Dear District 3 Community,

Happy Halloween! With the crisp autumn air settling in, it is the perfect time to embrace the season’s festivities. Halloween invites us all to dive into the magic of costumes, trick-or-treating, and all things spooky, sparking fun and creativity in kids and adults alike! As you celebrate, remember to stay safe, keep an eye on your surroundings, and enjoy the hauntingly delightful spirit of the season.

This month, Team Tam has been actively engaging with the community throughout October. The Alameda County Board of Supervisors proclaimed Hispanic and Latinx Heritage Month, Filipino American History Month, National Arts and Humanities Month, National Cybersecurity Awareness Month, Jimmy Carter Week, Domestic Violence Awareness Month, National Depression Screening Day, Code Enforcement Officer Appreciation Week, Veterans Day, and other important observances. Our team participated in a variety of events, including the AC Transit Zero Emission Bus University, Alameda County Emergency Preparedness Day, Alameda Pride, Argent Materials, San Francisco Bay Oakland International Airport Latino Heritage Month Vámonos Juntos, the United Nations East Bay Chapter's 58th Annual Flag Raising Ceremony, First 5 Alameda County State of Early Care and Education Policy Breakfast, San Leandro Unified School District State of the District, EBALDC Oakland Chinatown TOD Senior Housing Groundbreaking, Great ShakeOut Earthquake Drills, San Lorenzo Hayward Acres Mobilized (SLHAM) Youth Leadership Academy, Meet and Greet with the Office of Supervisor Lena Tam in San Lorenzo, Covenant House Groundbreaking Ceremony, a discussion on the Protect Black Women and Girls Act, FirstPres Hayward’s Community Conversation on Homelessness, San Lorenzo Halloween Parade and Games, and BRAVE East Bay. As November approaches, we embrace National Native American Heritage Month, honoring the rich history, culture, and contributions of Native Americans and recognizing their essential role in our shared heritage. November also brings the joy of Diwali on November 1, a celebration of light over darkness observed by millions in Hindu, Sikh, and Jain communities. Día de los Muertos, observed on November 1-2, is a vibrant Mexican tradition honoring loved ones who have passed, marked by colorful altars and festive gatherings. As Daylight Saving Time ends on November 3, enjoy an extra hour to rest as the evenings grow cozier. Election Day on November 5 is an opportunity for civic engagement, so review your voter guide and make your voice heard. For more information, please check out the election information here.

Veterans Day follows on November 11, honoring those who served in the U.S. Armed Forces. Lastly, Thanksgiving on November 28 brings families together in gratitude, centered on festive meals and time with loved ones. May this season fill your days with joy, connection, and reflection. Please remember to stay safe and healthy, and follow county health guidelines.

Alameda County Proclaimed Hispanic Latinx Heritage Month

The County of Alameda has proclaimed September 15 to October 15, 2024, as Hispanic/Latinx Heritage Month, celebrating the invaluable contributions of these communities to our social, cultural, and economic life. Their diverse traditions and histories enrich our community's identity. Join us in honoring the achievements of Hispanic and Latinx residents who uplift our workforce and foster unity in Alameda County!


Alameda County Proclaimed Filipino American History Month

2024.10.08 AC BOS Filipino American History Month

The County of Alameda Board of Supervisors has proclaimed October 2024 as Filipino American History Month, recognizing the resilience, solidarity, and rich history of the Filipino American community. This month honors their contributions to American society, from the United Farm Workers movement to the fight for equality and representation. Let’s celebrate and acknowledge the history and legacy of Filipino Americans in Alameda County and beyond! 

In addition, the County honors UC Berkeley’s Pilipinx Academic Student Services (PASS) for their commitment to providing opportunities for underrepresented Filipinx students in higher education and impacting the community at large.


Alameda County Proclaimed National Depression Screening Day

2024.10.08 AC BOS National Depression Screening Day

The County of Alameda Board of Supervisors has proclaimed October 10, 2024, as National Depression Screening Day to bring awareness to the importance of mental health care.

According to the State of Mental Health in the United States 2024:

  • 23% of adults experienced a mental illness in the past year.
  • 5% of adults and 13% of youth reported serious thoughts of suicide.
  • The U.S. saw the highest number of deaths by suicide in 2022.
  • 1 in 5 youth had a major depressive episode last year, and more than half didn't receive treatment.

Mental health struggles are often kept in the shadows, especially in some communities. For example, Asian Americans are 50% less likely to seek help due to cultural stigma. It is time to break the silence. You are not alone.

Alameda County Proclaimed Domestic Violence Awareness Month

2024.10.22 AC BOS Domestic Violence Awareness Month

The County of Alameda Board of Supervisors proclaimed October 2024 as Domestic Violence Awareness Month, recognizing the critical work of the Alameda County District Attorney's Office and the Alameda County Family Justice Center in supporting survivors. Together, we stand against domestic violence and for a safer, more supportive community.


Alameda County Proclaimed Veterans Day

2024.10.22 AC BOS Veterans Day

The County of Alameda Board of Supervisors proclaimed November 11, 2024, as Veterans Day, honoring the sacrifices and service of over 46,900 veterans in our community. This year's theme, “A Legacy of Loyalty and Service,” highlights their continued contributions. Join us in displaying green lights from November 4-11 to show your support for veterans.


AC Transit Zero Emission Bus University (ZEBU)

2024.10.03 AC Transit Zero Emission Bus University (ZEBU)

AC Transit has launched the nation’s first Zero Emission Bus University (ZEBU) in partnership with Chabot College, giving apprentices the opportunity to earn college credits while receiving hands-on training in zero-emission transit. With $40.5 million in Lo-No grants, AC Transit is transforming their facility into a state-of-the-art ZEBU training center and expanding our zero-emission bus fleet. Thank you to the Federal Transit Administration (FTA) and Deputy Administrator Veronica Vanterpool for celebrating this milestone with us!

My team had an amazing time attending the third annual Alameda Pride as we celebrate LGBTQ+ History Month this October! It is so important to come together to honor the history, achievements, and contributions of the LGBTQ+ community. Let's continue to foster inclusion, support, and love for all!


First 5 Alameda County 2024 State of Early Care and Education Policy Breakfast

It was a pleasure to attend the 2024 State of Early Care and Education Policy Breakfast, co-hosted by First 5 Alameda County and the Local Planning Council. We discussed the critical challenges facing early childhood education and the importance of equitable access to quality care. Looking forward to collaborating with key stakeholders to support our youngest learners and their families!


San Leandro Unified School District

State of the District

2024.10.16 San Leandro Unified School District State of the District

San Leandro Unified School District held its State of the District event at the newly opened gymnasium, celebrating the future of local schools! With Measure J approved, $174 million will fund key upgrades, including a new student union, workforce housing for teachers, and improved transitional kindergarten facilities. These improvements are designed to support students and staff for years to come!


EBALDC Oakland Chinatown TOD Senior Housing Groundbreaking

2024.10.17 EBALDC Oakland Chinatown TOD Senior Housing Groundbreaking

Thank you to the East Bay Asian Local Development Corporation (EBALDC), Bay Area Rapid Transit, and dedicated community organizations and leaders, Oakland Chinatown is making a major step forward with the groundbreaking of the Oakland Chinatown Transit-Oriented Development Senior Housing, bringing 97 affordable senior homes to the Lake Merritt BART Station site! New renderings showcase a community-centered vision with public spaces, enhanced transit access, and affordable housing, including 44 homes dedicated to seniors at risk of homelessness. For many at the ceremony, the proposed renaming to Oakland Chinatown BART Station represents a step toward healing past harms and honoring the resilience and vibrant future of Oakland’s Chinese community.

Meet and Greet with Office of Supervisor Tam

We hosted a successful Meet and Greet with the Office of Supervisor Lena Tam at Frodo Joe's Coffee & Tea in San Lorenzo! We had a great turnout and want to extend our thanks to the Alameda County Sheriff's Office, Frodo Joe's Coffee & Tea, San Lorenzo Village Homes Association, My Eden Voice, and all the others who attended. It was wonderful to connect and listen to the community. If you missed the event, feel free to reach out to our office for any questions or concerns.


Covenant House Groundbreaking Ceremony

2024.10.24 Covenant House Groundbreaking Ceremony

My staff attended the Groundbreaking Ceremony at Covenant House Oakland, celebrating 20 new beds for youth ages 18-24 who are experiencing homelessness or are at risk of human trafficking. The event was filled with support, including leaders from Congresswoman Barbara Lee’s office, Oakland Mayor Sheng Thao, and Oakland City Council President Nikki Fortunato Bas. Thank you, Covenant House, for providing a safe space, meeting basic needs, and offering essential services that make a real difference in these young people's lives!


San Lorenzo Halloween Parade and Games

We had a great time at the San Lorenzo Halloween Parade and Games! The festivities were perfect for all ages, featuring a lively parade filled with creative costumes and fun games for the whole family. It was a fantastic way to celebrate the season and make unforgettable memories with friends and neighbors. Already looking forward to next year!

Oakland Coliseum BART Station: Next Generation Fare Gates

BART

New Fare Gates Systemwide by End of 2025 

As a part of BART’s Safe and Clean plan to reimagine the rider experience and boost safety, we are replacing more than 700 fare gates systemwide. 

BART has already successfully installed new fare gates at seven stations including at West Oakland, Oakland International Airport, and Fruitvale stations in Alameda County. 

Benefits of the New Accessible Fare Gates 

BART will replace all fare gates at the Coliseum Station starting on October 22, 2024. During the projected 10-day installation, riders will enter and exit through temporary fare gates.

  • Taller swing barrier gates to deter fare evasion and improve safety
  • Sensors to detect wheelchair users and those with luggage, strollers, or bikes
  • LED lighting to assist visually impaired riders 

Please allow for extra time to enter and exit from the station. We expect minimal neighborhood noise impacts. 

Project Outreach & Information 

BART will conduct community outreach with local stakeholders before the start of construction.

California Highway Patrol (CHP) Updates

CHP Hayward Updates:

The CHP Hayward office has actively prioritized school zone safety, with the Special Enforcement Unit patrolling these zones to enhance protection for students and pedestrians. In 2024, the area experienced three vehicle-versus-pedestrian fatalities on Mission Blvd, Hesperian Blvd, and Lewelling Blvd, all within unincorporated areas. To address incidents where drivers fled the scene, CHP Hayward leveraged Flock cameras and their felony follow-up team, successfully resolving these cases. Alongside enforcement, the office engages in community events and educational programs on pedestrian safety. Regarding homelessness, CHP Hayward is collaborating with Caltrans to clear freeway encampments at I-880 (Thornton Ave, Tennyson, and the I-238 Interchange) while ensuring resources are available to the individuals affected. Once cleared, Caltrans will enhance the area with landscaping. Additionally, highway violence incidents have dropped significantly, with two freeway shootings in 2024, both resolved within 48 hours. Gun recoveries have increased from 53 in 2023 to 70 in 2024 year-to-date, reflecting the office’s commitment to safety. CHP Oakland Updates:

CHP Oakland has ramped up enforcement efforts this year, adding 12 officers to the Safe Streets initiative, another 12 officers through the Crime Suppression Team from the Golden Gate Division, and deploying an additional 30-40 officers during specific nights for their Surge Operation. These initiatives have led to a noticeable increase in gun and stolen vehicle recoveries, enhancing overall public safety in Oakland. This intensified presence has had a positive impact, with community members reporting a greater sense of security and well-being due to the expanded CHP Oakland patrols.

Alameda County Community Development Agency’s Economic & Civic Development Department (ECD) provides economic development services to the unincorporated areas of Alameda County, including San Lorenzo, Ashland, Cherryland, Castro Valley, Hayward Acres, Sunol, and East County. Current ECD activities in San Lorenzo and Hayward Acres include:

  • Rehabilitation of the Lorenzo Theater, including façade improvements to the marquee, tower, and ticket booth. 
  • A Strategic Plan to assess the area’s economic activities, including demographic, workforce, and industry/employment analysis, real property and opportunity site assessment, downtown and corridor revitalization case studies, and implementation tools such as financing mechanisms and potential policy improvements. 
  • A Façade Improvement Program offering forgivable loans of $40,000 and $80,000 for exterior improvements to commercial storefronts. 
  • Small Business Training and support in partnership with the Castro Valley/Eden Area Chamber of Commerce, East Bay Small Business Development Center, Mandela Partners, and the Eden United Church of Christ, offering individual business coaching, and assistance with permitting, licensing, and financing for entrepreneurs and small business owners. 
  • Installation of banners along Hesperian Blvd in partnership with the Alameda County Arts Commission. 
  • A Wayfinding Signage Program to install directional signage along the commercial corridor, guiding visitors to key County facilities, public assets, and transportation. 
  • Design and implementation of the San Lorenzo Fire Station in partnership with the Alameda County Fire Department. 
  • Funding for the Hayward Acres Family Resource Center, supporting services and resources for the community, including family resources, health services, and job assistance.

Mobile Food Facilities (MFF) Overview

Mobile Food Facilities (MFF) and Compact Mobile Food Operations (CMFO) require an Alameda County Department of Environmental Health (ACDEH) permit to operate. All MFF’s and CMFO’s are inspected by ACDEH to ensure compliance with the California Health and Safety Code (CALCODE).  Apply for a permit by following the instructions on this webpage.  The CALCODE requirements for a MFF or CMFO permit depend on the food menu and level of food handling risk the operation proposes.  A summary of food handling risks is described at the link provided here.  Click here for more information.

Leaf Vacuum Program:

The Alameda County Public Works Agency does not begin the leaf vacuum program until the second week of November. This service is only for removing leaves that have fallen into the street, not for leaves raked from residential yards. We ask that residents use their green waste bins to dispose of leaves from their yards and avoid piling them in the street. Any leaves or other green waste debris raked from private property into the public right-of-way will not be collected. Public Works does not offer on-demand leaf removal.

Round 3 is now open for the Alameda County Housing Provider Small Grant Recovery Program, a new small business grant program in response to, and recovery from, the public health emergency and negative economic impacts of the COVID-19 pandemic with a larger possible award amount. The program was authorized by the Alameda County Board of Supervisors when it appropriated $970,000 of American Rescue Plan Act (ARPA) funds for pandemic response. Small housing providers operating units in the Unincorporated County may be eligible for grants of $10,000 with no use restrictions and no expectation of grant repayment. The program’s goal is to address the loss of revenue to rental housing providers in the unincorporated county. Payments will be made directly to rental housing businesses or sole proprietors who demonstrate ownership of the property. Note that funds are limited and everyone who applies is not guaranteed to receive funding. If the funding requests for all grant applications exceed available funding levels, grants will be awarded by lottery. Also, property management companies are not eligible for payment.

Local Government Micro Enterprise Home Kitchen Operations Assistance Program (AB 178 Grants)

In June 2023, the State of California allocated funds under Assembly Bill AB 178 – Budget Act of 2022, to support local health departments and city code enforcement in managing Micro Enterprise Home Kitchen Operations (MEHKOs) and other in-home retail food services. This program, established by AB 626 (2018), is administered by the CCDEH under the California Workforce Development Board (WDB).

A total of $391,800 is available to city code enforcement agencies to reimburse unrecovered expenses incurred for enforcing California MEHKO laws or related state and local regulations. The funds will be distributed on a reimbursement basis until depleted. 

Eligible applicants must document unrecovered expenses from June 7, 2023, to May 31, 2025, using records such as worksheets, timecards, or financial reports. Each jurisdiction can receive up to $20,000. The WDB or CCDEH may require a financial review to verify eligibility, with the cost covered by the awardee.
