Happy holidays from Team Tam! As we wrap up the year, I am filled with gratitude for the opportunity to connect with so many of you in the community. It has been a year of growth, progress, and collaboration, and I am proud of all that we have accomplished together. From working on important local initiatives to celebrating milestones, your support and engagement have made all the difference. As we look ahead to the new year, I am excited for the continued progress we will make, and I look forward to sharing even more accomplishments with you in the months to come. Wishing you all a joyful holiday season and a bright start to the new year!

In 2024, my team and I made tremendous progress in advancing the well-being of Alameda County residents and strengthening our communities. Together, we secured $13 million for the Alameda Wellness Campus and facilitated Homekey funding for projects like the Lewelling Interim Housing to provide permanent supportive housing for vulnerable families. We prioritized public safety with initiatives like the Sideshow Ordinance, which drastically reduced sideshows in unincorporated areas, and we championed housing stability by ending the county’s eviction moratorium in alignment with the state and implementing a Tenant Protection Ordinance. I am especially proud of our investments in youth programming, such as funding TRYBE to revitalize San Antonio Park, and our work to ensure food security through partnerships with the Alameda County Food Bank. Transparency and accountability remained a focus with the establishment of the Sheriff’s Oversight Committee, and we continued Supervisor Wilma Chan’s legacy programs like Recipe for Health and Dig Deep Farms. Key policy advancements this year included moving forward with the Beekeeping and Street Vending Ordinances and collaborating on data disaggregation efforts to address health disparities in underserved communities.
We also took meaningful steps to improve communication and engagement across District 3. This included drafting a Language Ordinance, gathering data on translation and interpretation services, and working with Asian Health Services to ensure inclusivity. A particularly productive meeting with Chinese for Affirmative Action (CAA) focused on combating disinformation on social media platforms, emphasizing the need for community education, regulatory accountability, and targeted outreach to vulnerable groups. My team’s robust social media and newsletter efforts resulted in over 1,770 posts reaching over 62,000 residents. Additionally, we resolved more than 100 constituent cases, managed over 60 Board and Commission appointments, and maintained consistent outreach through multilingual newsletters and meeting reminders. By addressing housing, public safety, mental health, and community needs, we ensured a year of measurable progress and meaningful impact for District 3, laying the groundwork for even greater achievements in the year ahead.

The City of Alameda has earned the Prohousing Designation from the state Department of Housing and Community Development, allowing the city to access more funding for housing efforts. The city joins Healdsburg, Mountain View, and Petaluma as the latest Bay Area municipalities to receive this distinction. The designation grants exclusive access to funding and extra points for competitive housing and infrastructure grants, recognizing local leaders' commitment to increasing housing production and reducing barriers. The ARTSFUND Grant Program supports Alameda County nonprofit arts and cultural organizations that offer programs in dance, music, theater, visual arts, literature, media arts, and cultural events. Grant awards range from $2,000 to $3,000. Eligible organizations must primarily serve Alameda County residents through in-person or virtual arts programming. Background: The Community Assistance Grant Program (CAP) provides financial support to nonprofits that offer social services to low-income members of the San Leandro community. CAP is funded through the City of San Leandro general fund ($320,000) and Community Development Block Grants (CDBG) (estimated at $120,000). CDBG is funded by the U.S. Department of Housing and Urban Development (HUD).
NOFA: The City of San Leandro’s biennial (two-year) competitive funding process for CAP will distribute an estimated $440,000 in grant funding ($320,000 from the general fund and an estimated $120,000 in CDBG) for Fiscal Years 2025-2026 and 2026-2027.
Eligible Activities: Eligible programs help improve the lives of San Leandro residents, including but not limited to:
- Severe/High-Level Mental and Behavioral Health Needs
- Family and Youth Services
- Domestic and Intimate Partner Violence Services
- Job Development, Income Support and Employment Services
- Homelessness and housing insecurity support
- Navigation to mental health and substance abuse services, social services, and basic needs resources
- Rental assistance
- Health Care with wrap-around support
- Childcare programs and services
- Food services

The East Bay Community Foundation (EBCF) is proud to launch the Oakland Small Business Resiliency Fund, a grant program supporting diverse small businesses with a physical presence in Oakland. The fund will provide a one-time infusion of grant capital to help Oakland small businesses enhance their resilience, recover from economic and community safety challenges, and build their capacity and readiness to access other forms of capital and investment. In June 2023, the State of California allocated funds under Assembly Bill AB 178 – Budget Act of 2022, to support local health departments and city code enforcement in managing Micro Enterprise Home Kitchen Operations (MEHKOs) and other in-home retail food services. This program, established by AB 626 (2018), is administered by the CCDEH under the California Workforce Development Board (WDB).
A total of $391,800 is available to city code enforcement agencies to reimburse unrecovered expenses incurred for enforcing California MEHKO laws or related state and local regulations. The funds will be distributed on a reimbursement basis until depleted.
Eligible applicants must document unrecovered expenses from June 7, 2023, to May 31, 2025, using records such as worksheets, timecards, or financial reports. Each jurisdiction can receive up to $20,000. The WDB or CCDEH may require a financial review to verify eligibility, with the cost covered by the awardee.
