Dear District 3 Community,

In this edition, we shine a spotlight on the community events we attended, from the first annual Health4All event at the Fruitvale Transit Village to the San Lorenzo Village Homes Association Earth Day Clean-Up. The District 3 team has been active in the community alongside all of you. I look forward to sharing our progress, highlighting the County’s work, and featuring community events, resources, and opportunities in my newsletter.

District 3 April Events


Health4All

2024.04.18 Health4All

All undocumented immigrants are now eligible for full Medi-Cal coverage in California. To celebrate the final age group becoming eligible (ages 26-49), the community health clinics in the Fruitvale area – La Clínica de La Raza, Inc. and the Native American Health Center – hosted the inaugural Health4All event at the Fruitvale Transit Village on April 18, 2024, featuring California Insurance Commissioner Ricardo Lara. As a State Senator in 2016, Commissioner Lara authored the first bill to extend Medi-Cal coverage to undocumented children aged 0-18. Over the past nine years, additional age groups have been included.

Supervisor Tam joined La Clínica CEO Jane Garcia and Native American Health Center COO Greg Garett to speak to encourage all undocumented immigrants to enroll. She credited the late Alameda County District 3 Supervisor Wilma Chan with being a fierce advocate for healthcare coverage for all residents, including those without documentation.

Immigrant families who are income eligible are encouraged to sign up all of their family members. Full Medi-Cal covers medical care, medicine, specialty care, mental health care, maternity and family planning, emergency care, tests, dental care, vision, hearing aids, and more. Californians can learn more about the Medi-Cal expansion at the Department of Health Care Services’ web page, which provides information in 19 languages.


Honoring the Oakland Unified School District High School Basketball Teams for Winning the California Interscholastic Federation State Championships

2024.04.16 Oakland Basketball Teams

The Alameda County Board of Supervisors honors the Oakland High School Girls Basketball Team for their victory in the 2024 California Interscholastic Federation State Division V Girls Basketball Championship, and the Oakland Tech High School Boys Basketball Team for their triumph in the 2024 California Interscholastic Federation State Division II Boys Basketball Championship. Special thanks to Oakland High School Women’s Basketball Coach Nita Simpson and Oakland Technical High School Men’s Basketball Coach Karega Hart for their support in guiding the teams to advance to higher state tournament brackets and compete against larger and more elite teams. Congratulations to all athletes for their hard work, and to parents, guardians, administrative, academic faculty, and staff for their efforts in supporting the athletes to their state championships.

The County of Alameda Board of Supervisors proclaimed April 2024 as Arts, Culture and Creativity Month. President Nate Miley and Board Members presented the proclamation to Alameda County Arts Commission Chairperson Winda Shimizu and Vice-Chairperson Theresa Rude. They were joined by appointed Arts Commissioners, supporters and staff. The Alameda County Arts Commission is excited to celebrate this 6th Annual California Arts, Culture and Creativity Month led by Californians for the Arts.

Oakland East 12th Street Affordable Housing Groundbreaking Ceremony

2024.04.23 Oakland East 12th Street Affordable Housing Groundbreaking Ceremony

Construction has begun on 101 East 12th Street, an affordable housing infill near Lake Merritt's southern end in Oakland's Merritt neighborhood. The groundbreaking ceremony brought together East Bay Asian Local Development Corporation, Unity Council, Jordan Real Estate Investments, and public officials, marking the start of the six-story complex's construction. Standing at 79 feet tall, it will encompass about 79,400 square feet, with 55,860 square feet for housing, ground-level retail space of approximately 400 square feet, and a 15-car garage spanning 5,560 square feet. Among the 91 planned apartments, 23 will offer Permanent Supportive Housing, with the rest designated affordable for 20-60% AMI households. PYATOK Architecture handles the design.

The LGBTQ+ community is currently facing unprecedented challenges, making 2024 Equality California LGBTQ+ Advocacy Day a crucial event for leaders, activists, and allies across California. It offers a platform for engaging in vital political action, raising awareness about key LGBTQ+ issues, and fostering collective empowerment. During the event, staff received advocacy training on legislative priorities and had meetings with California legislators and their staff. This event serves as a catalyst for driving progress, addressing systemic challenges, and advancing LGBTQ+ rights in California.

My team recently participated in El Tímpano's Resources Fair, a valuable event providing services and support in Spanish and Mam to the Bay Area community. Organized by community-based advocates, this event addresses critical areas such as health, housing, immigration, and more, while also offering complimentary food. What sets El Tímpano apart is its innovative journalism, which tackles local and national issues while addressing community concerns. They employ engaging methods like community microphones in East Oakland and a text-message platform for participatory reporting. El Tímpano's journalism thrives on the trust of thousands of Latino and Mayan immigrants across the Bay Area. For more information, please visit here.


Castro Valley/Eden Area Chamber of Commerce Student Citizen of the Year Awards

The Castro Valley/Eden Area Chamber of Commerce hosted the annual Student Citizen of the Year Awards Luncheon to honor 35 students from the Castro Valley Unified School District, San Lorenzo Unified School District, Redwood Christian Schools, and Our Lady of Grace Catholic School. Students received certificates from State Assemblymember Liz Ortega, Alameda County Supervisors Nate Miley and Lena Tam, and Assessor Phong La. These students exemplify the best of our youth today and showcase the promise of a bright future for our communities.

We rolled up our sleeves for a clean-up effort and set up a booth to spread awareness about our office and environmental conservation. Thrilled to see the youth in our community engage in the Shirley J. Clowser Memorial Science Fair – they are the future stewards of our planet! Let's keep working together for a greener, cleaner world.

Alameda County Youth Poet Laureate

Alameda County Youth Poet Laureate

Application Due: Tuesday, April 30, 2024

In summer 2024, Alameda County will select its 2024 Youth Poet Laureate. The Youth Poet Laureate serves as an ambassador to inspire civic engagement, social justice, cultural awareness, and literary excellence in our communities.

Applications for the Youth Poet Laureate program will be accepted from April 1 through April 30, 2024. All applications are due on April 30, 2024.

To be eligible for the competition you must:

  • Be an Alameda County resident.
  • Be between the ages of 13-18 as of May 1, 2024.
  • Be available to serve as Laureate for the program year, August 3, 2024 to August 1, 2025.
  • If you are selected as Laureate or Vice-Laureate, you must live locally during the laureate year August 3, 2024 to August 1, 2025.
  • Poems will be judged on content, craft, and voice.

Those who advance to the interview round are also judged on performance and leadership potential.

Finalists will be announced at the end of August during an awards ceremony.

Alameda County’s Second Housing Element Public Comment Open

The Housing Element draft will be open for comments for 2 weeks, concluding on May 3. You can send comments and questions to staff by emailing housing.element@acgov.org, by leaving a voicemail at (510) 670-6523, or by mailing our office at 224 W. Winton Avenue, Room 111, Hayward, CA 94544 (addressed to Olivia Ortiz).

The comment period will close on May 3rd. After responding to comments, staff will submit the Housing Element to the state Department of Housing and Community Development (state HCD). State HCD then has up to 60 days to review the draft. For the first 30 days of their review, state HCD also welcomes comments. They can be made to HousingElements@hcd.ca.gov.

Mental Health Services Act (MHSA) Division of Alameda County Behavioral Health Department

More than two million Californians are affected by potentially disabling mental illnesses every year.

To address this, in 2004 voters passed Proposition 63, now known as the Mental Health Services Act (MHSA). It places a 1 percent tax on personal income above $1 million. MHSA was designed to expand and transform the mental health system, while improving the quality of life for people living with mental health challenges. Consumers and their families were partners in the process, from drafting the MHSA to campaigning for its passage.

MHSA funds effective treatment, prevention and early intervention, outreach support services, and family involvement programs to increase access and reduce inequities for unserved, underserved, and inappropriately served populations.

Oakland Stand Down for Veterans

Standdown

Join the Stand Down for Veterans event, organized by the Alameda County Veterans Affairs Commission and Laney College, aimed at providing crucial resources for unhoused veterans and students. The event will be held at the Laney College Gym and Student Center, which offers shower access in the gymnasium locker rooms, along with a continental breakfast and lunch. Targeted towards unhoused students and veterans, attendees can access various resources encompassing housing, healthcare, mental wellness, employment, legal aid, justice involvement, life and social services, as well as history and pride. Vendors interested in participating should contact the organizer directly for registration, while unhoused attendees are welcome without pre-registration.

Join us in celebrating the rich heritage of Asian and Pacific Islander communities during API Heritage Month and Mental Health Awareness Month with the Mental Health Association for Chinese Communities (MHACC)! MHACC will host the finals of the National Sunshine Mental Health Cup Singing Contest during the street festival celebration on Saturday, May 4, 2024. While many cities in the Bay Area have offered the opportunity to host the event, the City of Oakland stands out for its unwavering support and sincere commitment to making it a success. Join us for a community event to review and provide feedback on the 2024-2028 Countywide Area Plan for Older Adults (CWAP), a crucial document shaping the future of Alameda County for individuals aged 55 and above. Free Port of Oakland Harbor Tour

POOHT

The Port of Oakland is pleased to announce the return of our free harbor tours! The narrated tours will highlight Port facilities, including the marine terminals and seaport operations. Participants will see the Port’s iconic giant container cranes that line the shore and view the visiting mega container ships up close while they learn of the Port’s history as a major economic engine in our region and beyond.

The ferryboat journeys near the San Francisco-Oakland Bay Bridge and Yerba Buena Island, allowing visitors to soak in the picturesque vistas of the Oakland estuary, East Bay Hills, the Bay Bridge, the San Francisco Bay’s waterfront and city skylines.

Free Hayward Area Recreation & Park District (H.A.R.D.) Health Equity Initiative Zumba Classes

2024.05.14 Hayward Area Recreation & Park District (H.A.R.D.) Health Equity Initiative Zumb

Hayward Area Recreation & Park District (H.A.R.D.)'s Health Equity Initiative provides accessible health and wellness opportunities to all areas of the District, advancing Justice, Equity, Diversity and Inclusion efforts. From the Rec Rx program, prescribing free recreation "prescriptions" to at-risk community members through the partnership with Tiburcio Vasquez Health Center to the Sweat HARD and Play HARD series which offers free fitness and sports programs in underserved areas, there are many ways to stay active year-round. HARD's Water Safety Initiative addresses water safety, a basic life skill, that disproportionately affects low-income families and communities of color. Through this highly popular program the District has provided over 2,000 free swim lessons to youth and adults, many who are first time participants in HARD programming. Supreme Court Justice Earl Warren's historic unanimous decision reshaped desegregation. "Words That Made the Difference" revisits this legacy amid ongoing covert segregation. Presented as part of the Barbara Lee and Elihu Harris Lecture Series, it prompts civic leaders to address Dr. King’s query: “Where do we go from here: chaos or community?” This resonates deeply in our era, emphasizing the urgency of confronting lingering segregation issues. Born This Way Be There Certificate

District 3 and the Born This Way Foundation teamed up with the goal of building a kinder and braver Alameda County by connecting the community with free mental health resources.

The Be There Certificate is a free, online mental health course available in English, French, and Spanish. It is designed to equip you with the knowledge, skills, and confidence necessary to safely support anyone who may be struggling with their mental health. The Be There Certificate offers a comprehensive understanding of Be There’s 5 Golden Rules—a simple yet actionable framework on recognizing when someone might be struggling with their mental health, your role in supporting them, and how to connect them to the help they deserve. The Channel Kindness Storytellers Club is a free writing workshop tailored for young people aged 15-24. It aims to equip participants with the tools necessary to articulate their stories and enhance their comfort in self-expression through writing. By the workshop's conclusion, our goal is for participants to feel inspired to continue crafting their narratives and to allocate time for creative introspection. Following completion of the workshop, all participants will have the opportunity to submit their work to Channel Kindness.

Alameda Free Library’s New Laptop Lending Program

The Alameda Free Library has introduced a groundbreaking Laptop Lending Program aimed at enhancing digital equity within the community. Available at the Main Library, West End Branch, and Bay Farm Island Branch, this initiative provides laptops for up to three days, catering to individuals lacking access to personal computers. Whether for skill development, social connectivity, or entertainment, these loaner laptops, complemented by Wi-Fi hotspots, offer versatile opportunities. Notably, borrowed laptops automatically erase personal data upon restart, ensuring user privacy.
