An Update from Health Care Services: As of October 23, 2020

Alameda County is in the Orange (Moderate) Tier on the State's color-coded Blueprint for a Safer Economy. On October 21, we announced additional activities permitted to start as early as this Friday, October 23 (see following article for more detail). These changes bring us fully into the Red tier and allow some Orange tier activities as part of the Alameda County Reopening Plan. We will continue a phased-in approach to reopening additional sectors to prevent surges that are occurring elsewhere. Visit Shelter in Place to view what's currently open in our County.

On October 20, the Alameda County Board of Supervisors (BOS) proclaimed October as National Arts and Humanities Month. The BOS also recognized seven artists for their work and contributions to the arts community in Alameda County. The following individuals received the 2020 Alameda County Arts Leadership Award: Jean Marie Durant, Ron Lytle, Michael Socrates Moran, Usha Shukla, Anuradha Suresh, and the team of Tetiana Taganska and Olga Tymoshchuk. Congratulations to all the award recipients. More information about the recipients can be found in the Alameda County Arts Commission's press release.

Our Public Health Department and Agency Director joined with leaders from the Regional Pacific Islander Taskforce to represent Alameda County in partnership with health officials from Santa Clara, San Mateo, and San Francisco counties to host a four-county regional convening with faith-based leaders on Saturday, October 17. The convening provided an opportunity to share vital COVID-19 information and updates and partner with faith-based leaders to support the Pacific Islander community better and reduce COVID 19 burden and impacts.

Finally, a reminder about our new Landlord Incentive Program to expand housing units for people experiencing homelessness. Please take a moment to read the article at the bottom of this issue and help us identify more units, especially as we approach the holidays and colder temperatures.

Reparations, Racial Justice and Police Reform: We Step Forward

The Color of Law

The Board's unanimous passing of a Resolution to apologize for, address and correct systemic racism within Alameda County earlier this month continues to shift our social landscape.

I want to pause and acknowledge the importance education plays in this process. For those interested in learning more, The Color of Law by Richard Rothstein really brought the issue of systemic racism to light for myself and my office, and it shows how the State has tacitly supported discrimination - slavery is just the beginning. I don't think we as Americans - and American society in general - fully understand the depth of this issue and how it plays out internally as well as externally. 

I'll be the first to acknowledge that I have implicit bias. I didn't take any ethnic studies classes because I was so focused on getting into law school; I regret this. Learning more about this issue and this part of our nation's history is an integral part of our being and we all need to be aware to make change.

While there is still much to do ahead of us and the road is long, many hands make for light work and I'm encouraged by the support and enthusiasm that has met me as I take on this important challenge.

Election 2020: Get Information & Get Out The Vote!

Voting is a different game this year and we need to be prepared and play to win!

One major difference is every registered voter will get a ballot delivered to their mailbox. Voting early by mail means a more accurate, faster count on Election Day! Consider completing and mailing your ballot right away.

Some important related information:⠀ ⠀

1. You can vote as soon as you receive your ballot

2. Just fill it out using blue or black ink and put it in the return envelope provided⠀

3. Be sure to sign your name on the back and seal the envelope⠀

4. Then put it in the mailbox. No stamps are necessary!

If you choose to vote in person or do not want to send your ballot through the mail, you can:

1. Drop off your completed, signed ballot at one of the official

2. You can also drop off your ballot at any polling place on Election Day (see list below for District 4 locations).

3. *REMEMBER*: if you choose to vote in person, you MUST bring the ballot you were mailed with you! It is proof that you have not voted twice and ensures an accurate vote overall. Make sure you are counted by bringing your ballot to your poll location!

District 4 Information & News

EBCE

District 4 is going green! Despite the many challenges of COVID19, East Bay Community Energy has dispersed over $2 million in grant funding to Alameda County community resource centers since March with the aim of job creation and training in the renewable energy field. 

GRID Alternatives, Cypress Mandela, and the Tri-Valley Career Center at Chabot-Las Positas Community College District (TVCC) will each be awarded ~$33,000 in grant funds to complement their workforce development efforts. With training locations in Oakland and Union City, respectively, GRID Alternatives and Cypress Mandela will each use the funds to work with EBCE and Sunrun to help fill the local workforce needed to deploy solar and battery backup power systems through EBCE's Resilient Home program. TVCC will use the funds to help build its capacity to reach new COVID-impacted job seekers through the development of a new marketing plan, a Job Search Boot Camp, and a Boot Camp Refresher.

In addition to the funding of these near-term actions, EBCE also looks forward to establishing long-term partnerships with these organizations to further develop the local workforce that will be needed to implement ongoing transportation and building electrification programs, as well as renewable energy, energy efficiency, and resiliency programs.

Big thank you to EBCE for investing in our community in concrete lasting ways and for being allies in the County's commitment to increasing sustainable energy systems. Even bigger Congratulations to all the District 4 (and beyond) grant recipients!:

MAC Application

Fairview MAC Applications Now Being Accepted!

My office is now accepting applications for appointment to the Fairview Municipal Advisory Council.  Applications will be accepted through November 21, 2020. 

The Council consists of 5 members and advises the Board of Supervisors on matters concerning the Fairview area, as defined within the boundaries established by the Fairview Area Specific Plan, excluding those areas that are within the boundaries of the Castro Valley General Plan. Meetings occur once a month in the evening on the first Tuesday of each month. 

Appointees must live in the Fairview area or have operated/owned a business and/or property for at least 5 consecutive years.  Appointees will receive a $50 stipend per meeting.

BOS Regular Meeting

Most Tuesdays, the Board of Supervisors holds a Regular Meeting during which the public is allowed to speak to the Board on items not on the agenda starting at or around 9:30am for the time being. (Please note that the BOS meetings do not start at a set time! More information appears closer to the meeting date and time, but be prepared to wait for it to begin.)

Agenda items in particular represent decisions made about our communities, and while we might not always agree on the best path forward, I am fond of saying that reasonable people will disagree and also that I get some of my best ideas from my constituency base. I am honored to serve on the Board as a County Supervisor and take the ideas, concerns, and feedback of the public very seriously.

Please, consider tuning into these meeting and encouraging your family, friends, and neighbors to do the same. We are stronger as a County when we are connected to one another, and engaged with the civic process.
