Time-Count will be released in the spring with a full report anticipated for a fall release.
Despite the current federal administration’s attempts to strip away our Community’s housing assistance funds, I am grateful to our voters who passed Alameda County Measure W so we can protect our progress to end homelessness in partnership with city and non-profit leaders.
 As Chair of the Public Protection Committee, I know firsthand that housing stability is essential to long-term public safety.
That is why I brought forth two informational items to the Committee this week related to a Fair Chance Housing Ordinance which aims to reduce housing barriers for people with criminal records by prohibiting rental housing providers from automatically screening for or using criminal history in rental decisions.

Ensuring access to affordable housing opportunities promotes positive outcomes for those reentering the community and why it is a key recommendation from the Reimagine Adult Justice initiative that my office is proud to carry forward.

 The Alameda County Transportation Commission (ACTC) announced last week that its Student Transit Pass that provides free and discounted rides on local and regional transit systems is now available to all Hayward Unified School District middle and high school students.
The Pass offers unlimited free rides on AC Transit, Union City Transit and Livermore Amador Valley Transit Authority (LAVTA) Wheels, 50 percent discounts on BART and discounts on other Bay Area systems, including SF Bay Ferry, Caltrain and SamTrans.
In an email to Hayward Mayor Mark Salinas on Thursday, ACTC Executive Director Tony Tavares announced that all students enrolled in middle and high schools in Hayward, San Leandro and San Lorenzo unified school districts are now eligible to apply for the Student Transit Pass Program regardless of their individual household income.
According to Tavares, the blanket eligibility is the result of a recent ACTC review of the percentage of Hayward, San Leandro and San Lorenzo unified school district students participating in Free or Reduced-Price Meals programs, a data point used by ACTC to determine income eligibility for the Program.

Ava Community Energy (Ava) announced its recognition as one of the U.S.’s top green power providers by the National Laboratory of the Rockies (NLR) 2024 Utility Green Power Rankings Report. This is Ava’s third consecutive inclusion in the top rankings.
According to NLR’s 2024 rankings, Ava Community Energy ranks third in green power sales with 1,957,441 MWh and second in green power customers (646,131) among Community Choice Aggregators (CCAs) nationwide. Since the NLR began including CCAs in its annual reporting in 2022, Ava Community Energy (formerly East Bay Community Energy) has ranked in the top 3 each year.

 The City of Hayward and other local agencies and organizations are teaming up to mark the 150th anniversary of the incorporation of Hayward as a city with a birthday celebration!

The event takes place on March 11, 150 years to the day since Hayward’s incorporation as a municipality by the State of California on March 11, 1876.
The Hayward 150th Birthday Celebration will serve as the formal kick-off of sesquicentennial activities and observations supported by the City throughout the 2026 calendar year. Participating agencies and groups include Hayward Area Recreation and Parks District (HARD), Hayward Unified School District (HUSD) and the Hayward Area Historical Society.
There will be commemorative cupcakes, refreshment stands, a stage for live music, spoken word and other performances, singing of the Happy Birthday song, activities for children and more.
