Alameda County Public Works Agency Updates

Alameda County Public Works Agency Updates

The Alameda County Public Works Agency (ACPWA) is responsible for the management and operations of infrastructure including streets, bridges, flood control facilities, pump stations, and stormwater conveyance infrastructure.

With the exception of Flood Control services that are provided throughout the County, ACPWA primarily serves the unincorporated areas of Alameda County.

The Alameda County Public Works Agency encourages residents to sign up for an account through the Mobile Citizen App to track inquiries and follow up on the status of the reported concerns. It is highly recommended that residents report their concerns online or through the mobile app before contacting individual staff members.

Sidewalk Improvement/Road Improvement Projects Under Construction:

  • West Sunset Boulevard (from Royal Avenue to Garden Avenue)
  • Garden Avenue (from West Sunset Boulevard to Bartlett Avenue)

Project Currently Under Design:

  • W Sunset Blvd Sidewalk Improvements, between Hesperian Blvd and Royal Avenue
  • FY 2025 Pavement Rehabilitation Projects

Planned Within the Next 5 Years:

  • Bartlett Avenue Sidewalk Improvements, between Hesperian Boulevard and Garden Avenue

The projects are expected to start in early to mid-August 2024. Ahead of the work, the contractor will issue a 72-hour notice for no parking along the affected roadways. Please be aware that this schedule may be subject to change due to severe weather conditions.

Leaf Vacuum Program:

The Alameda County Public Works Agency does not begin the leaf vacuum program until the second week of November. This service is only for removing leaves that have fallen into the street, not for leaves raked from residential yards. We ask that residents use their green waste bins to dispose of leaves from their yards and avoid piling them in the street. Any leaves or other green waste debris raked from private property into the public right-of-way will not be collected. Public Works does not offer on-demand leaf removal.

Alameda County Public Works Agency begins leaf pickup in San Lorenzo the second week of November, after the trees have shed most of their leaves. Staff is scheduled to start leaf pickup on Friday, November 15, 2024. Please inform residents that stockpiled leaves will not be collected. Leaves should be placed in green waste containers, not piled on the street.

AC Transit Safety Survey: Help Us Understand Your Rider Experience

AC Transit is conducting a safety survey to better understand rider experiences and address any unsafe events encountered on its network, which serves Alameda and Contra Costa Counties. This effort is part of a statewide initiative under Senate Bill 434 (SB 434), requiring public transit agencies to gather and share data on harassment. The survey, available in English, Spanish, and Chinese, ensures diverse voices are heard, and all responses will remain private and confidential. Participants will also have the opportunity to win one of 40 $100 VISA Cash Cards upon completion. Thank you for helping us improve safety for all AC Transit riders!

This is a reminder that the first installment of the 2024-25 Secured Property Tax is due on Tuesday, December 10, 2024, and becomes delinquent after 5:00 PM. A 10% penalty will be assessed on delinquent payments.

For information about your property tax, including payment status, how to submit a payment via eCheck or credit card, or answers to frequently asked questions, visit the Alameda County Tax Collector's webpage or contact us by phone at (510) 272-6800. The Office of State Assemblymember Mia Bonta is excited to share updates on Proposition 1 funding opportunities. California voters approved Proposition 1 in March 2024, which includes the Behavioral Health Infrastructure Bond Act of 2024 (BHIBA). With $4.4 billion allocated for the Behavioral Health Continuum Infrastructure Program (BHCIP), Round 1: "Launch Ready" is now open, prioritizing projects that expand community-based behavioral health services. Applications are due by Friday, December 13, 2024, and a mandatory pre-application consultation must occur by Thursday, November 14, 2024. Additionally, the HomeKey+ program will release $2.2 billion in November 2024 for permanent supportive housing, with half reserved for veterans. City of San Leandro Community Assistance Program (CAP) Notice of Funding Availability (NOFA)

Background: The Community Assistance Grant Program (CAP) provides financial support to nonprofits that offer social services to low-income members of the San Leandro community. CAP is funded through the City of San Leandro general fund ($320,000) and Community Development Block Grants (CDBG) (estimated at $120,000). CDBG is funded by the U.S. Department of Housing and Urban Development (HUD).

NOFA: The City of San Leandro’s biennial (two-year) competitive funding process for CAP will distribute an estimated $440,000 in grant funding ($320,000 from the general fund and an estimated $120,000 in CDBG) for Fiscal Years 2025-2026 and 2026-2027.

Eligible Activities: Eligible programs help improve the lives of San Leandro residents, including but not limited to:

  • Severe/High-Level Mental and Behavioral Health Needs
  • Family and Youth Services
  • Domestic and Intimate Partner Violence Services
  • Job Development, Income Support and Employment Services
  • Homelessness and housing insecurity support
  • Navigation to mental health and substance abuse services, social services, and basic needs resources

The ARTSFUND Grant Program supports Alameda County nonprofit arts and cultural organizations that offer programs in dance, music, theater, visual arts, literature, media arts, and cultural events. Grant awards range from $2,000 to $3,000. Eligible organizations must primarily serve Alameda County residents through in-person or virtual arts programming. The East Bay Community Foundation (EBCF) is proud to launch the Oakland Small Business Resiliency Fund, a grant program supporting diverse small businesses with a physical presence in Oakland. The fund will provide a one-time infusion of grant capital to help Oakland small businesses enhance their resilience, recover from economic and community safety challenges, and build their capacity and readiness to access other forms of capital and investment. Local Government Micro Enterprise Home Kitchen Operations Assistance Program (AB 178 Grants)

In June 2023, the State of California allocated funds under Assembly Bill AB 178 – Budget Act of 2022, to support local health departments and city code enforcement in managing Micro Enterprise Home Kitchen Operations (MEHKOs) and other in-home retail food services. This program, established by AB 626 (2018), is administered by the CCDEH under the California Workforce Development Board (WDB).

A total of $391,800 is available to city code enforcement agencies to reimburse unrecovered expenses incurred for enforcing California MEHKO laws or related state and local regulations. The funds will be distributed on a reimbursement basis until depleted. 

Eligible applicants must document unrecovered expenses from June 7, 2023, to May 31, 2025, using records such as worksheets, timecards, or financial reports. Each jurisdiction can receive up to $20,000. The WDB or CCDEH may require a financial review to verify eligibility, with the cost covered by the awardee.
