Dear District 3 Community,
July was a vibrant month of community engagement and celebration in Alameda County’s District 3. Highlights included a tour of Fire Station 22, the inaugural Alameda County Sheriff’s Office Community Ambassadors meeting, and the City of Alameda Fourth of July Parade. Family-friendly events like Outdoor Movie Night and Showtime in San Lorenzo brought residents together. The Board of Supervisors honored employees with 30 years of service and recognized Child Support Awareness Month and Pretrial, Probation, and Parole Supervision Week. Community support was strong at the SEIU 1021 healthcare rally and the Castro Valley/Eden Area Chamber Mixer. We also proudly supported students at the Lend a Hand Foundation’s Stay in School event and the Grant Avenue Foundation’s Backpacks for Kids Expo, concluding the month by honoring Alameda County District 3 Boards, Commissions, and Committees.

Alameda County District 3 Boards, Commissions, and Committees: Unincorporated Communities Representatives
Alameda County made history this month with the adoption of a Measure W funding framework that will generate $1.8 billion in local general sales tax revenue through 2031, including an unprecedented $1.4 billion dedicated to reducing homelessness. Approved by voters in 2020 and upheld by the courts in April 2025, Measure W is a 10-year, half-cent general sales tax that provides critical support for addressing the homelessness crisis and maintaining essential county services, particularly in the face of harmful changes to state and federal policy. The measure is guided by the Home Together 2026 Community Plan and was shaped through collaboration with local cities, county agencies, community-based organizations, and individuals with lived experience. In addition to the major investment in homelessness solutions, the Board of Supervisors unanimously approved $260 million for vital county services and created a $170 million prudent reserve fund. Moving forward, continued coordination among local governments will be essential to ensure Measure W fulfills its promise to protect the health and safety of Alameda County’s most vulnerable residents. I am deeply grateful to all the stakeholders who worked with me and county staff in pursuit of this shared vision for a more resilient and thriving community.

San Lorenzo: Lorenzo Theater Groundbreaking
Join us for the groundbreaking of the Lorenzo Theater! Renovations coming soon! In September 2025, Phase II of the fire rehabilitation project will begin. This phase includes interior reconstruction, restoration of the historic black-light murals, and preservation of the theater’s iconic façade features, such as the marquee, tower, and ticket booth. Construction is anticipated to be completed by December 2026.

The Alameda City Attorney’s Office has received the 2025 American Bar Association’s Hodson Award, a national honor recognizing one public-sector law office each year for outstanding performance and service. The award highlights the Office’s commitment to justice, innovation, and public safety, particularly its efforts to preserve affordable housing. The ABA praised the Office for protecting 50 families from displacement at Barnhill Marina in 2021 by extending rent control protections to floating homes. The Alameda City Attorney’s Office handles civil litigation and provides expert legal counsel to the City, driven by a mission to serve the community with excellence and integrity. On July 26, 2025 the City of Alameda will begin construction on accessibility improvements at the Harbor Bay Ferry Terminal parking lot. The project will relocate accessible parking spaces closer to the terminal building and add a van-accessible space.
Approximately 25 parking spaces are expected to be closed from July 31 to August 1, 2025 for construction. During weekday closures, the City will temporarily lift time limits and street sweeping restrictions on Adelphian Way, from Mecartney Road to Sweet Way. All other parking restrictions will remain in effect.
Work will include removing and replacing concrete, asphalt, signs, and striping. Users can expect some pathway closures with detours, as well as a minor increase in noise. The project is expected to be completed by August 23, 2025.

This project helps fulfill the City's Americans with Disabilities Act (ADA) Self Evaluation and Transition Plan, which you can learn about on the Making Alameda Accessible webpage.
The City is continuing to work toward launching improved security and paid parking at ferry terminals. In May 2025, a new security guard began service at the Harbor Bay Ferry Terminal, and pay stations were installed but not yet activated. Paid parking is expected to launch at Harbor Bay this fall, after construction is complete. Seaplane Lagoon is scheduled to follow in the fall or winter, along with enhanced security.
In addition to offsetting security costs, paid parking aims to free up spaces for later ferry riders and encourage biking, walking, or transit use. Both ferry terminal lots are now frequently full or overflowing, highlighting the need for better parking management.
Paid parking will be in effect on Tuesdays, Wednesdays, and Thursdays, the busiest days. The rate will be $3 per day, with payment available via app, text, or pay station. More information will be shared closer to launch.

AC Transit will implement a new bus service network starting on August 10, 2025 with several changes to Alameda service.
AC Transit Line 21 will be renamed/replaced by Line 31, which will continue to serve the Harbor Bay Ferry Terminal. Your ride is free with a Clipper transfer to the ferry!

AC-OCAP is currently accepting membership applications for CDBG Oakland Districts 4 and 6, as well as two Alameda County Community seats.
Members of the AC-OCAP Administering Board are responsible for planning, developing, and implementing the local Community Action Plan aimed at alleviating poverty and promoting institutional change to help low-income residents achieve self-sufficiency in Oakland and Alameda County (excluding the City of Berkeley). AC-OCAP’s priority focus areas include family self-sufficiency, entrepreneurship, job training and placement, low-income housing, community economic development, supportive services, civic engagement, advocacy, and capacity building.
The Board meets on the second Monday of each month at 5:30 PM at Oakland City Hall. Community board members are eligible for reimbursement of participation-related expenses, including childcare and transportation.

Community-Led Traffic Safety (CLTS) is a permitted program that lets community members help to make their streets safer, developed in response to community advocacy given limited City resources. This three-year pilot program launches in July 2025, but our work doesn’t end there. The OakDOT team will continue to learn and adjust as we work with applicants. If your business is located in the City of Oakland, even if it’s based in your home, you will need a Zoning Clearance Permit to approve the business activity in your proposed neighborhood. If you are changing location or ownership of an existing business, you will also need a Zoning Clearance. Please note you will need a separate Zoning Clearance for each location where your business plans to operate.
On July 11, 2025, more than 3,000 people came together to celebrate love, equality, and inclusion at the second annual San Leandro Pride Celebration! The event featured fabulous drag performances on the main stage, live music, dancing, vendors, delicious food, a pup strut and costume contest, and booths from local community outreach organizations.

The City of San Leandro is updating its Local Hazard Mitigation Plan (LHMP) to strengthen infrastructure and reduce risks from hazards like floods, wildfires, severe storms, and cyberattacks. An up-to-date LHMP helps the city qualify for State and federal grants and outlines strategies to reduce local threats.
Residents are invited to take a short survey—13 questions, taking 5–10 minutes—to share concerns and priorities. The survey is open from July 10 to August 8, 2025. Please share the survey with neighbors and community members. For more information, please visit here.
April 2, 2025, Alameda County, CA—Following years of community advocacy, the United States Postal Service (USPS) recently changed a 60-year-old naming convention impacting nearly 29,000 mailing addresses in Alameda County’s urban unincorporated communities. Residents of Ashland, Cherryland, Hayward Acres, Fairview, San Lorenzo, and Castro Valley will now see their unincorporated community name accurately reflected as the default “Place Name” on USPS.com. A “Place Name” (also called a “Preferred Last Line”) is the "City, State" line in a USPS mailing address.
This significant change, driven by the Eden Area Livability Initiative and championed by Supervisor Nate Miley of District 4 and Supervisor Lena Tam of District 3, is an important step toward addressing longstanding community identity issues in unincorporated Alameda County. When ZIP Codes were first established in the 1960s, many unincorporated communities were assigned USPS address Place Names and ZIP Codes associated with larger neighboring cities for convenience (i.e. Hayward and San Leandro). In September 2023, the Alameda County Board of Supervisors unanimously approved a formal request to USPS to officially recognize Alameda County’s urban unincorporated communities as USPS Place Names. USPS implemented these changes in March 2025, and Ashland, Cherryland, Fairview, Castro Valley, San Lorenzo, and Hayward Acres are now the official mailing address Place Names for their respective urban unincorporated Alameda County communities.
“This is a major milestone for our unincorporated communities,” said Supervisor Nate Miley. For decades, residents have faced confusion about where to get services – do I call the police, or do I call the Sheriff? Do I get a book from the city library or the county library? It clears up issues of identity – what community do I live in, is it in a city or unincorporated area - and what does that mean? Not to mention the impact of data collection by ZIP Code due to incorrect Place Names in their USPS addresses. This change is easy because residents and businesses don’t have to change their ZIP Code, it stays the same, no change-of –address is needed. You can use your old Place Name if you want to. And over time, Google Maps and others business that use USPS data to populate their databases will pick up the correct community names too. Its a win-win!”
What This Means for Residents

Correct Place Names on Mail: Residents in the affected communities will now see their unincorporated community name in official mailing addresses on USPS.com. Mail using the old Place Name will still get delivered, see Flexibility in Usage, below.

No Change to ZIP Codes: ZIP Codes in the County’s unincorporated communities remain the same, ensuring uninterrupted mail service.

Flexibility in Usage: While the new Place Names are the official default on USPS.com, USPS will continue to deliver mail addressed with the previous Place Name as long as the correct ZIP Code and street address are used.

No Impact on Essential Services: School districts, tax rates, and public safety services in the unincorporated communities remain unchanged.
Integration into Other Address Systems
While USPS is the official source for mailing address data, agencies and private companies acquire address data updates through a variety of sources, including through third-party address vendors and services. Due to the decentralized nature of address data in a digital world, it will take some time before these USPS Place Name address changes are universally reflected in mapping applications, address verification systems, and elsewhere outside the USPS databases. Residents may notice inconsistencies across various platforms until these decentralized systems are fully updated, but this will not impact mail delivery as long as residents continue to use the correct street address and ZIP Code.
Community Engagement & Feedback
The County conducted extensive community outreach prior to requesting this change. The outreach process, conducted by the Alameda County Community Development Agency, included a public survey and eight public meetings, ensuring that residents had the opportunity to weigh in before any decisions were made. The Board of Supervisors carefully considered the community’s input before approving the request to USPS.
To inform residents of the changes to USPS Place Names, Alameda County is launching a multimedia outreach campaign in early April that will include mailers to impacted addresses, social media posts, billboards, grassroots outreach via community-based organizations, and more.
Next Steps for Residents
Residents may begin using their unincorporated community name on their mail immediately. While there is no requirement to update address labels or notify service providers, residents who wish to align their records with the new Place Name can do so at their convenience. Residents may notice that their new Place Names are not yet reflected in all address verification systems; the County urges patience as decentralized address systems are updated to reflect this correction to unincorporated-area addresses.

- Installation of an underground full trash capture device on Via Arriba. A press release was sent on 3/17/2025, and a public notice was mailed to adjacent property owners on 3/18/2025.

California’s Summer EBT program, known as SUN Bucks, is returning in 2025. This food program provides families $40 per month for food in June, July, and August ($120 total) when children do not have access to school meals.
Most children who qualify for free or reduced-price school meals through a school meal application or Universal Benefits Application, or get CalFresh, CalWORKs, and/or Medi-Cal, are automatically enrolled. Children in foster care, experiencing homelessness, attending Head Start, and/or are considered a runaway are also categorically eligible and are automatically enrolled. Some children may need to sign up. Participating in SUN Bucks does not affect a family’s immigration status. Visit our FAQs page for more information.
For cardholder assistance, the SUN Bucks helpline is available at (877) 328-9677. The helpline provides automated support 24 hours a day, seven days per week. Discover & Go is a program provided by your library that offers free and low-cost passes for museums, science centers, zoos, theatres, and other cultural destinations. You must meet your library's minimum age requirement and live within your library's service area to use the Discover & Go Service.
Log in with your library card credentials and browse for passes by date or attractions. Make your reservation and print or download your pass shortly before your visit. You can have two active reservations per library card. If you reserve a pass and do not use it or cancel the reservation, the unused pass will count towards your limit. Remember that once you print or download your pass you cannot cancel your reservation. Pass is non-transferable. Valid ID is required.

Illegal dumping is a widespread crisis impacting communities across the Bay Area—urban, suburban, and rural alike. Addressing this growing issue requires strong coordination among jurisdictions and a unified regional approach. For over a decade, Alameda County has led efforts to combat illegal dumping, including organizing a monthly task force and hosting the Statewide Conference on Illegal Dumping (IDCon). The upcoming regional convening marks a significant step in advancing these efforts, providing an opportunity for local and regional leaders to collaborate, exchange strategies, and work together to develop lasting, effective solutions to this pressing problem.

The Alameda County Public Health Department (ACPHD) has launched an innovative program to address violence through a public health lens. Led by the Office of Violence Prevention, the program targets hate-related violence, firearms, intimate partner violence, and youth suicide. It focuses on identifying root causes, supporting intervention efforts, and shifting community narratives. Nearly $5.7 million in funding will be distributed to community-based organizations to support violence prevention programs, youth suicide prevention, and the wellbeing of violence intervention workers. Realign Service Changes Coming August 10
AC Transit is updating its service to better reflect how the East Bay travels today. The new bus network will launch on August 10, 2025. Most bus lines across the AC Transit service area will be affected. Changes may include updated routes, schedules, frequency, hours of operation, or line replacements.
To help riders navigate the new network, AC Transit has published a Service Change Chart detailing updates for each line, including any replacements. Riders are encouraged to visit the AC Transit website to learn more about how these changes may affect their regular bus lines.
