Dear District 3 Community,
August was a month of community connection and care in Alameda County. While the Board of Supervisors was in recess, our team stayed active in the community, joining neighbors for National Night Out, the Davis Street Resource Fair, the Oakland Chinatown Lions Club Health Fair, Boys & Girls Clubs of San Leandro’s Club Champions Celebration, and more. I was also honored to be invited to speak to the new members of the Alameda County Grand Jury and the City of Alameda’s Rotary Club. Our office joined the Oakland Metropolitan Chamber of Commerce for Celebrating East Bay Women In Leadership. Keynote speaker Samuel Merritt University President Ching-Hua Wang shared her commitment to advancing health equity and preparing the next generation of healthcare leaders. As summer comes to a close, I want to wish all students and families a smooth and successful start to the new school year.
Asian Pacific Islander Community Collaborative (APICC) General Membership Meeting
In the spirit of community and connection, it was an honor to host my first convening of the Asian Pacific Islander Community Collaborative (APICC) General Membership Meeting, an initiative established by my colleague, former Supervisor Keith Carson. It was a valuable opportunity to hear from our AANHPI community-based organization leaders, who shared their priorities and the challenges their organizations are facing, particularly during these difficult times. We heard priorities focused on expanding healthcare access, mental health support, language access services, housing stability, economic recovery, public safety, and collective advocacy.
Thank you to our nonprofit service providers for their commitment to serving our AANHPI communities. I am excited to carry APICC’s work forward as we align with Alameda County’s Vision 2036 to build a stronger, more resilient community through collaboration and shared resources.
We are excited to share major developments in Alameda County’s Unincorporated Communities of Hayward Acres and San Lorenzo! In Hayward Acres, the Façade Improvement Program at Royal Market, supported by $61,000 in ARPA funds, strengthens small business recovery and celebrates Surinder and Kaur Singh’s more than 30 years of dedication to their business. In San Lorenzo, the groundbreaking of the historic Lorenzo Theater celebrates late Supervisor Wilma Chan’s legacy while restoring a vibrant cultural landmark for generations to come. At the same time, the County is facing many challenges. Reports of ICE arrests in East Oakland remind us of the very real impact of the federal immigration policies on our community. In response, we want to make sure residents are aware of the Alameda County Immigration Legal & Education Partnership (ACILEP) website and hotline, which provide critical information about your rights, with flyers available in English, Spanish (Español), Chinese (中文), Tagalog, and Vietnamese (Tiếng Việt). Although this year brought difficult challenges, especially with federal cuts to health care and the social safety net that many rely on, our commitment to Alameda County’s Vision 2036 remains strong. We continue working toward a community free of homelessness, poverty, and hunger, where health, safety, and opportunity are within reach for all.

Mayor Lee announced the creation of Oakland’s new Office of Homelessness Solutions along with a 5-point plan to address the city’s homelessness crisis. The new office will coordinate services, improve accountability, and divert resources toward proven, racially equitable programs that help residents move into permanent housing.
Mayor Lee’s 5-Point plan aims to ensure that Oakland and Measure W resources invest in proven solutions. Details of the plan will be released by the end of the year.

Prevent – Scale up Oakland’s Keep People Housed Program to reduce the inflow of 2,500 people becoming homeless each year.

Connect & Assess – Deploy additional outreach workers to connect people on the street to services, treatment, and documents needed for housing.

Rapidly Divert – Provide new rental support funding to rehouse people quickly before homelessness becomes long-term.

The Oakland Chinatown Chamber of Commerce hosted their 36th annual Chinatown StreetFest. The event brought thousands of people from all over the bay to experience the traditions and vibrant culture of Oakland Chinatown.

Construction on Central Avenue is ahead of schedule. Roundabouts at Third Street and Fourth Street will be completed soon. Here’s what you need to know:
Drivers:
- Approach Slowly - 20 miles per hour or less
- Yield to traffic and cyclist
- Stop for crossing pedestrians and bicyclists
- Do not stop inside the roundabout
- Signal before you exit the roundabout
Bicyclists:
- Use the separated path when available
- Ride slowly in shared spaces
- Yield to pedestrians
- Check for drivers before crossing
Pedestrians:
- Use marked crosswalks
- Cross one section at a time
- When crossing you have the right-of-way, but look both ways before crossing

With Alameda Unified School District back in session and construction on Central Ave here are some navigation tips for getting to Encinal Junior & Senior High School and Paden Elementary School.
Traffic is detoured in a clockwise direction through the construction area: westbound on Central Ave to Pacific Ave, then eastbound to Fifth St.

Encinal Junior & Senior High School: Use north/east sidewalks, cross only at Third St.
- Walking/Rolling: Use only the north and east sidewalks on Central Ave. Cross Central at Third St. The south sidewalk is closed from Pacific Ave/Main St to east of Fourth St, except in front of the school.
- Biking: Ride westbound in the street with traffic or on open sidewalks, sharing space with pedestrians.
- Driving: Driveways and the drop-off area are open, but only left (westbound) turns are allowed when exiting. Expect possible delays.

Paden Elementary School: Drivers can access the drop-off lane from westbound Central Ave and exit onto eastbound Central. Sidewalks are open on both sides near the school. Use the crosswalk at Fifth St, as the Fourth St crosswalk is closed.
Two-way traffic on Central Ave will return when the roundabouts are completed at the Third St and Fourth St intersections, currently anticipated for late September. Learn how to navigate our new roundabouts here. We appreciate your patience and attention to safety during this construction period!
The City will begin this year’s Pavement Management Project in the coming weeks, focusing on the Bay Farm Zone (between High Street and the eastern city limits). Work will cover more than 10 miles across 60 streets, including Aughinbaugh Way, Maitland Drive, Mecartney Road, and Sea View Pkwy. Full street list available online.
Schedule: August–December, Monday–Friday, 8:00 a.m. – 4:00 p.m.
What to Expect:
- Minor traffic delays, detours, noise, and dust
- Temporary “No Parking” zones (posted 72 hours in advance)
- Coordination with AC Transit and waste collection services
As part of the project, new red curbs will be painted at select intersections to comply with AB 413, which prohibits parking within 20 feet of crosswalks to improve pedestrian safety.

Alameda County Environmental Health Department (ACEHD) is issuing this notice to inform the community about results of environmental investigations conducted at the Alameda Unified School District (AUSD) Alameda High School softball field during the summer of 2025 and next steps that are required prior to ACEHD providing clearance to AUSD to re- open the softball field.

It was wonderful to attend the groundbreaking of the historic Lorenzo Theater in San Lorenzo! Thank you to Alameda County Community Development Agency's Economic and Civic Development Department, Alameda County Arts Commission, McLarens Insurance, David D. Bohannon Corporation, and the Lorenzo Theater Foundation for your partnership and dedication to this project. Together, we are honoring Supervisor Wilma Chan’s legacy while bringing new life to downtown San Lorenzo, ensuring the Theater remains a cherished cultural landmark and vibrant gathering place for generations to come.
The Alameda County Environmental Health Department (ACEHD) is addressing concerns about unpermitted sidewalk vending. ACEHD’s role focuses on food safety and permitting, while other agencies handle issues such as blocked sidewalks, traffic, litter, smoke, and public nuisances.
The second reading of the new sidewalk vending ordinance is scheduled for the Board of Supervisors meeting on September 11, 2025. If adopted, it will take effect 30 days later, allowing enforcement of regulations.

April 2, 2025, Alameda County, CA—Following years of community advocacy, the United States Postal Service (USPS) recently changed a 60-year-old naming convention impacting nearly 29,000 mailing addresses in Alameda County’s urban unincorporated communities. Residents of Ashland, Cherryland, Hayward Acres, Fairview, San Lorenzo, and Castro Valley will now see their unincorporated community name accurately reflected as the default “Place Name” on USPS.com. A “Place Name” (also called a “Preferred Last Line”) is the "City, State" line in a USPS mailing address.
This significant change, driven by the Eden Area Livability Initiative and championed by Supervisor Nate Miley of District 4 and Supervisor Lena Tam of District 3, is an important step toward addressing longstanding community identity issues in unincorporated Alameda County. When ZIP Codes were first established in the 1960s, many unincorporated communities were assigned USPS address Place Names and ZIP Codes associated with larger neighboring cities for convenience (i.e. Hayward and San Leandro). In September 2023, the Alameda County Board of Supervisors unanimously approved a formal request to USPS to officially recognize Alameda County’s urban unincorporated communities as USPS Place Names. USPS implemented these changes in March 2025, and Ashland, Cherryland, Fairview, Castro Valley, San Lorenzo, and Hayward Acres are now the official mailing address Place Names for their respective urban unincorporated Alameda County communities.
“This is a major milestone for our unincorporated communities,” said Supervisor Nate Miley. For decades, residents have faced confusion about where to get services – do I call the police, or do I call the Sheriff? Do I get a book from the city library or the county library? It clears up issues of identity – what community do I live in, is it in a city or unincorporated area - and what does that mean? Not to mention the impact of data collection by ZIP Code due to incorrect Place Names in their USPS addresses. This change is easy because residents and businesses don’t have to change their ZIP Code, it stays the same, no change-of –address is needed. You can use your old Place Name if you want to. And over time, Google Maps and others business that use USPS data to populate their databases will pick up the correct community names too. Its a win-win!”
What This Means for Residents

Correct Place Names on Mail: Residents in the affected communities will now see their unincorporated community name in official mailing addresses on USPS.com. Mail using the old Place Name will still get delivered, see Flexibility in Usage, below.

No Change to ZIP Codes: ZIP Codes in the County’s unincorporated communities remain the same, ensuring uninterrupted mail service.

Flexibility in Usage: While the new Place Names are the official default on USPS.com, USPS will continue to deliver mail addressed with the previous Place Name as long as the correct ZIP Code and street address are used.

No Impact on Essential Services: School districts, tax rates, and public safety services in the unincorporated communities remain unchanged.
Integration into Other Address Systems
While USPS is the official source for mailing address data, agencies and private companies acquire address data updates through a variety of sources, including through third-party address vendors and services. Due to the decentralized nature of address data in a digital world, it will take some time before these USPS Place Name address changes are universally reflected in mapping applications, address verification systems, and elsewhere outside the USPS databases. Residents may notice inconsistencies across various platforms until these decentralized systems are fully updated, but this will not impact mail delivery as long as residents continue to use the correct street address and ZIP Code.
Community Engagement & Feedback
The County conducted extensive community outreach prior to requesting this change. The outreach process, conducted by the Alameda County Community Development Agency, included a public survey and eight public meetings, ensuring that residents had the opportunity to weigh in before any decisions were made. The Board of Supervisors carefully considered the community’s input before approving the request to USPS.
To inform residents of the changes to USPS Place Names, Alameda County is launching a multimedia outreach campaign in early April that will include mailers to impacted addresses, social media posts, billboards, grassroots outreach via community-based organizations, and more.
Next Steps for Residents
Residents may begin using their unincorporated community name on their mail immediately. While there is no requirement to update address labels or notify service providers, residents who wish to align their records with the new Place Name can do so at their convenience. Residents may notice that their new Place Names are not yet reflected in all address verification systems; the County urges patience as decentralized address systems are updated to reflect this correction to unincorporated-area addresses.

Discover & Go is a program provided by your library that offers free and low-cost passes for museums, science centers, zoos, theatres, and other cultural destinations. You must meet your library's minimum age requirement and live within your library's service area to use the Discover & Go Service.
Log in with your library card credentials and browse for passes by date or attractions. Make your reservation and print or download your pass shortly before your visit. You can have two active reservations per library card. If you reserve a pass and do not use it or cancel the reservation, the unused pass will count towards your limit. Remember that once you print or download your pass you cannot cancel your reservation. Pass is non-transferable. Valid ID is required.

The Fathers Corps’ Fatherhood Summit is designed to empower fathers and father-figures by celebrating the role they play in the lives of their children, debunking myths and stereotypes around fatherhood, providing critical information and support through a variety of targeted workshops.
The summit offers a career fair, nationally-known mainstage speakers, and dozens of workshops that provide relevant information specific to the needs of fathers and father figures and resources that support fathers in being the dads they want to be.

Illegal dumping is a widespread crisis impacting communities across the Bay Area—urban, suburban, and rural alike. Addressing this growing issue requires strong coordination among jurisdictions and a unified regional approach. For over a decade, Alameda County has led efforts to combat illegal dumping, including organizing a monthly task force and hosting the Statewide Conference on Illegal Dumping (IDCon). The upcoming regional convening marks a significant step in advancing these efforts, providing an opportunity for local and regional leaders to collaborate, exchange strategies, and work together to develop lasting, effective solutions to this pressing problem.

Congratulations to Anika Mangla of Fremont, named the 2025 Youth Poet Laureate, and Anjanae Lewis of Dublin, named Vice Youth Poet Laureate. Mangla and Lewis will serve as ambassadors through August 2026, using poetry to inspire civic engagement and cultural awareness.

The funding, supported by Senate Bill SB1 and the federal Infrastructure Investment and Jobs Act of 2021, will help improve safety and mobility across the state highway system and expand bike lanes and pedestrian pathways. These improvements will make California communities safer, cleaner, and accessible.

As of August 20, BART riders can now pay adult fares directly at fare gates using contactless bank cards (Visa, Mastercard, AmEx, Discover) or mobile wallets like Apple Pay and Google Pay. No Clipper card required. Each rider must use their own card/device, and the same one to tap in and out. Discounted fares and transfer discounts remain Clipper-only for now.

Alameda County and the City of San Leandro are partnering on the Bay Fair Community-Based Transportation Plan (CBTP) to improve travel to and from the Bay Fair BART Station, schools, and other key destinations. The plan will engage residents, businesses, and community groups to identify transportation challenges and recommend improvements within the public right-of-way. The Metropolitan Transportation Commission (MTC) will release the CARE Power-Building and Engagement (Pb+E) Grant Program Call for Projects on September 2, 2025 offering up to $1.3 million for Bay Area community-based organizations. Eligible organizations must serve Equity Priority Communities, have experience in housing, transportation, or environmental issues, and meet nonprofit or fiscal sponsor requirements.
