Dear District 3 Community,
The Board of Supervisors has returned to session following recess, and our office remains deeply engaged with the community. Recently, Team Tam participated in important cultural events including Oakland Pride, the Oakland Chinatown Night Market, the Mid-Autumn Festival in Oakland Little Saigon, and Latino/Hispanic Heritage Month celebrations. These gatherings offer meaningful opportunities to connect with residents, support local businesses, and honor the rich diversity that strengthens our communities. Through vibrant performances and thoughtful conversations, we are continually reminded of the resilience and unity that define Alameda County.
At this month’s Coffee with Supervisor Lena Tam event, I shared updates on several key issues affecting our residents. We are actively working to reduce healthcare premium costs and preparing for employment-related benefit changes that could impact over 280,000 people, including CalFresh and Medi-Cal recipients. I also discussed tenant protections, including revisions to Just Cause Eviction and rent registry efforts, along with initiatives to expand support for formerly incarcerated individuals. Additionally, I highlighted Measure C childcare funding, noting that over 9,000 children in my district are eligible for subsidized care. We proudly presented a $100,000 check to the Lake Merritt Childcare Center to support these efforts. Mental health outreach continues to be a priority, with ongoing work in encampments and leadership in peer-based prevention and early intervention services, especially as we prepare for changes under Proposition 1.
I also had the honor of attending the celebration of the life of AC Transit Director H.E. Christian (Chris) Peeples, a dedicated advocate for public transit. May he rest in power. I join the Alameda County Board of Supervisors in honoring Chris’s more than 28 years of service, during which he pioneered zero-emission bus technology and passionately championed equitable transit and community well-being. His close collaboration with grassroots organizations, tireless advocacy for riders and employees, and deep commitment to the East Bay community leave a lasting legacy. His visionary leadership will be deeply missed.

The City of Oakland and Memar Properties, INC. (MPI) were awarded $32,975,000 in Homekey+ Funds for Mark Twain Homes. This is the City of Oakland’s eleventh Homekey award and will support the rehabilitation and construction of 109 housing units to serve residents experiencing homelessness or at risk of homelessness.
The Mark Twain Homes project will revitalize a four-building development through rehabilitation and minor new construction. Plans include a community room, computer room, supportive service spaces, bicycle parking, landscaped areas, and shared spaces for residents. Conveniently located, the project offers easy access to essential amenities such as a grocery store, medical clinic, public park, and library.
Mayor Barbara Lee announced Oakland’s first-ever electric bike lending program, designed to provide clean, affordable, and reliable transportation for residents in Oakland.
The program is located at the Fruitvale BART Bike Station, allowing residents 18 and older to rent an e-bike for four weeks at $120. Low-income residents will be charged at a rate of $20 for four weeks.

AC-OCAP is currently accepting membership applications for CDBG Oakland Districts 4 and 6, as well as two Alameda County Community seats.
Members of the AC-OCAP Administering Board are responsible for planning, developing, and implementing the local Community Action Plan aimed at alleviating poverty and promoting institutional change to help low-income residents achieve self-sufficiency in Oakland and Alameda County (excluding the City of Berkeley). AC-OCAP’s priority focus areas include family self-sufficiency, entrepreneurship, job training and placement, low-income housing, community economic development, supportive services, civic engagement, advocacy, and capacity building.
The Board meets on the second Monday of each month at 5:30 PM at Oakland City Hall. Community board members are eligible for reimbursement of participation-related expenses, including childcare and transportation.

Mayor Barbara Lee secured a $30 million grant from the Metropolitan Transportation Commission through the Regional Measure 3 Program to fund the Martin Luther King Jr. Way Streetscape Improvement Project—one of Oakland’s most significant infrastructure investments in years. The project will enhance safety, sustainability, and connectivity with new pedestrian crossings, a two-way cycle track, improved lighting, public art, and expanded fiber infrastructure. Mayor Lee’s leadership and advocacy on the MTC have been key to securing this investment and ensuring it reflects the community’s priorities.
Congratulations to the Oakland Ballers for becoming the Pioneer League champions after their series win against the Idaho Falls Chukars in Game 5 at Raimondi Park in Oakland. Oakland will host a rally and parade on October 5th beginning at City Hall.
The Oakland Ballers and Raimondi Park have been a highlight for Oakland and we wish them continued success!
Caltrans has now opened its Oakland Alameda Access Project (OAAP) webpage which will keep Alameda and Oakland residents informed as to the timeline for completion and, in the short term, when to expect lane closures in the Webster/Posey tubes. Once construction begins, there will be no more than one out of the four lanes closed for the duration during daytime and commute times. According to the website, construction will begin in January 2026 and last until Spring 2029.
According to Caltrans Public Affairs office, “. . . as of late August 2025. A contract has been awarded to Bay Cities Paving & Grading (BCPG) as the contractor. While a construction schedule is being worked out between Caltrans and the contractor, there is ongoing utility relocation work from the Utility Companies (PG&E, EBMUD, AT&T, etc.) within the project limits. Some utility relocation work must be completed before the project construction starts. Our goal is to communicate through a newsletter that will keep you up to date on the project. Please encourage your neighbors and community members to sign up at oaapcommunications@dot.ca.gov for the latest information.”
Decades in the planning, the project when completed will improve access between Alameda’s Tubes and I-880, reduce vehicle-pedestrian conflicts in Oakland Chinatown, reduce air pollution, and improve bicycle and pedestrian safety in the Jack London and Oakland Chinatown communities.

The California Court of Appeal has ruled in favor of the City of Alameda, securing rent control protections for 150 homes at Admirals Cove. The ruling protects all 150 units from excessive and unlawful rent increases, some of which were double-digit increases imposed during the pandemic.
The decision establishes a powerful legal precedent, confirming that the residential use of these housing units are subject to rent control, and that the developer’s renovations do not exempt the property.

Paving Scheduled for September 30 – October 3, 2025
Crews will begin paving Central Ave between Lincoln Ave and Sherman St starting Monday, September 30, 2025
- No Parking will be enforced during paving.
- Expect slower traffic or brief stops while work is underway.
- Residents and businesses with impacted driveway access will be notified directly.
- Two-way traffic between Lincoln Ave and Fifth St will resume once paving is complete and safe for vehicles.
- Temporary lane markers will remain in place for a few weeks until permanent striping is installed.

The City of Alameda has partnered with It’s Electric to install public curbside EV chargers. This marks the beginning of expanded access to EV charging across Alameda, allowing those who lack home charging to access EV charging in their neighborhoods.
To use an It’s Electric charger, download the official “It’s Electric” app and request a cable. Cables will be distributed at no cost. Distribution by It’s Electric will begin this month.
If you own a building or home, drive an EV, or are planning to, you can join the wait list to charge on the network or host a charger. Chargers are installed and maintained at no cost to property owners, and a portion of the charging revenue is shared with the property.

The City of San Leandro has finished the Bancroft Avenue Pavement Reconstruction Project between Lee Avenue and Sybil Avenue. The project included:
- New asphalt paving
- ADA-compliant curb ramps, sidewalks, and gutters
- Sanitary sewer repairs
- Upgraded traffic signals with new video detection at Callan, Estudillo, Juana, and Dolores Avenues
These upgrades will extend the life of the roadway, improve accessibility, and make travel along Bancroft Avenue safer for everyone.
The City of San Leandro’s Arts, Culture & Library Commission has awarded 7 Arts & Culture Grants to support local artists and nonprofits in creating projects that enrich and beautify our community. Highlights include:
- San Leandro Improvement Association – $10,000 for a downtown mural on W. Juana & Washington Avenues
- Elenita Makani O’Malley - $5,000 for Oakland Ilokana, a documentary about the stories of four generations of Bay Area Filipinas
- Juniper Corner - $7,500 for installation of mural on their children’s play space
- Eric Shea - $4,000 for San Leandro Nightscapes, a series of impressionistic oil paintings featuring San Leandro at night
- Laura Cedillo - $5,000 for CreNative Visualizations, a book of 20 visualizations that encourage reflections on land and the elements.
- Bethel Community Presbyterian Church - $10,000 for installation of mural on the church property
- Andrea Guskin - $5,000 for Local Roots, a visual arts project which focuses on the family ancestry of community members in San Leandro.
The Arts & Culture Grants Program supports San Leandro-based artists and organizations to build a more vibrant cultural community as part of the City’s Public Art Master Plan.
The City of San Leandro City Council will conduct a work session on Monday, October 13, at 7 pm in the City Council Chambers in City Hall. City Council will review 1) the draft Residential Rent Stabilization Ordinance, 2) updates from City public outreach efforts in August and September, and 3) potential cost options to implement the ordinance and seek public comments.
On July 17, 2025, the City Council Rules Committee initiated a 60-day public review period for the draft ordinance, which extends through September 17, 2025. In late August through early September, City staff held online and in-person stakeholder and community-wide meetings to receive public feedback on the preliminary draft ordinance.
The meeting agenda will be available on the City website by October 9 at https://sanleandro.legistar.com/calendar.aspx. Spanish and Cantonese interpreters will be available at the October 13 City Council work session. Public written comments may be sent to the City Clerk’s Office prior to October 13. Kaiser Permanente staff and leaders at the San Leandro Medical Center recently came together to celebrate the expansion of the Adult and Family Medicine department. The renovation adds roughly 3,000 square feet, including 1,000 square feet of new space with exam rooms, medical assistant workstations, and offices. These improvements are designed to make care more accessible, streamline workflows, and create a welcoming experience for patients. The expansion reflects Kaiser Permanente’s continued commitment to patient-centered care.

Following the incredible turnout for the groundbreaking of the Lorenzo theater, the Alameda County’s Economic & Civic Development (ECD) wanted to share a sneak peak of the temporary mural that will be placed on the Lorenzo Theater soon. Phase II of the fire rehabilitation project has begun and will include interior reconstruction, historic black-light mural restoration, and preservation of the Theater’s iconic façade features, such as the marquee, tower, and ticket booth. Construction is anticipated to be completed in December 2026. The mural will be installed at the end of summer 2026.

The long-awaited Eden Signage Plan was approved by the Board of Supervisors on September 9, 2025. The Eden Area Signage Plan includes 45 wayfinding signs in 29 different locations directing travelers to the unincorporated commercial corridors, community highlights, County facilities, public transportation, and freeway ramps. The plan also includes two Gateway signs: one for the Ashland community and one for the Fairview community. ECD intends to expand and include more directional signage and gateway signage to be added to the unincorporated community sign portfolio in the future. ECD will roll out the implementation of this plan in the coming months. Stay tuned!

The Board of Supervisors passed the Sidewalk Vendor Ordinance at its second reading on September 11, 2025. The ordinance will go into effect on October 11, 2025. The county will prepare to issue permits and will begin with outreach and education for vendors, ensuring they are informed of the changes before enforcement begins. Regulations will still need to be adopted by the planning director.
The Alameda County Public Works Agency (ACPWA) is responsible for the management and operations of infrastructure including streets, bridges, flood control facilities, pump stations, and stormwater conveyance infrastructure.
With the exception of Flood Control services that are provided throughout the County, ACPWA primarily serves the unincorporated areas of Alameda County.
The Alameda County Public Works Agency encourages residents to sign up for an account through the Mobile Citizen App to track inquiries and follow up on the status of the reported concerns. Alameda County Health Care For The Homeless would like to thank everyone who attended the Best Practices in Care for LGBTQIA+ Houseless Community Members training on August 27, 2025. The recorded training and presentation slides are available on their website.
Starting during the new year January 1, 2026, new applicants 19 years or older that do not have Satisfactory immigration Statues (SIS) or unable to provide verification can no longer enroll in full scope Medi-Cal.
Those who can not enroll will only be eligible for restricted scope Medi-Cal, which covers emergency related and pregnancy related services.
Individuals who are already enrolled in full-scope Medi-Cal will be able to keep their full-scope Medi-Cal regardless of immigration status if all other requirements are met.

Eligibility Requirements:
You may qualify if you:
- Are a U.S. citizen or a legally present non-citizen with no restriction on your stay
- Have lived in Alameda County for at least 15 days
- Are an adult without dependent children or an emancipated minor
Eligibility is also based on income and property
- Applicants may own up to $1,000 in personal property
- A car or home you live in does not count toward this limit

Alameda County Public Defenders is offering clean slate services to help people clean their Alameda County criminal records.

Scammers are impersonating law enforcement and U.S. District Court staff, demanding immediate payment to “clear” warrants. Do not give money or personal info. Legitimate agencies, including the ACSO, will never request payment for missed court appearances or warrants.

Two Bay Area organ donors, Amy McCann and Adam Cozzette, joined kidney recipient Wilson Du to complete the 300-mile Source to City race in New York.
The 4-day endurance challenge included biking, hiking, kayaking, and running. The”Renal Warriors” represented Mission HQ, an Alameda-based gym founded by Wilson Du. During his own fight with kidney disease, Wilson Du started The Mission HQ where those with kidney disease and other illnesses can workout together.
Their mission: to raise awareness for kidney disease and help connect patients with potential donors through the National Kidney Registry.

The REACH program assists residents pay for energy during a crisis, providing energy credit for up to $300 based on the past due bill.
To be eligible for assistance from the REACH program you must:
- Have a residential account with PG&E in the name of an adult living in the household
- Have received either a 15-day or a 48-hour disconnection notice
- Not have received REACH assistance within the past 12 months
- Have household income that does not exceed the REACH income guidelines, which are currently 200 percent above the federal poverty guidelines.
