An Update from Health Care Services: As of November 19, 2020
Last Friday, the Governor issued travel advisories urging visitors entering the state or returning home from travel outside the state to self-quarantine to slow the spread of the virus. The following Monday, November 16, the State placed Alameda County in the Purple Tier, the most restrictive level in the State's reopening framework. The State took action in response to local and statewide increases in COVID-19 case rates and we issued a statement to help businesses and residents interpret the State's actions. The Governor also issued statewide guidance for face coverings on November 16, requiring masks at all times outside of the home with some exceptions.
On Thursday, November 19, the Governor issued a limited Stay at Home Order generally requiring that non-essential work, movement, and gatherings stop between 10 pm and 5 am in counties in the Purple Tier. The Order takes effect at 10 pm Saturday, November 21 and remains in effect until 5 am December 21, although it may be extended or revised.
We welcome this focused, targeted effort by the State to slow the steep rise in COVID-19 cases and hospitalizations occurring in Alameda County, the Bay Area, and the State. We ask our residents to continue protecting themselves, their loved ones, and their communities from COVID-19 by limiting gathering, wearing a face covering, maintaining at least 6 feet of distance, washing hands frequently, and following Bay Area Holiday Gathering and Travel Guidance. The State has also posted tips for a healthier holiday season.
We must avoid overwhelming our health care system, limit severe disease and death due to COVID-19, and protect frontline workers and medically vulnerable residents. Taking steps to limit people's opportunities to mix and gather, especially indoors without masks, is a must right now. As we approach the holiday season, we are thankful to our cities, our community based partners, and all Alameda County residents for continued support. We are in this together and we are grateful for your collaboration and partnership in keeping our communities moving forward, together.

Congratulations to Dr. Nicholas Moss, MD, MPH, on appointment to Alameda County Health Officer. The appointment was approved by the Alameda County Board of Supervisors and announced on Tuesday.
Dr. Moss has served as Interim Health Officer since July, when the Governor selected our former Health Officer Dr. Erica Pan to serve at the State level. He has served as a leader in Alameda County’s COVID-19 response since January. Dr. Moss brings extensive knowledge in communicable disease and his appointment provides ongoing continuity in our County's response to the COVID-19 pandemic during this critical moment in time.

I'm thrilled to announce that I recently had the honor of allocating funds from Enhancing Vision 2026 to Sunflower Hill. The funds, totaling $60,000, will be used for individual and small-group virtual programming for residents of Sunflower Hill at Irby Ranch in Pleasanton and program participants living in the Tri-Valley. Additionally, they hope to increase their offerings with in-person programming, in small cohort groups, at Sunflower Hill at Irby Ranch as COVID-related restrictions lift.
Sunflower Hill at Irby Ranch is a 31-unit affordable apartment complex providing independent living apartment homes for people with intellectual and developmental disabilities. The community, which was developed in partnership with SAHA, was completed in September 2020, and is the first independent, affordable residential community for people with intellectual and developmental disabilities in the Tri-Valley, California.
Sunflower Hill at Irby Ranch is a model for providing quality community care. Their successful partnership with SAHA has created an enriching space for safe independence. I'm honored to be in a position to help ensure the continuation of their excellent programs, especially the essential virtual services during COVID. I personally understand the importance of Sunflower Hill and places like it because I have a nephew living with autism back East, and I extend my heartfelt congratulations on creating an exceptional community overall.

Fairview MAC Applications Still Being Accepted!
My office is now accepting applications for appointment to the Fairview Municipal Advisory Council. Applications will be accepted through November 21, 2020.
The Council consists of 5 members and advises the Board of Supervisors on matters concerning the Fairview area, as defined within the boundaries established by the Fairview Area Specific Plan, excluding those areas that are within the boundaries of the Castro Valley General Plan. Meetings occur once a month in the evening on the first Tuesday of each month.
Appointees must live in the Fairview area or have operated/owned a business and/or property for at least 5 consecutive years. Appointees will receive a $50 stipend per meeting.

Most Tuesdays, the Board of Supervisors holds a Regular Meeting during which the public is allowed to speak to the Board on items not on the agenda starting at or around 9:30am for the time being. (Please note that the BOS meetings do not start at a set time! More information appears closer to the meeting date and time, but be prepared to wait for it to begin.)
Agenda items in particular represent decisions made about our communities, and while we might not always agree on the best path forward, I am fond of saying that reasonable people will disagree and also that I get some of my best ideas from my constituency base. I am honored to serve on the Board as a County Supervisor and take the ideas, concerns, and feedback of the public very seriously.
Please, consider tuning into these meeting and encouraging your family, friends, and neighbors to do the same. We are stronger as a County when we are connected to one another, and engaged with the civic process.
