Supervisor's Message

d2 letterhead

Dear Community Partner,

As we transition into Spring, the “seeds of change” are coming into full bloom - making Alameda County District 2 a vibrant place to call home.

No better place to witness this beautiful transformation than with our young people.

This April, I was honored to be part of the Raising Leaders Class of 2025’s Graduation at the Hayward Adult School.

Raising Leaders Graduation 2025

Photo caption: Thank you to all the teachers, partners, and especially Alameda County Women’s Hall of Fame Inductee Ms. Davida Scott and Alameda County Chief Probation Officer Brian Ford, for continuing to cultivate a more inclusive community and resilient generation.

Last month, the Alameda County Board of Supervisors approved over $3.8 million to provide the next generation of Raising Leaders students with educational workshops and paid internship opportunities!

Raising Leaders at the March 25 BOS Meeting

This included a $150,000+ grant from the District 2 Office – a foundational partner and advocate for the program’s youth!

Raising Leaders has also played a critical role in preventing St. Rose Hospital from closure and ensuring its essential health care safety-net services remain accessible for over 400,000 patients living in Southern Alameda County.

Hearts of Hayward with Amaya Family

Photo caption: The Amaya family’s story was featured in the San Francisco Chronicle in an article entitled, “Yes, it’s possible to save a struggling community hospital. Here’s how it was done at St. Rose in Hayward” by Eden Health District CEO, Mark Friedman.

Last week, I presented the 2025 “Hearts of Hayward” - Alameda County Supervisor’s Award to Maria Amaya, Raising Leaders Teacher on Special Assignment, and her daughter Alicia, for sharing their family’s powerful St. Rose Hospital story with the California Department of Justice and media last year to call the public’s attention to the hospital’s life-saving care.

When emergencies strike, St. Rose Hospital is here to provide access to quality, affordable health care for all. Please join me in spreading the word that patients can be seen by a provider in 30 minutes or less. Trust your heart with the best!

St. Rose Subacute Unit

Photo caption: In 2023, I dedicated $300,000 from the District 2 Office’s “Vision 2026” fund to support the conversion of St. Rose Hospital’s third floor medical/surgical unit to a 29-bed sub-acute unit to bridge the gap between acute hospital care, skilled nursing, and home-based recovery, providing a seamless transition for patients requiring a high level of care.

As I reflect upon my second anniversary on the Alameda County Board of Supervisors, I am filled with gratitude for our community, hope for the future, and an even firmer belief that together, we are better.

St. Rose Ribbon Cutting

Photo caption: District 2’s regional coalition was recently featured in the Tri-City Voice: “Hope restored for St. Rose Hospital.”

Standing alongside with patients, healthcare workers, advocates, and regional leaders, we celebrated this month with a ribbon-cutting ceremony for St. Rose Hospital’s affiliation Alameda Health System whose mission is “Caring, Healing, Teaching, Serving All.”

I look forward to planting more “seeds of change” with you and the residents of District 2!

Rosales Sisters Scholarship Ceremony

Photo caption: It is more important than ever to support first generation and immigrant students’ education and economic opportunity, and why I am proud to be an “Impact Maker” for the Rosales Sisters’ Scholarship 5th Annual Gala!

Transforming Housing Policy Through Community-Driven Solutions (Thursday, May 15 - Virtual)

Transforming Housing Workshop

Too often, housing policies are developed without meaningful input from the communities they impact most—exacerbating inequities and limiting the effectiveness of policy solutions. The Policy Fund, a core initiative of the Partnership for the Bay’s Future (PBF), is changing that by fostering deep collaboration between local government and community-based organizations to co-create policies that protect renters, prevent displacement, and expand access to affordable housing.

  • Date: Thursday, May 15
  • Time: 12pm
  • Location: Virtual. RSVP here

This virtual panel will explore how the Policy Fund’s approach has helped pass 14 equity-centered housing policies across the Bay Area by ensuring community leadership is at the heart of the policymaking process. Panelists will share insights on best practices for government-community collaboration, common challenges in developing and implementing housing policies, and strategies for ensuring policies reflect the needs and priorities of those most impacted by the housing crisis.

Panelists:

  • Moderator: Ella Zimbalist, SFF/PBF
  • Hannah Tinsley, Housing Authority of the County of Contra Costa
  • Joseph Villarreal, Housing Authority of the County of Contra Costa
