Dear District 3 Community,
Happy Halloween! This month, our team celebrated the vibrant diversity and resilience of Alameda County through Hispanic and Latino Heritage Month, Filipino American History Month, and Diwali. From the Filipino Island Festival to Alameda Pride in the Park, the United Nations 80th Anniversary Flag Raising, and Indigenous Peoples’ Day, we were proud to honor the cultures and values that shape our shared community. We also recognized important initiatives, including Breast Cancer Awareness Month and Domestic Violence Awareness Month, as we continue working toward a safer, more compassionate Alameda County. This month also featured the Black Women Organized for Political Action (BWOPA) Power Up Leadership Summit, emphasizing the importance of civic leadership and equity, and the groundbreaking of Roots Community Health’s Young People’s Wellness Center in East Oakland, marking a significant step forward for youth wellness in our community.
On October 7, 2025, the Alameda County Social Services Agency’s Department of Children and Family Services presented the California State Auditor Report No. 2024-108 during a public meeting. The audit revealed serious issues within the department that need to be addressed. Following the report, the Board of Supervisors requested that Andrea Ford, Director of the Social Services Agency, and Michelle Love, Assistant Agency Director of the Department of Children and Family Services, provide monthly updates at the Board’s Work Session on the steps they are taking to resolve the problems highlighted in the audit. Additionally, as Chair of the Board’s Social Services Committee, I will meet monthly with Ms. Ford to review progress.
On October 18, my office hosted the Alameda County District 3 Emergency Preparedness Day event in partnership with the City of San Leandro, the Alameda County Sheriff’s Office of Emergency Services, and the Alameda County Fire Department. The event featured a keynote speaker from the Oakland Firesafe Council, four workshops on personal safety, first aid, home insurance, and pet emergency planning, and over 20 community booths offering valuable resources. Attendees learned hands-only CPR, enjoyed lunch, and the first 300 households received free emergency kits. To ensure accessibility, workshops were interpreted in Spanish, Mandarin, Cantonese, and Vietnamese, with presentation materials in English, Spanish, Traditional Chinese, and Vietnamese. I am deeply grateful to all the volunteers and partners, including Davida Scott and her Raising Leaders organization, and the Interact Club from San Leandro High School, whose efforts made the event a great success.

As the federal government shutdown continues, many families in our community may face delays or interruptions in their SNAP (CalFresh) benefits. I understand how critical these benefits are for putting food on the table, especially for children, seniors, working families, unhoused individuals, and others who rely on them.
Everyone deserves reliable access to healthy, nutritious food. It is a basic necessity and a shared human right. In response to the federal shutdown, the Alameda County Board of Supervisors has authorized $10 million in emergency food relief through the Measure W Essential Services Fund. This investment allows the Alameda County Social Services Agency to partner with the Alameda County Community Food Bank and its network of local organizations to provide food to residents who are most affected.
Allocation of Funds:
- $8.3 million to support the Alameda County Community Food Bank
- $1.7 million to support Meals on Wheels and other partners serving seniors
I know that I can always count on our community for support. I want to express my sincere gratitude to our community leaders, faith leaders, elected officials, law enforcement, educators, business owners, neighbors, fellow public servants, friends, and families who have reached out, stepped up, opened their doors, and opened their hearts to help one another through the challenges we have faced. Effective October 1, 2025
The ongoing federal government shutdown is affecting some public assistance programs. Our goal is to keep you informed about how some public benefits may be impacted and where to find help.
CalFresh (Food Benefits) for November 2025 is delayed until further notice.
- California Food Assistance Program (CFAP) benefits are also delayed.
- Replacement benefits (for food lost due to a disaster) are on hold.
- Stolen benefits due to EBT card electronic theft or fraud will still be processed.
Programs NOT Currently Affected:
- Supplemental and Transitional Nutrition Benefits (SNB and TNB) have no current impact.
- CalWORKs is not expected to have any disruptions through November 2025.
- Medi-Cal is not expected to have an impact through December 2025.
- General Assistance has no current impact.

Alameda County Immigration Legal and Education Partnership (ACILEP) is aware of reported plans to deploy federal agents to the San Francisco Bay Area. Our regional rapid response networks are prepared to respond from a place of power, not panic.
Over the past year, we have seen how these operations destabilize neighborhoods, provoke conflict, and place everyone in harm’s way. In these moments, our focus must remain on solidarity, community safety, due process, non-violent resistance, and a refusal to accept authoritarian violence.
These raids harm far more than immigrant communities, they endanger everyone’s constitutional rights and undermine the safety, trust, and economic health of our region. As a community, we must stand together.

The City of Alameda is proud to share that the Oakland Roots/Soul Training Facility at Harbor Bay Business Park has been chosen by FIFA as an official Team Base Camp (TBC) for the 2026 FIFA World Cup, taking place from June 11 to July 19, 2026.
As one of the selected TBCs, the facility will serve as a “home away from home” for one of the 48 competing national teams, hosting players, staff, media, and fans during the tournament, an exciting opportunity that highlights Alameda County’s growing role in international sports and community pride. Construction is set to begin by November on the first full Neighborhood Greenway in Alameda, along Pacific Avenue between Lafayette and Oak Streets. This pilot project will introduce several traffic-calming and safety improvements:
- Traffic circle at Chestnut Street
- Painted curb extensions at Lafayette and Oak
- Six asphalt speed humps between Chestnut and Oak
- Improved intersection visibility (daylighting)
- Paint, bollards, and stop signs in existing bulb-outs at Willow and Walnut
Residents in the area will be notified before work begins, and Slow Streets barricades will be removed once construction is complete.
The next phase of Neighborhood Greenways is currently in design and will include:
- Versailles Avenue, San Jose Avenue, and the remaining section of Pacific Avenue (Ninth to Lafayette)
- Construction anticipated by fall 2026
- Plans refined based on lessons learned from the Pacific Avenue pilot
The City also secured a $2 million grant from the Alameda County Transportation Commission to improve safety at key intersections with features such as:
- Concrete bulbouts
- Pedestrian safety signals, including flashing beacons or hybrid beacons
These Neighborhood Greenways are part of the City’s Active Transportation Plan, creating safer, low-stress routes for people walking, biking, and traveling through Alameda. For more information, please visit here.
The City of Alameda is beginning construction on the Clement Avenue/Tilden Way Project, which will improve safety, traffic flow, and connectivity for all travelers. The project includes a new roundabout at Tilden Way/Blanding Avenue/Fernside Boulevard, upgraded intersections, an extension of Clement Avenue, and new bike, pedestrian, and bus facilities. It will also feature landscaping and a new open space dog park.
Stage 1 begins October 20, focusing on extending Clement Avenue from Broadway to Tilden Way and building part of the pedestrian/bike path near the Bridgeside Shopping Center. Temporary walkways will be available, and “No Parking” signs will be posted in advance.

The Alameda Police Department responded to several significant incidents in September. A full monthly report is available here.
- September 2 – Gambling Operation: Officers executed a search warrant on the 600 block of Haight Avenue, seizing slot machines, table games, firearms, cash, and drug paraphernalia. Two individuals were cited, and the case was referred to the District Attorney’s Office.
- September 7 – DUI Arrest: At 7:27 p.m., an officer stopped a driver after an unsafe turn nearly caused a collision. The driver showed signs of impairment, and after field sobriety tests, was arrested for DUI.
- September 19 – Embezzlement: At 1:32 p.m., officers responded to the 2700 block of 5th Street, where an employee was found to have embezzled more than $35,000 over two months. The suspect voluntarily surrendered on October 6.
- September 21 – Robbery and Shooting: At 11:47 p.m., officers responded to the 200 block of Brush Street after two victims were robbed at gunpoint. One was shot and treated for non-life-threatening injuries. Both suspects, known to the victims, were later taken into custody—one on September 25 and the other on October 6.
Traffic Enforcement: APD officers issued 194 traffic citations and 177 warnings during September. For more information, please visit here.
Starting October 20, drivers can pay for parking using the ParkSmarter app or text-to-pay, making it easier to manage parking and extend time remotely.
Park Street: New credit card–friendly pay stations now accept Visa, MasterCard, and Discover.
Harbor Bay Ferry Terminal: Paid parking begins Tues–Thurs at $3/day to improve availability. Revenue will fund added terminal security.
The City encourages riders to use transit, biking, walking, or carpooling to ease parking demand.

140 Days of Action: Mayor Lee Reports Progress on Safety, Housing, Economic Development in State of the City Address
Mayor Barbara Lee today delivered her first State of the City Address, outlining substantial progress made during her first 140 days in office and her vision for Oakland's future. The address, themed "Oakland is on the Move," highlighted measurable results across public safety, neighborhood cleanliness, economic development, housing, and government accountability.

Mayor Barbara Lee announced an expansion of Oakland Public Works’ (OPW) illegal dumping response, adding weekend trash pickup crews to improve response times and keep streets cleaner.
Under the new plan, launched in October 2025, the Keep Oakland Clean and Beautiful Division now operates with enhanced weekend staffing funded through existing labor savings, requiring no additional tax dollars.
The effort is part of a broader anti-dumping strategy that includes a proposal to the City Council for a commercial special assessment to hold businesses accountable for proper waste management. OPW also recently earned a Clean California Community designation through a partnership with Keep Oakland Beautiful, gaining access to new cleanup grants and resources.
Community partnerships remain central to this effort. Through the Adopt-a-Spot program, OPW has supported more than 2,500 community cleanups over the past year. In 2024 alone, the illegal dumping team responded to 25,700 service requests and removed over 9,000 tons of debris from city streets.

The City of Oakland secured $1 million in state funding for the Mobile Assistance Community Responders of Oakland (MACRO) program. MACRO provides civilian-led response to non-violent, non-emergency 911 calls involving mental health, substance use, and homelessness. The program connects residents to care and services instead of traditional law enforcement. For more information, please visit here.
Oakland is aligning with California’s 2025 Building Standards Code, which emphasizes electrification, seismic safety, sustainability, and resilience. Key deadlines for projects under the current 2022 code are approaching:
- Friday, December 5, 2025: Last day to submit a Building Worksheet (BW)
- Wednesday, December 31, 2025: Last day to pay for Building (B) or Residential Building (RBC) permits

Oakland HCD is excited to launch two new virtual tools to showcase the City’s affordable housing portfolio and development progress. The Affordable Housing Portfolio interactive map lets users explore all affordable units in Oakland—completed or in progress—including details on council district, project type, population served, income level, developers, and funding sources. The Affordable Housing Data Dashboard provides a closer look at the last five years of production and preservation efforts, with interactive filters for year, population, and income level. Both tools are available on the Housing Policies, Plans, and Data webpage and will be updated quarterly to keep the public and staff informed. The City of San Leandro received $1 million in state funding from the California Department of Housing and Community Development’s (HCD) Prohousing Incentive Program (PIP). San Leandro’s commitment to pushing forward housing solutions is recognized by this award. The City of San Leandro remains committed to addressing the housing crisis by creating opportunities for residents to find stable and affordable homes.

The Alameda County Board of Supervisors has adopted the Sidewalk Vending Ordinance, including a $273 permit fee. The Planning Department will hold a public hearing to adopt the regulations that implement this ordinance.

The Alameda County Public Works Agency proposed amendments to the Alameda County Public Works Traffic Code. The changes aim to improve traffic safety across unincorporated Alameda County.
Key proposed changes:
- Revised “Limited Parking Zones” on Castro Valley Boulevard (Castro Valley)
- New “No Parking” and “No Stopping” zones on Connolly Avenue (San Lorenzo)
- Establishment of a Passenger Loading Zone on Blossom Way (Hayward Acres)
- Addition of a four-way stop (Stop Intersection) at Royal Avenue & West Sunset Boulevard (Hayward Acres)

The Alameda County Public Works Agency (ACPWA) is responsible for the management and operations of infrastructure including streets, bridges, flood control facilities, pump stations, and stormwater conveyance infrastructure.
With the exception of Flood Control services that are provided throughout the County, ACPWA primarily serves the unincorporated areas of Alameda County.

- San Lorenzo Creek Concrete Channel Temporary Stabilization Downstream of Washington Ave. – This project results from PG&E/EBMUD pressure line leaks on 12/29/2024. Permanent reconstruction will occur in summer 2026. The District will seek reimbursement from the utility companies for all work associated with their leaks.
- Installation of an underground full trash capture device on Via Arriba. A press release was sent on 3/17/2025, and a public notice was mailed to adjacent property owners on 3/18/2025.

Caltrans will host the first virtual community meeting for the I-580 Truck Access Study on Wednesday, November 12 at 6:30 p.m. via Zoom. The study will evaluate the potential impacts of lifting the long-standing truck ban on I-580 between San Leandro and Oakland, including effects on traffic, air quality, noise, and equity.
Community input is vital to ensure local voices guide this process and residents are encouraged to join, learn more, and share their feedback.

In celebration of National Arts and Humanities Month, the Alameda County Board of Supervisors proudly honor the 2025 Arts Leadership Award recipients for their vital leadership in arts and cultural organizations that enrich the lives of all who live, work, and create in our communities.
At the October 14 Board of Supervisors meeting, six outstanding arts leaders were recognized for their dedication, creativity, and impact across the County. Their work continues to inspire and strengthen the cultural fabric of Alameda County. Lead can make it hard for kids to learn and pay attention. Foods high in calcium, iron and vitamin C can help limit the amount of lead absorbed into the body.
Offer a variety of healthy foods to protect your child from the effects of lead, like:
- Yogurt or oatmeal with fruit
- Nut butter on whole wheat toast
- Chicken, veggies and lentils
Some baby foods and snacks, like cereals with rice flour or juices with apple, pear or grape, can have lead and other heavy metals..
Try these lower-risk foods for lead:
- Oatmeal, multi-grain cereal and yogurt
- Milk or water instead of fruit juice
- A variety of fruits and veggies in whole or puree form

Starting during the new year January 1, 2026, new applicants 19 years or older that do not have Satisfactory immigration Statues (SIS) or unable to provide verification can no longer enroll in full scope Medi-Cal.
Those who can not enroll will only be eligible for restricted scope Medi-Cal, which covers emergency related and pregnancy related services.
Individuals who are already enrolled in full-scope Medi-Cal will be able to keep their full-scope Medi-Cal regardless of immigration status if all other requirements are met.
Individuals 18 years or younger and pregnant individuals who apply for Medi-Cal will be eligible for full-scope Medi-Cal regardless of immigration status.

General Assistance provides aid to indigent adults and emancipated minors that are legal residents of Alameda County and have no alternative means of support.
Eligibility Requirements:
You may qualify if you:
- Are a U.S. citizen or a legally present non-citizen with no restriction on your stay
- Have lived in Alameda County for at least 15 days
- Are an adult without dependent children or an emancipated minor
Eligibility is also based on income and property
- Applicants may own up to $1,000 in personal property
- A car or home you live in does not count toward this limit
The Alameda County Social Services Agency has updated the online application with the following features.
- Available in 7 threshold languages: English, Spanish, Chinese, Tagalog, Cambodian, Farsi, and Vietnamese — plus Dari and Pashto
- Automatic translation based on selected language
- Option to download the completed application
- Option to email a copy to yourself or others
District 3 resident Donna Wong discovered her passion for coding through Girls Inc.’s STEM programs, which helped launch her career as a Software Developer.
Nearly 40% of the youth Girls Inc. serves live in District 3, with afterschool programs at local schools and a downtown Oakland center. Each year, more than 1,600 students benefit from free academic, leadership, and career-readiness programs.

The Healthy Homes Department offers grants for minor home repairs in Albany, Dublin, Emeryville, Oakland, Newark, Union City, and unincorporated areas including Ashland, Cherryland, Castro Valley, Hayward Acres, Hillcrest Knolls, Fairview, San Lorenzo, and Sunol.
Approved applicants receive grant assistance for minor plumbing repairs, carpentry, electrical repairs, railings, grab bars, toilets, doors, locks, water heaters, and more.

The East Bay Municipal Utility District (EBMUD) serves over 1.4 million people across Alameda and Contra Costa counties. EBMUD’s Water Conservation Division offers a variety of free services to residential as well as commercial, industrial & institutional (CII) water customers looking to save water through leak detection, innovative technology installation, and more.

The REACH program assists residents pay for energy during a crisis, providing energy credit for up to $300 based on the past due bill.
To be eligible for assistance from the REACH program you must:
- Have a residential account with PG&E in the name of an adult living in the household
- Have received either a 15-day or a 48-hour disconnection notice
- Not have received REACH assistance within the past 12 months
- Have household income that does not exceed the REACH income guidelines, which are currently 200 percent above the federal poverty guidelines.

We seek support from each school district in Alameda County in the planning and implementation of the Early Development Instrument (EDI) for academic year 2025/26. It should be noted that districts who wish to receive funding from Measure C are expected to commit to the adoption of the EDI. A key requirement for receiving a grant is identifying an EDI coordinator who will serve as the primary liaison between the school district and First 5, ensuring smooth communication, coordination, and data transfer for the successful implementation of the EDI study. Key responsibilities are in the scope below and include supporting district-wide engagement by facilitating teacher training, managing logistics for EDI completion, coordinating with unions and school boards as needed, and promoting the use of EDI data for local decision-making. In-Person Public Comment Procedures for Board of Supervisors Meetings:
Members of the public may speak during the meeting by submitting a speaker slip to the Clerk. Items scheduled for a specific time on the agenda will not be heard before the listed time and may not be called exactly at that time, depending on the Board’s proceedings.
NOTE: Only matters within the Board’s jurisdiction may be addressed. Written public comments will not be read during the public comment period.
Written Public Comment Procedures for Board of Supervisors Meetings:
Comments submitted by 3:00 p.m. the day before the meeting will be shared with all Board Members and included in the official record. Comments submitted after the deadline will still be added to the official meeting record but will not be shared with Board Members before the meeting. Comments will not be read aloud during the meeting.
By Email: You may email your written public comment to cbs@acgov.org. Please include your name and either the agenda item number or indicate that your comment is for Public Input (items not on the agenda).
By Online Form: You may submit your written public comment using the online form here.
ADA Accessibility: If you need a reasonable modification or accommodation for a disability, please email the Clerk of the Board at cbs@acgov.org or call (510) 208-4949 or (510) 834-6754 (TDD) at least 72 hours before the meeting start time to request a sign language interpreter.
Language Interpretation Services: If you require language interpretation services, please email the Clerk of the Board at cbs@acgov.org or call (510) 208-4949 at least three business days before the meeting start time to request a language interpreter.
