“St. Rose Hospital is a critical lifeline to southern Alameda County and Hayward in particular. The question is not how much it costs to keep it open, but rather how much is the cost if we fail to do so.”

– Bishop Jerry W. Macklin, Glad Tidings C.O.G.I.C

Before I became your County Supervisor, it was clear to me that St. Rose Hospital was on the brink of closure within a year, putting more than 400,000 Alameda County residents at-risk of losing critical emergency room, coronary, labor & delivery safety-net services if it were to close.

Bishop Macklin advocating for St. Rose

Longtime Hayward faith leader and past St. Rose Hospital board member, Bishop Jerry W. Macklin of Glad Tidings C.O.G.I.C, giving powerful public comment alongside his son, Pastor Aaron Macklin, at a packed hearing of the California Attorney General’s Office regarding the sale of St. Rose Hospital to Alameda Health System.

Today more than ever, protecting St. Rose Hospital from closure and ensuring the County’s Vision 2026 Goal of “Healthcare For All” is my number one priority.

Elisa advocating for St. Rose

Earlier this month, I partnered with Assemblymember Ortega to convene a press conference outside of St. Rose Hospital with patients, healthcare workers, residents and leaders across District 2 to urge Governor Newsom to provide state debt relief.

Alameda County’s safety-net is our most precious public asset and unbreakable promise to our community.

Despite broad support from our local community and the state legislature, Governor Newsom vetoed this vital piece of legislation (AB 2271) on Sunday, September 22nd.

While the Governor’s decision and overall lack of urgency to preserve southern Alameda County’s only safety-net hospital is unconscionable, I will continue to fight for St. Rose Hospital and its future partnership with Alameda Health System to protect low-income families, seniors, and any patient who needs immediate, life-saving healthcare.

Finally, after nearly four years of community outreach, public presentations, and board deliberations, the Board of Supervisors took an action at our September 17th regular meeting to approve a first reading of an ordinance implementing Assembly Bill 1185, including a County of Alameda Sheriff Oversight Board, Office of Inspector General, and Inspector General as amended from the floor.

I am grateful for my predecessor, the late Supervisor Richard Valle, who was the architect of the Reimagine Adult Justice or “RAJ” initiative that provided the County with a comprehensive blueprint for AB 1185 implementation.

Stay tuned for an upcoming Public Protection Committee special announcement about the next phase of the Reimagine Adult Justice initiative, and thank you again to all the County staff, residents, and community-based organizations who have engaged with this effort and me personally since becoming the Chair of the Public Protection Committee last year.

It is an honor to “Connect, Engage, and Serve” you, your loved ones, and our community.

In Service,

Elisa Signature

Round 3 of the Housing Provider Recovery Small Grant Program

Housing Provider Recovery Small Grants Program Flyer

Round 3 is now open for the Alameda County Housing Provider Small Grant Recovery Program, a new small business grant program in response to, and recovery from, the public health emergency and negative economic impacts of the COVID-19 pandemic with a larger possible award amount. The program was authorized by the Alameda County Board of Supervisors when it appropriated $970,000 of American Rescue Plan Act (ARPA) funds for pandemic response.

Small housing providers operating units in the Unincorporated County may be eligible for grants of $10,000 with no use restrictions and no expectation of grant repayment.

Applications are due by 5 pm on Friday, November 1, 2024 and can be found at: https://form.jotform.com/242477056971162 and information about the program is on HCD’s website at: https://www.achcd.org/landlord-small-grant-program-opens-round-3/. You can also request more information by emailing HCD.Policy.Programs@acgov.org.

The program’s goal is to address the loss of revenue to rental housing providers in the unincorporated county. Payments will be made directly to rental housing businesses or sole proprietors who demonstrate ownership of the property.

Note that funds are limited and everyone who applies is not guaranteed to receive funding. If the funding requests for all grant applications exceeds available funding levels, grants will be awarded by lottery. Also, property management companies are not eligible for payment.
