Worker Protections During
COVID-19 in Alameda County
As the Alameda County Health Officer continues to adjust the Shelter in Place orders and move towards reopening Alameda County, individuals will begin to return to work.
In an effort to protect Alameda County's workers' safety and health as they return to work, the Alameda County Public Health Department (ACPHD) has published a number of informational resources to help both employers and workers safely navigate their reopening plans.
Employers must provide employees with a safe workplace, including but not limited to:
- Access to Personal Protective Equipment (such as masks and hand sanitizer)
- Making accommodations for employees over the age of 65 or with underlying health conditions
- Providing information on COVID-19 workplace safety
If your employer fails to provide a reasonably safe workplace, workers are within their rights to file a workplace safety complaint with the California Division of Occupational Safety and Health (Cal/OSHA). ACPHD has provided guidance on filling a workplace safety complaint in the following languages:

Alameda County Responsibility to Community Health (ARCH) Launch
Earlier this month, I proudly supported the creation of a stipend program to help COVID+ individuals without unemployment insurance or paid sick leave afford to self-quarantine. For individuals, especially low-income workers, without these financial safety nets, a positive COVID test often means facing the difficult decision of staying home to recover or continuing to work so they can make ends meet.
I am excited to share that the Alameda County Responsibility to Community Health (ARCH) pilot program launched early last week, and began providing eligible patients with a one-time $1,250 stipend in an effort to stop the spread of COVID-19 in our community. This pilot program targets individuals living in the hardest-hit neighborhoods in Alameda County, who are referred to the ARCH program either by contact tracers at designated community clinics or the Alameda County Public Health Department.

Labor Rights/Derechos Laborales

The Wage and Hour Division (WHD), Cal-OSHA, and Maternal and Child Health Access invite you to a Labor Rights workshop on September 1, 2020 at 5 pm (PST). The webinar will be held via Zoom in Spanish. The workshop’s target audience will include workers in the agriculture, service and hospitality, construction, and low-wage industries.

Financial Assistance for Workers
If you are collecting unemployment insurance or your wages have been impacted by COVID-19, the Alameda County Workforce Development Board may be able to help provide additional financial assistance. Income-eligible residents can apply for financial support to cover some of the costs for expenses such as utility bills, childcare, housing expenses, or work-related needs for tools/technology.
NOTE: The City of Oakland has its own Workforce Development Board, which provides services to Oakland residents. Oakland residents should visit the City’s Coronavirus 2019 (COVID-19) Business and Worker Resources page for more information on available services and supports for workers who have been impacted by COVID-19.
Mental Health Services Act Draft Plan
Alameda County Behavioral Health Services (ACBH) wants your input on mental health services in Alameda County.

Proposition 47 Local Advisory Committee Community Representative Opening
The Alameda County Proposition 47 Local Advisory Committee (LAC) is recruiting two Community Representatives. The purpose of this committee is to oversee the County’s Prop 47 Grant Project, which provides mental health, substance use disorder, and housing services to justice-involved clients with serious mental illness and/or substance use disorders. The Community Representatives should be formerly incarcerated and/or have family who have been formerly incarcerated.

Participate in Census 2020
The last day to respond to Census 2020 is September 30, 2020!
You can fill out the Census one of three ways:

Online: Visit https://my2020census.gov/ for the online survey.

Phone: Call 844-330-2020 for English or 844-468-2020 for Spanish. Visit the Responding by Phone page for a complete list of phone numbers in 12 other languages.

Mail: In mid-April, the Census Bureau began mailing paper questionnaires to homes that have not yet responded online or by phone. Return your completed Census questionnaire in the enclosed return envelope. For more information, visit the Responding by Mail page.

Testing for COVID-19 in Alameda County
In partnership with community partners, ACPHD is operating free COVID-19 testing locations throughout the county.
Testing is free and available to anyone with or without symptoms at all community testing sites in Alameda County, and is highly recommended for health care, front line, or essential workers and anyone who attended protests or other large public gatherings.
You will not be asked about immigration status and do not need insurance at any of these locations.

Alameda County Community Food Bank (ACCFB): ACCFB’s helpline can help connect you to a source for groceries or a hot meal today. Call the helpline at 1-800-870-FOOD (3663) or 1-510-635-3663. The helpline is available in multiple languages and operates Monday-Friday, 9 AM-4 PM. You can also visit FoodNow.net for an online directory of food distribution sites near you.

School Meals: The Alameda County Office of Education (ACOE) maintains a list of school districts in Alameda County that offer free meals to families who have children enrolled in the district’s schools. Visit ACOE’s “Meal Service by District” page for more information on your child’s school district.

Public Comment Procedures for Board of Supervisors Meetings During Shelter in Place
Procedures for Board of Supervisors meetings are subject to change to improve videoconferencing tools. Please check the Board of Supervisors' website for the most up-to-date guidelines.
The Alameda County Board of Supervisors will continue to conduct essential government business at our regularly scheduled Board meetings.
While in-person participation is limited to essential personnel, we are committed to providing the public with live broadcast and remote opportunities to participate in public comment during the Shelter in Place order. The following guidelines allow for public participation in Board meetings while following safe social distancing practices:
Remote Viewing/Listening:
Members of the public who wish to watch the Board of Supervisors meetings, are encouraged to view the live stream online at:
http://acgov.org/board/broadcast.htm.
We recommend against using Internet Explorer to view the meetings. We recommend using Google Chrome or other browsers to view the meetings.
Public Comment via Teleconference:
Members of the public may address the Board of Supervisors on a matter on the agenda or during the Public Input portion of the meeting on a matter not on the agenda but is an issue within the Board’s subject matter jurisdiction.
