Dear District 3 Community,
The Board of Supervisors began its recess on August 8, 2024, and reconvened on September 16, 2024. During this time, my team and I were dedicated to participating in numerous community events and connecting with constituents across all cities in District 3. As you will see in this newsletter, my staff is not just attending meetings; we are wholeheartedly engaging with our community throughout Oakland, Alameda, San Leandro, San Lorenzo, and Hayward Acres. We believe in being present and accessible, ensuring that we connect with community members face-to-face. I am excited to share that soon you will have the opportunity to meet the dedicated members of the Alameda County District 3 Boards, Commissions, and Committees at various upcoming events. I invite you to take a moment to review the events we attended throughout September 2024.
I am excited to announce my investment in the Central Kitchen and Food Security Hub for Alameda County. This funding will support Community Kitchens in expanding their central kitchen and enhancing food security initiatives. With this investment, we will strengthen programs like street meal outreach, mobile grocery distribution, and culinary workforce development. Together, we can break the cycle of intergenerational poverty in a sustainable and innovative way.
As we enter October, we celebrate Hispanic and Latino Heritage Month, honoring the rich cultural tapestry and invaluable contributions of Hispanic and Latino communities. Throughout this month, we embrace the diverse traditions, languages, music, and art that enrich this multifaceted heritage. We proudly supported the grand opening of the Alameda County Latina Chamber of Commerce, which is committed to empowering Latina entrepreneurs through mentoring, networking, and enhancing business certifications and leadership opportunities. We look forward to their transformative impact on the business landscape for Latinas in our community.
October also marks Filipino Heritage Month, a time to honor the rich history, culture, and contributions of Filipino Americans. This month promotes awareness and appreciation of Filipino heritage. Join us at Alameda's First Filipino Festival: Filipino Island Fest for more information in the newsletter. Additionally, October is recognized as LGBTQ+ History Month, celebrating the achievements and contributions of the LGBTQ+ community throughout history. This observance encourages education about LGBTQ+ rights, ongoing struggles for equality, and the importance of inclusivity and acceptance. October is Breast Cancer Awareness Month, which focuses on raising awareness about breast cancer and promoting early detection and treatment options. We also observe Domestic Violence Awareness Month, dedicated to raising awareness about domestic violence, supporting survivors, and advocating for prevention and intervention.
We recognize Indigenous Peoples' Day, which celebrates the history, culture, and contributions of Indigenous peoples while acknowledging the injustices they have faced. We also acknowledge World Mental Health Day, aimed at raising awareness of mental health issues and promoting mental well-being worldwide. Lastly, let’s not forget Halloween, a fun occasion for dressing up in costumes, trick-or-treating, and enjoying various spooky activities. Asian Pacific Islander Community Collaborative (APICC) Meeting
The Asian Pacific Islander Community Collaborative (APICC) and 30+ nonprofit AANHPI providers recently met with Alameda County Health. Launched by Supervisor Keith Carson’s office, this initiative aims to improve access to local government and strengthen coalitions focused on AANHPI community needs. This meeting, following the May 18, 2023 discussion on violence, seeks to offer resources and support for crime victims, fostering solidarity among all communities.

It was an honor to host Mayor San-Cheng Chang 張善政 and his team from Taoyuan, Taiwan, one of Alameda County’s Sister Cities, as we explored Alameda County General Services Agency’s leadership in our efforts to achieve California’s carbon neutrality goal by 2024. Under the guidance of my office at the Alameda County Administration Building, the ten-person delegation engaged with representatives from the East Bay Economic Development Alliance and the Oakland Chinatown Improvement Council. Later that day, they toured Tesla’s factory in Fremont and the Port of Oakland, deepening their connection with our community.
Taoyuan shares a similar goal of reaching net-zero emissions by 2050, and Mayor Chang noted the parallels between our initiatives. Karen Cook, Sustainability Project Manager, presented on the Climate Action Plan for Government Services and Operations Through 2026, covering its development, implementation, and key projects like water heater replacement, equipment reuse, and the Compost for Agriculture pilot program. An interpreter assisted the delegation, who were also provided with an executive summary of the plan in Traditional Chinese.
Since signing a sister county agreement in 1998, Taoyuan has evolved from a county to a municipality with a population of about 2.3 million and has been recognized for its sustainability initiatives in air quality and flood preparedness. It is inspiring to see our shared commitment to a sustainable future.

It was a joy to celebrate the Unity Council's 60th Anniversary Gala, honoring their commitment to fostering education, empowering local businesses, and building a stronger Fruitvale! A heartfelt thank you to the Unity Council founder Arabella Martinez, for her inspiring vision, and to the CEO, Chris Iglesias, for his leadership—here’s to many more years of progress together! For years, District 3 and these dedicated organizations have been working hard to drive impactful change in Alameda County’s unincorporated communities. Through leadership development, civic engagement, and funding for crucial projects—like environmental justice, housing security, language access, and the new Family Resource Center in Hayward Acres set to open this fall—we remain committed to building a brighter future for all.

My team toured the George A. Posey Tube, the first underwater automobile tunnel in the western U.S., completed in 1928 under the Oakland Estuary, connecting Oakland and Alameda. This innovative structure resolved major transportation issues, with portals showcasing stunning Art Deco design!

As we head into respiratory virus season, please review the strategies below for staying healthy.
- The CDC recommends that EVERYONE ages 6 months and older get a dose of the 2024-2025 COVID-19 vaccine at least 2 months after their last dose. Novavax is only authorized for persons 12+. The vaccines have been updated to better match currently circulating variants.
- Most persons who have never been vaccinated only need one dose of Pfizer/Moderna COVID-19 vaccine or 2 doses of Novavax to be considered up-to-date.
- Children 6 months to 4 years of age who have never been vaccinated are still recommended to get either 2 or 3 doses COVID-19 vaccine.
- COVID-19 poses the greatest risk for severe disease to those over 65 years of age and persons with certain health issues, including pregnancy. But, anyone who gets COVID-19 can develop long COVID.
- Everyone ages 6 months and older should get an influenza (flu) vaccine every year. Children 8 years and younger need two doses the first year they get the flu vaccine. Older adults, young children, pregnant persons and persons with chronic medical conditions are at higher risk for severe influenza disease.
- One dose of RSV vaccine is now recommended for all adults ages 75 and older and adults 60-74 with certain medical conditions. Also, persons who are between 32 and 36 weeks of pregnancy during September through January are recommended to get a dose to protect their baby from RSV disease. One dose of RSV antibodies is also available for certain babies/toddlers under 19 months of age. Older adults, babies/toddlers, and persons with chronic medical conditions are at higher risk for severe RSV disease.
- If you have insurance, including Medi-Cal, please contact your healthcare provider or pharmacy about vaccinations. Starting in October, ACPHD will offer flu and COVID-19 vaccines to persons without insurance and whose insurance does not provide cost-free coverage. Important Notice About Changes in Your Oro Loma Sanitary District Waste Management Bill
Oro Loma has made changes to how solid waste services are billed. Instead of having some residents pay for recycling services through their Waste Management (WM) bill and others through their property tax bill (shown as “AB 939 Recycling”), all recycling charges will now be included on the WM bill.
This change started on July 1, 2024, and is intended to make billing clearer and more consistent for everyone.

Background: Oro Loma has made changes to how solid waste services are billed. - What is the billing change that has taken place?
The billing for recycling and organics services has shifted from being charged on the property tax roll to direct billing by Waste Management (WM), starting on July 1, 2024.
- Why was this change made?
This change was made to improve transparency and fairness. By billing directly through WM, you can clearly see the costs for solid waste collection services, which aligns with other parts of Oro Loma and nearby cities.
- Why is the September bill higher than usual?
The September bill includes charges for the “Monthly Recycle” for July, August, September, October, and November. There’s also an annual solid waste rate increase of 2.74% that took effect on September 1.
- What services are included in the “Monthly Recycle” charge?
The charge covers both recycling and organics collection services, which are required under California Senate Bill (SB 1383). It also includes Oro Loma’s “District SB 1383 Fee” which is used to cover SB 1383 requirements, such as the purchase of the new carts.
- Is the “Monthly Recycle” charge new?
No, the charge isn’t new. Customers were either billed on their property tax bill or billed by WM. Now all customers are billed by WM.
- How was the “Monthly Recycle” charge previously billed?
It used to appear as “AB 939 Recycling” on the property tax bill.
- How will I be billed for it now?
It’s now billed on your WM invoice and appears as “Monthly Recycle” on the bill.
- Can the “Monthly Recycle” charge be removed or waived for any reason, such as vacancy?
No, the charge cannot be removed or waived, even if the property is vacant or exempt from trash collection.
- How much is the charge and how is it calculated on my invoice?
The charge is based on the number of units on the property. For example, a single family home is considered 1 unit, a duplex is 2 units, and an apartment building with 10 apartments is 10 units. The per-unit charge for single-family homes is $7.48, and for multi-family properties, it’s $7.18.
Examples:
- A single-family home billed quarterly: 1 unit × $7.48 × 3 months = $22.44
- A multi-family property with 12 apartments, billed monthly: 12 units × $7.18 = $86.16 for one month.
- What about the back bill on WM invoices?
The back bill on the August and September invoices is due to the transition from property tax billing to WM’s billing cycle.
For monthly billed customers, the “Monthly Recycle” charge will appear on the August 2024 invoice with a one-month back bill for July. The back bill is listed as “Billing Debit JUL PI EFF.”
For quarterly billed customers, the “Monthly Recycle” charge will appear on the September 2024 invoice with a two-month back bill for July and August. The back bill is listed as “Billing Debit JUL PI EFF” and “Billing Debit AUG PI EFF.”
Please note: the “Billing Debit” charges will not be on any future WM bills

Mobile Food Facilities (MFF) and Compact Mobile Food Operations (CMFO) require an Alameda County Department of Environmental Health (ACDEH) permit to operate. All MFF’s and CMFO’s are inspected by ACDEH to ensure compliance with the California Health and Safety Code (CALCODE). Apply for a permit by following the instructions on this webpage. The CALCODE requirements for a MFF or CMFO permit depend on the food menu and level of food handling risk the operation proposes. Board of Supervisors Adopts Environmental Justice Element for Unincorporated Alameda County
We are pleased to announce that on August 8, 2024, the Alameda County Board of Supervisors voted unanimously to adopt the Environmental Justice (EJ) Element of the Alameda County General Plan, consistent with the requirements of Senate Bill 1000.
The EJ Element was developed in deep collaboration with residents, community based organizations, and partner agencies. It outlines policies and actions to improve health, wellness, and equity in the "EJ Priority Communities" of unincorporated Alameda County. Please visit our project website to learn more.
We are grateful to all who participated in the EJ Element development process, and we invite you to stay connected with us via this listserv as we move into the implementation phase. Our next steps include:
- Fall 2024: Finalize and publish EJ Element; translate final EJ Element into Spanish; produce a summary of the EJ Element for translation into other languages
- Fall 2024: Convene County agencies and engage residents and other partners to begin implementation
- Summer 2025: Deliver first annual EJ Element implementation progress report to the Board Unincorporated Services Committee, the Planning Commission, the Eden Area MAC, and the Castro Valley MAC

City of Alameda Awarded $16 Million Federal Grant

The U.S. Department of Transportation announced more than $1 billion in grants, including an award of $16 million to the City of Alameda to enhance safety along the Lincoln Avenue/Marshall Way/Pacific Avenue corridor. The funding, provided through the Safe Streets for All (SS4A) program established by the Biden-Harris Administration’s Bipartisan Infrastructure Law, will construct improvements aimed at reducing traffic-related injuries and deaths.
“We are incredibly grateful to the Biden-Harris Administration for this significant investment in our community’s safety,” stated City Manager Jennifer Ott. “This grant will enable us to construct critical safety improvements on one of Alameda’s most vulnerable roadways.”
The Lincoln/Marshall/Pacific Corridor Improvement Project spans three miles of streets from Alameda Point to the east end. The project includes a range of safety enhancements, such as a road diet, a roundabout at Lincoln Avenue/Fifth Street/Marshall Way, pedestrian and bicycle signals, modernized traffic signals, improved crosswalks and bus stops, school frontage improvements, stormwater gardens, street trees, disabled and loading zone parking, and improved lighting.
The total project cost is estimated at $20 million. Design work is expected to continue through 2025, with construction anticipated to commence in 2026 and be completed in 2027.
Immediate action is occurring on Lincoln Avenue at Walnut Street with the installation of flashing beacons and increased intersection visibility. Work to date has been funded by Measure BB, which is administered by the Alameda County Transportation Commission, and Developer Impact Fees.
“Through new funding programs like Safe Streets and Roads for All, the Biden-Harris Administration is helping communities of all sizes make their roadways safer for everyone who uses them,” said U.S. Transportation Secretary Pete Buttigieg.

EBMUD’s New Residential Non-Payment Policy
EBMUD is introducing a new Residential Non-Payment Policy, effective October 1, 2024, addressing single-family residential customers who are over 93 days overdue on their water bills and unresponsive to collection efforts. The policy includes two main enforcement actions: property tax liens for homeowners and water flow restrictors for renters. Flow restrictors will reduce water flow to ½ gallon per minute, providing only the minimum necessary for basic needs like drinking, cooking, and sanitation. These measures are a last resort and will only be applied after multiple attempts to collect the unpaid bills.
Once a customer engages with EBMUD and sets up a payment plan, the flow restrictor will be removed, and normal service will be restored within 72 business hours. However, if payments stop again, the flow restrictor may be reinstalled. The initial focus will be on accounts with the most significant overdue balances.
EBMUD emphasizes its commitment to helping customers through its Customer Assistance Program, which offers discounted rates for qualifying customers, payment plans, and extensions. The utility also collaborates with community-based organizations to provide further support.

Affordable Housing: Leasing Applications Available for Madrone Terrace in San Leandro

RCD is pleased to announce that rental pre-applications for Madrone Terrace (16060 E 14th St, San Leandro) will be available on Monday, September 23, 2024 at 9am (PST) through Monday, October 7, 2024 at 5pm (PST).
Madrone Terrace is a new construction development that will create 79 apartments of affordable housing and includes ground floor day care and community center spaces operated by the Hayward Area Recreation & Parks District (HARD), a public entity that operates recreational facilities across a 100 square-mile portion of Alameda County. Twenty (20) apartments are dedicated to serving formerly homeless households with severe mental health needs per the state’s No Place Like Home (NPLH) program. This leasing opportunity is for 58 apartments.
We expect construction to be completed in early 2025.

The property will include a publicly accessible community center, childcare space and open space operated by HARD, multi-purpose community room with a kitchenette and space for community events, laundry rooms, landscaped podium courtyard, and on-site resident services and property management offices.

Hayward Area Recreation and Park District (H.A.R.D.) invites community members to give feedback about the future artwork for Ashland Roots Center, a new community center being built on E. 14th Street in Ashland! The artwork design will be presented on vinyl on the windows of the community center and will be on display for a few years. Five artists created proposals and one artist will be selected! The five artists were chosen by an artist selection panel of community members and HARD staff. We are inviting community members to participate in finding the best artwork for the center. We are specifically looking for feedback from people who live in the Ashland community and who will use the new community center and future park next door. The artist selection panel will review the community’s comments and then recommend one artist to the HARD Board of Directors. The Board of Directors will make the final selection of the artwork for this project. Community member comments are not a vote but your feedback is an important part of the process to find the best artwork for Ashland and the new community center!
About HARD and the Ashland Roots Center
Hayward Area Recreation and Park District (HARD) is an independent special district that provides recreation services in the City of Hayward and in 5 unincorporated communities in Alameda County including the community of Ashland. HARD, in partnership with Resources for Community Development (RCD), a Berkeley-based non-profit housing developer and operator, is constructing a new development project at 16060 East 14th Street in the unincorporated community of Ashland. The Madrone Terrace project includes a 9,400 square foot community-serving recreational space and a 2,700 square foot daycare facility on the ground floor. The upper four floors include 79 units of affordable housing, managed by RCD. Additionally, HARD owns the land immediately north of the development, where it is planning to build a 3.1 acre park within the next two years. There is a significant lack of parks and recreation facilities on a per capita basis in Ashland. With these projects, HARD will expand both indoor and outdoor recreational opportunities for the Ashland community. The new community center is named Ashland Roots Center.

Alameda County Housing Provider Small Grant Recovery Program - Round 3

Round 3 is now open for the Alameda County Housing Provider Small Grant Recovery Program, a new small business grant program in response to, and recovery from, the public health emergency and negative economic impacts of the COVID-19 pandemic with a larger possible award amount. The program was authorized by the Alameda County Board of Supervisors when it appropriated $970,000 of American Rescue Plan Act (ARPA) funds for pandemic response. Small housing providers operating units in the Unincorporated County may be eligible for grants of $10,000 with no use restrictions and no expectation of grant repayment. The program’s goal is to address the loss of revenue to rental housing providers in the unincorporated county. Payments will be made directly to rental housing businesses or sole proprietors who demonstrate ownership of the property. Note that funds are limited and everyone who applies is not guaranteed to receive funding. If the funding requests for all grant applications exceed available funding levels, grants will be awarded by lottery. Also, property management companies are not eligible for payment.

Local Government Micro Enterprise Home Kitchen Operations Assistance Program (AB 178 Grants)

In June 2023, the State of California allocated funds under Assembly Bill AB 178 – Budget Act of 2022, to support local health departments and city code enforcement in managing Micro Enterprise Home Kitchen Operations (MEHKOs) and other in-home retail food services. This program, established by AB 626 (2018), is administered by the CCDEH under the California Workforce Development Board (WDB).
A total of $391,800 is available to city code enforcement agencies to reimburse unrecovered expenses incurred for enforcing California MEHKO laws or related state and local regulations. The funds will be distributed on a reimbursement basis until depleted.
Eligible applicants must document unrecovered expenses from June 7, 2023, to May 31, 2025, using records such as worksheets, timecards, or financial reports. Each jurisdiction can receive up to $20,000. The WDB or CCDEH may require a financial review to verify eligibility, with the cost covered by the awardee.
