Dear District 3 Community,

March has been a month filled with milestones, recognition, and a deep commitment to honoring women and their contributions to our communities. As we observe Women's History Month, we reflect on the achievements of women who have shaped our world, both past and present. March marks new beginnings with the arrival of spring, Daylight Saving Time, and the celebration of Nowruz (Iranian or Persian New Year), all symbolizing renewal and fresh starts. We encourage you to take a moment to read through the entire newsletter, which contains important information on City of Oakland Special Municipal Election, key highlights from District 3 cities and unincorporated communities, immigration information, public health updates, housing resources, grants, scholarships, free tax preparation, upcoming events, and much more.

This month, we are proud to announce a significant achievement for the Alameda County Board of Supervisors, as for the first time, the majority of the Board is comprised of women: Supervisor Elisa Márquez, Supervisor Nikki Fortunato Bas, and myself. I also want to highlight the many women who serve as leaders, directors, and organizers throughout Alameda County, as reflected in the Alameda County Government organization chart here.

Thank you to County Administrator Susan S. Muranishi and her team for organizing the 2025 Alameda County Women's Hall of Fame. This event celebrates outstanding women for their professional and volunteer contributions to Alameda County and its residents, recognizing the lasting impact these women have made in shaping our community. The event will take place on April 26, 2025, and will also honor six student scholarship recipients from the Mary V. King/Wilma Chan Youth Scholarship Fund.

I am truly humbled and honored to be recognized at the 16th Annual Powerful Women of the Bay Awards Luncheon in celebration of Women’s History Month. It was a privilege to stand alongside so many extraordinary women who have made significant contributions to their communities. I extend my heartfelt gratitude to everyone who helped organize this inspiring event and to the fellow honorees for their tireless dedication and impactful work.

This year’s impressive honorees are Cassandra James, Supervisor  Solano County, District 1, Renee Roberts, Visit Oakland, Supervisor  Shanelle Scales-Preston, Contra Costa County,  Jess Smith, President of the Golden State Valkyries, Tracye Mingo, Regional Vice President of Technical Operations Comcast, Lillian Samuel, CEO Big Brothers, Big Sisters of the Bay Area, Alameda County Board of Supervisors, Lena Tam,  Attorney Kim Thompson, Esq,  Robin Washington,  President & COFO  Salesforce, Chef Rene Johnson, Blackberry Soul winner of the Dr. C. Diane Howell Entrepreneur Award. 

This event highlights women who are committed to educating, empowering, and connecting others in business, leadership, and community roles. Past honorees have included entrepreneurs, corporate executives, community leaders, and civic figures whose sacrifices have greatly enriched the lives of others.

In honor of Women's History Month, Alameda County President/District 1 Supervisor David Haubert and I hosted The Power of Her: A Women's Leadership Luncheon to celebrate and thank Alameda County's women elected officials, leaders, and staff for their exceptional work and leadership. It was an inspiring and impactful event, featuring a panel of distinguished speakers: NBC Bay Area anchor and Emmy Award-winning journalist Jessica Aguirre, Cal State East Bay President Cathy A. Sandeen, and Brookfield Residential Director Emily Boyd.

On a personal note, I want to take a moment to highlight the incredible women on my team—six out of seven of my staff members are women. Many of us juggle multiple roles, from granddaughter to daughter, mother, grandmother, sister, aunt, caregiver, and more, all while working diligently to serve our community. Their dedication and hard work continue to inspire the interns we have had the privilege of mentoring in the past. In addition to this, in partnership with East Bay Rental Housing Association (EBRHA), we recently hosted a Coffee with Supervisor Tam event, which saw a great turnout with nearly 30 community members in attendance. This event provided an opportunity for residents to connect, share ideas, and discuss important local issues.

We remain committed to building partnerships and driving progress that empowers women and honors their contributions, both locally and beyond. Stay tuned for more events and resources as we continue to work together for positive change.

Alameda County Transportation Commission: Oakland Alameda Access Project

Alameda County Transportation Commission Oakland Alameda Access Project

The I-880 Oakland Alameda Access Project (formerly called the I-880 Broadway-Jackson Project) proposes to improve connectivity between I-880, I-980 and the cities of Oakland and Alameda.

Alameda CTC, the project sponsor, and Caltrans, the lead for California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) requirements, are working in partnership with the cities of Oakland and Alameda to plan, identify and analyze potential freeway access and local roadway improvements between I-880, I-980 and the Posey/Webster Tubes connecting the two cities. The project is being coordinated with multiple corridor planning efforts and local and regional developments including but not limited to the Downtown Oakland Specific Plan to make sure that any multimodal improvements identified will not conflict with future plans within the corridor.

These proposed improvements will provide direct travel routes for motorists traveling to or from the freeway to their desired location. The project will reduce freeway-bound traffic within heavily populated pedestrian neighborhoods like Chinatown and construct safe and accessible bicycle and pedestrian facilities that will provide improved connectivity for all modes between Downtown Oakland, Chinatown, the Jack London District and Alameda.

City of Oakland: Interim Mayor Kevin Jenkins Appoints Deputy Mayors to Advance Public Safety and Cleaner Communities Initiative

The City of Oakland Interim Mayor Kevin Jenkins has appointed LaNiece Jones and Burt Jones (no relation) as Deputy Mayors to lead short-term initiatives aimed at cleaner and safer communities. With the upcoming budget cycle demanding his focus, Mayor Jenkins expressed gratitude for their leadership. LaNiece, an experienced community advocate and public policy strategist, has worked with the California Legislative Black Caucus and Mayor Jenkins’ office. Burt, a West Oakland native, has a background in youth development and social justice, with leadership roles in government and nonprofits. As Deputy Mayors, they will engage with stakeholders and spearhead projects to improve Oakland’s neighborhoods.

Due: Applications for the Public Safety Planning and Oversight Commission will be reviewed on a rolling basis, with priority for those applying by Monday, March 24, 2025.

The city of Oakland is accepting applications for the Public Safety Planning and Oversight Commission, which will monitor how Measure NN tax funds are spent and create community violence reduction plans. Measure NN, approved by voters, extends a property and parking tax to fund police, fire, and violence prevention services for nine years. The five-member commission replaces the Public Safety and Services Oversight Commission and reviews Measure NN's impact. Commissioners must reflect Oakland’s diversity and include experts in areas like criminal justice, public health, and law enforcement. Applications are accepted on a rolling basis, with priority for those applying by March 24.

The Alameda County Public Works Agency (ACPWA) is responsible for the management and operations of infrastructure including streets, bridges, flood control facilities, pump stations, and stormwater conveyance infrastructure.

With the exception of Flood Control services that are provided throughout the County, ACPWA primarily serves the unincorporated areas of Alameda County.

  • Installation of an underground full trash capture device on Via Arriba. A press release was sent on 3/17/2025, and a public notice was mailed to adjacent property owners on 3/18/2025.

Resurfacing Projects:

Recognizing Serena Chen

Serena Chen

Congratulations to Serena Chen, our Senior Policy Advisor, on being recognized as one of the 50th Anniversary Asian Health Services Champion honorees!

Serena Chen is a longtime community and public health advocate in Alameda County. She began organizing in high school and later co-founded community action groups in Oakland Chinatown while at UC Berkeley. She helped establish Asian Health Services and advocated for affordable housing and cultural resources in Chinatown. With a master’s in social welfare, she worked in mental health services before transitioning to journalism, reporting on Asian American issues for KTVU and East West Chinese American News.

Chen later joined Alameda County’s Tobacco Control Program, where she spent 23 years advancing smoke-free policies and earned the Jefferson Award for her work. She has consulted on alcohol and cannabis policy and served on advisory boards for state health initiatives. Currently, she is a senior policy advisor for Supervisor Lena Tam, focusing on health and social services. She also plays a key role in the Asian Pacific American Democratic Caucus of Alameda County.

This Women’s History Month, we honor Serena Chen for her lifelong dedication to public health, advocacy, and community empowerment.

Measles in the U.S.

As of March 13, 2025, over 300 confirmed measles cases have been reported across 15 jurisdictions in the U.S., surpassing the total number of cases in all of 2024. For more information, please visit:

Plan for Travel

Measles remains common in other countries! Two doses of the MMR vaccine are recommended for all international travelers over 12 months of age, at least two weeks before travel. Infants aged 6-11 months can receive one dose before traveling.

Measles, also known as rubeola, is a highly contagious illness caused by a virus. It begins with a fever that worsens over several days, accompanied by cough, runny nose, and watery, red eyes. After a few days, a rash develops and can last up to a week, after which it resolves on its own. However, some people may experience more severe cases of measles, leading to complications such as diarrhea, middle ear infections, pneumonia (lung infection), or encephalitis (brain infection).

Measles during pregnancy can cause early labor, miscarriage, and low birth weight infants. In people with AIDS or weakened immune systems, measles can be particularly severe. In the U.S., 2 out of 1,000 people who contract measles may die from complications such as pneumonia or encephalitis.

Measles can be prevented through vaccination. Before the vaccine was available, there were over 3 million cases of measles annually in the U.S., resulting in 500 deaths. The current MMR vaccine (measles, mumps, and rubella) is highly effective, protecting not only the individual but also the surrounding community, including babies under 12 months who are too young to be vaccinated.

Clinicians are requested to:

  • Consider and suspect measles in patients with a rash and fever ≥101°F (38.3°C), regardless of travel history.
  • Report suspected measles cases immediately while the patient is still in the office to the ACPHD Acute Communicable Disease Section at (510) 267-3250. After hours, call (925) 422-7595 and request the Public Health On-call Duty Officer. CALL, DO NOT FAX.

Settlement Agreement Enhances Safety, Reduces Noise, And Mitigates Pollution During Oakland Airport Terminal Modernization And Development Project

Port of Oakland

A Settlement Agreement addressing community concerns over Oakland Airport's Terminal Modernization Project has been approved by the Alameda City Council, CLASS, and the Port of Oakland. After months of negotiations, the agreement responds to feedback regarding noise, air pollution, safety, and traffic issues. The project involves demolishing Terminal 1 and constructing a modern terminal with 16 new gates, without increasing flight numbers or changing runways. CLASS, representing 3,000 households, played a key role in negotiations. The agreement includes over 20 terms to mitigate impacts, such as improved noise management, traffic control, and air quality monitoring.

“I became a CASA volunteer because I remember how lonely and frightening foster care was. When you're a CASA, you can tell a child that you'll always be there for them.” Court Appointed Special Advocates (CASA) pairs volunteers with foster youth in Alameda County. After receiving free training, volunteers become skilled advocates, often the only stable adult in a child’s life. Despite the need, only 25% of eligible youth receive support. CASA was founded by a judge who wanted dedicated volunteers to advocate for children’s needs. ACCASA aims to increase support and diversify its volunteer base. Consider making a difference—volunteer with CASA today.

The Byrne State Crisis Intervention Program (Byrne SCIP) provides federal funding to support state gun crisis intervention court proceedings and related programs or initiatives. These include, but are not limited to, extreme risk protection order (ERPO) programs, which aim to keep firearms out of the hands of individuals who pose a threat to themselves or others, as well as mental health courts, drug courts, and veterans’ treatment courts.

Byrne SCIP is authorized by the Bipartisan Safer Communities Supplemental Appropriations Act, 2022 (Pub. L. No. 117-159, 136 Stat. 1313, 1339) and 28 U.S.C. 530C.

The goal of the BSCC’s Byrne SCIP program is to reduce gun violence in California through a multifaceted approach. This includes supporting local jurisdictions in improving firearms relinquishment procedures and enhancing collaborative court programs that address behavioral health issues, particularly for individuals at higher risk of gun violence. BSCC will implement this plan through two sets of subawards:

  • Subawards to units of local government – The BSCC will release a Request for Proposals (RFP) to units of local government.
  • Subawards to the Judicial Council of California (JCC) – The JCC will administer the court-related aspects of the Byrne SCIP grant.

Tax services are available by appointment only—no exceptions. Tax filers must present all required tax documents at the time of the appointment. Beginning May 7, 2025, the U.S. Department of Homeland Security will require a valid passport or other federally approved document, like a REAL ID driver’s license or identification card, to board flights within the United States and access secure federal facilities.

To apply for a REAL ID, Californians should visit REALID.dmv.ca.gov, fill out the online application, and upload their documents. Applicants must then visit a DMV office and bring their uploaded documents to complete the application. Customers need to provide the following:

  • Proof of identity – One original or certified document (e.g., valid passport, birth certificate). A legal name change document(s) is required if the name on the proof of identity is different from the name on other documents (e.g., marriage certificate, adoption papers).
  • Proofs of California residency – Two paper copies of documents (e.g., utility bill, bank statement).
  • Social Security number (exceptions may apply).

Anthem Blue Cross (Anthem) is making grant funding available to community-based organizations (CBO’s) in Anthem’s current Medi-Cal Counties in California to address food insecurity.

Anthem is making a minimum of $400,000 in 2025 available under this program. Anthem is anticipating making awards to at least 40 organizations in the amount of $10,000 per organization through this RFP. Organizations are allowed to submit proposals for up to $10,000 per proposal.

Local Government Micro Enterprise Home Kitchen Operations Assistance Program (AB 178 Grants)

In June 2023, the State of California allocated funds under Assembly Bill AB 178 – Budget Act of 2022, to support local health departments and city code enforcement in managing Micro Enterprise Home Kitchen Operations (MEHKOs) and other in-home retail food services. This program, established by AB 626 (2018), is administered by the CCDEH under the California Workforce Development Board (WDB).

A total of $391,800 is available to city code enforcement agencies to reimburse unrecovered expenses incurred for enforcing California MEHKO laws or related state and local regulations. The funds will be distributed on a reimbursement basis until depleted. 

Eligible applicants must document unrecovered expenses from June 7, 2023, to May 31, 2025, using records such as worksheets, timecards, or financial reports. Each jurisdiction can receive up to $20,000. The WDB or CCDEH may require a financial review to verify eligibility, with the cost covered by the awardee.

  • One scholarship per applicant per calendar year.
  • Scholarships are primarily for youth, as funds allow.
