Dear District 3 Community,
The District 3 team has been actively engaged in our community, and I am excited to share our progress with you in this newsletter. August provided numerous opportunities to celebrate the contributions and diversity within our community. Through solidarity and a commitment to uplifting one another, we ensure inclusivity and opportunity for all.
In this edition, we are excited to highlight the vibrant community events we attended and the key issues addressed by the Board of Supervisors throughout August 2024. This month, we had the pleasure of participating in a variety of events, including the Garfield Neurobehavioral Center Tour, National Night Out, San Leandro Davis Street's 10th Annual Health Fair, the Oakland Alameda Adaptation Committee Informational Workshops, the George Mark Children's House Hummingbird Awards, the Alameda County Community Food Bank Tour, Alameda Family Services' 3rd Annual Fundraiser, the Alameda County Behavioral Health Department Care Fair, Ruby Dean Hatchett's Centennial Birthday, the Spectrum Community Services Luncheon and Fall Prevention Class, Town Nights at Clinton Square Community Center and Park, Oakland Chinatown's 35th StreetFest, and We Run Oakland For Our Children, a 5K Run and Walk for Human Trafficking Awareness. It has been an extraordinary month for the District 3 team, filled with meaningful interactions. In addition to sharing these experiences, we will also highlight the County's ongoing efforts, provide valuable resources and opportunities, and offer information about upcoming events.
One significant topic this month was the recent Bay Area Housing Finance Authority (BAHFA) Board meeting, where the future of Regional Measure 4 (RM 4) was discussed in light of recent legal challenges. The Bay Area Housing for All campaign chairs unanimously recommended withdrawing the $20 billion regional affordable housing bond from the ballot, and the BAHFA Board voted accordingly. While this is a temporary setback, our region remains committed to seeking effective housing solutions.
September is a vibrant month filled with diverse celebrations and observances, beginning with the excitement of a new school year for our youth, returning students, and dedicated school staff. We kick off with Labor Day on September 2nd, honoring the hardworking individuals whose efforts have built and sustained our nation. On September 8th, we’ll celebrate Oakland Pride, recognizing the vital contributions of the LGBTQ+ community. Patriot Day on September 11th serves as a solemn reminder of our nation’s resilience and unity, as we honor those lost during the tragic events of September 11, 2001. Hispanic and Latino Heritage Month begins on September 15th, celebrating the rich cultural contributions of Hispanic and Latino Americans. That same day, Rosh Hashanah marks the Jewish New Year, a time for reflection and renewal. On September 17th, the Mid-Autumn Festival, celebrated in many East Asian cultures, honors family, the harvest, and the full moon. As the month progresses, the Autumn Equinox on September 23rd marks the transition into fall, symbolizing balance and change, while National Voter Registration Day on September 24th highlights the importance of civic engagement. These observances provide us with meaningful opportunities to reflect, celebrate, and come together as a community throughout the month.

My team joined Davis Street's 10th Annual Health Fair in San Leandro! The event offered a wide range of services, including primary care, childcare, a food bank, and disability support. The community enjoyed lunch from firefighters, exciting prizes, a petting zoo, raffles, bikes, and more!

My team attended the Oakland Alameda Adaptation Committee's (OAAC) workshop on adapting our shoreline to safeguard communities. The OAAC hosted three more sessions on infrastructure projects to combat shoreline flooding. Your input is vital—join us to learn and share your perspective on sea level rise!

On behalf of the Alameda County Board of Supervisors, I was honored to present a proclamation to George Mark Children's House (GMCH) for 20 years of dedicated service to children and families. GMCH has provided respite care, grief support, and a nurturing environment, enhancing the quality of life for countless young patients. This year, GMCH also presented its first-ever Hummingbird Awards to those advancing their mission. Among the honorees were Pixar Animation Studios, Artworks Foundry, Serpico Landscaping, and the late Supervisor Wilma Chan, an early champion of GMCH's vital work. Supervisor Chan would be deeply honored by this recognition.

Our team joined the We Run Oakland event, a 5k run/walk supporting vital community efforts against human trafficking. The event brought together community-based organizations to provide resources and education, aiming to protect and support children, families, and our community.

District 3 toured the ACSO Regional Training Center. We extend our gratitude to the instructors and staff for their hospitality and dedication.

Alameda County Health (AC Health) has been awarded an additional $14 million as part of the Bridge Housing and Behavioral Health (BHBH) Program. This latest investment from the State will bolster Alameda County's strategy to support people experiencing homelessness with highly complex behavioral health needs.
The new funding of $14,040,909, combined with the previous Round 1 award of $46,782,359, brings the total BHBH funding for Alameda County to $60,823,268. AC Health’s Behavioral Health Department (ACBHD) and Housing and Homelessness Services program (AC Health H&H) will work together to focus this investment toward three key areas:
- Expanding interim housing capacity with intensive, on-site services to quickly place individuals with high mental health needs.
- Strengthening homelessness prevention efforts for unstably housed individuals by bolstering family and natural support systems.
- Identifying and supporting individuals exiting the criminal justice system to prevent homelessness during critical transition periods.

We are pleased to announce that on August 8, 2024, the Alameda County Board of Supervisors voted unanimously to adopt the Environmental Justice (EJ) Element of the Alameda County General Plan, consistent with the requirements of Senate Bill 1000.
The EJ Element was developed in deep collaboration with residents, community based organizations, and partner agencies. It outlines policies and actions to improve health, wellness, and equity in the "EJ Priority Communities" of unincorporated Alameda County. Please visit our project website to learn more.
We are grateful to all who participated in the EJ Element development process, and we invite you to stay connected with us via this listserv as we move into the implementation phase. Our next steps include:
- Fall 2024: Finalize and publish EJ Element; translate final EJ Element into Spanish; produce a summary of the EJ Element for translation into other languages
- Fall 2024: Convene County agencies and engage residents and other partners to begin implementation
- Summer 2025: Deliver first annual EJ Element implementation progress report to the Board Unincorporated Services Committee, the Planning Commission, the Eden Area MAC, and the Castro Valley MAC

Survey Begins: Thursday, August 1, 2024
In our efforts to inform the five-year plan so that we can effectively allocate Measure C funding, we are seeking input from providers and families to best understand the child care needs in our community. The surveys—which received extensive feedback from multiple early care and education partners and stakeholders—will launch on August 1. Thank you in advance for your support in promoting this effort to gather critical insights and feedback directly from parents and primary caregivers of children under 6.
For the providers' survey, we are conducting a targeted outreach campaign to family child care owners and ECE administrators in partnership with local early care and education (ECE) leadership partners like Alameda County ECE Planning Council, 4C’s Alameda County, BANANAS, Hively, Davis Street, and others.

AC Transit is launching automated camera citations for illegally parked or stopped vehicles at bus stops and transit-only lanes on all bus lines throughout our service area, starting August 7, 2024.
AC Transit has installed cameras with artificial intelligence (AI) hardware and software on 100 buses. The software will help detect and issue citations to any vehicle, including taxis, Uber and Lyft, and delivery trucks, that are stopped or parked at AC Transit bus stops.
During the first 60 days, motorists who violate the bus stop law will receive a warning. Beginning October 7, 2024, these warnings will be replaced with a $110 citation.

The 40th Annual Coastal Cleanup Day is here! Participants are invited to help remove trash and plastic pollution from beaches and waterways throughout the Park District. This is a chance to make a significant environmental impact while earning a Coastal Cleanup patch or sticker. Special prizes will be awarded for the most unusual trash collected. Supplies will be provided in the field—just sign up, show up, and lend a hand. At the end of the event, all collected trash will be gathered by the dedicated Ranger staff.
