I am excited to announce that the District 2 Office, in partnership the City of Hayward, Eden Health District, and Alameda Health System, collectively advanced over $15 million in local funds that will receive a federal match resulting in over $30 million for St. Rose Hospital! This includes $1 million from District 2’s discretionary funds to support ongoing efforts to support and revitalize southern Alameda County’s only safety-net hospital and emergency room.

This month we also hosted the first Alameda County Together For All / “ACT” Ad-Hoc Committee meeting on February 6th to discuss the expected impacts of the current federal administration’s policies and budgetary actions, including taking action to address the immediate needs of immigrant and refugee communities. I am proud to partner with ACT Committee Chair Supervisor Fortunato Bas to ensure Alameda County is not only a welcoming county, but also a prepared and proactive county when it comes to defending our values and services for residents.

As a result of our joint action, the Board of Supervisors approved a one-time funding proposal for emergency immigrant and refugee services (item 27.1) that is scheduled to return to the Board for final approval on March 11th. This action also authorizes $1.3 million in one-time funding to expand the Public Defender’s Immigration Unit, also recommended by the Public Protection Committee last December.

Additionally, I awarded a $50,000 grant to support the relaunch the Alameda County Immigration Legal and Education Partnership (ACILEP) rapid response hotline, and other emergency services for immigrant communities.

"I decided to become a CASA [aka volunteer] because I clearly remember how lonely and frightening it was to be in foster care…When you become a CASA, you can tell a kid that you are going to always be by their side.” CASA Volunteer
There are currently 1,100 youth ages 0-21 in the Alameda County child welfare system. Alameda County CASA (ACCASA) pairs volunteers 1:1 with youth in foster care. After comprehensive, free training to become skilled advocates for children, often a CASA is the only stable and reliable adult in a child’s life. Currently, ACCASA can only support 25% of those eligible.
CASA was the idea of a juvenile dependency court judge who realized he was responsible for making life-altering decisions for children that he knew almost nothing about. The lawyers and social workers were working with very large caseloads. The judge considered; what if there was an individual, a volunteer, appointed by the court, who was familiar with the key components of a child’s life? Where they live, do they see their parent(s), how they’re doing in school, what the CHILD wants, what they need (physically, emotionally, educationally)?
ACCASA hopes to increase the percentage of children with an advocate and commits to diversifying its volunteer base to better reflect the communities served. CASA advocates serve foster youth in numerous ways and often have a lot of fun in the process. If you have the time and the heart for serving local youth, please consider applying to be a CASA volunteer.

Each year judicial officers of the Superior Court are responsible for presenting the names of civic-minded county residents to serve on the Alameda County Civil Grand Jury. The jury’s primary responsibility is to examine and report on the operations of local government agencies and to investigate citizen complaints, acting as the public’s watchdog.
The court seeks a pool of at least 30 nominees – six from each Alameda County Supervisorial District. Ultimately, 19 jurors will be selected randomly from this pool to be impaneled as the Alameda County Civil Grand Jury for 2025-2026.
Prospective jurors can complete the application online. Participation on the Civil Grand Jury is a significant commitment requiring at least two meetings via Zoom per week for one year on Wednesday and Thursday mornings. Applicants must also be able to use Microsoft Teams and Zoom, and significant writing of reports will be required of each applicant.
Nominations are accepted throughout the year; however, the present focus is to build a Grand Jury for this fiscal year beginning July 1, 2025. Nominations should be submitted no later than April 15, 2025.
 District 2 appointments are available to those who live or work in Hayward (incorporated), Union City, Newark, and portions of Fremont (Ardenwood, Bayside, Canyon Heights/Vallejo Mills/Niles Crest, East Industrial, Lakes & Birds, Northgate, and Warm Springs).

The Commission shall oversee the implementation of general policies for the Registrar of Voters and shall periodically report back to the Board of Supervisors regarding the proper administration of general practices of the Registrar of Voters as it pertains to administration of elections in the County.
