An Update from Health Care Services: As of July 31, 2020

We have reached the six-month milestone in our pandemic response and recognize that the threat from the novel coronavirus disease will be with us for a significant period of time. Our COVID-19 Operations team is currently addressing the resources and infrastructure needed over the next 1-5 years to proactively manage the pandemic and minimize the harm it causes to our community. We posted our COVID-19 strategy document two weeks ago, and continue updating as conditions evolve.

Alameda County remains on the California State Data Monitoring List due to the persistent rate of disease activity at 100 new cases per 100,000 people over 14 days. We remain paused on further reopening at this time. 

In non-COVID news, we are proud to announce the launch of our new Community Assessment and Transport Teams (CATT). CATT was envisioned in our Behavioral Health Department 2017 Community Program Planning Process for FY2018-2020, and early planning started under AC Care Connect, our whole person care initiative. CATT teams consist of an Emergency Medical Technician and a Licensed Behavioral Health Clinician who provide first response to people in crisis rather than transporting to an emergency room or the local psychiatric emergency services unit. 9-1-1 calls are evaluated for referral to CATT and the teams are currently operating in Oakland, San Leandro, and Hayward.

Each week we bring you a digest of updates from presentations to the Board of Supervisors, weekly calls with our stakeholders, and new information about services. We hope you find this summary useful. We appreciate your readership and your support.

Project Roomkey operates over 1,000 rooms, housing nearly as many formerly houseless Alameda County residents

Project Roomkey

Project Roomkey recently passed a milestone, having assisted more than 1,000 households who were homeless.

It currently has 810 units in operation, and will reach 1020 very soon when three properties open in Berkeley (2) and Oakland. The Board approved scattered site program for Safer Ground will launch later this month with up to 100 rooms that will bring total units to 1120.

Schools

On Friday, July 17, the Governor announced his pandemic plan for learning and safe schools noting decisions to open in-person will be determined by local data that the public can track on a daily basis.

School districts in counties that are on the monitoring list (currently includes Alameda County) must not reopen in-person instruction at this time.

They can only reopen when they have been off the monitoring list for two weeks. When schools do reopen, they should plan to regularly test teachers for COVID-19.

Alameda County Office of Education and Alameda County Public Health Department issued a joint statement in response to the Governor’s plan for schools reopening for in-person instruction and CDPH guidance.

New Testing Data Dashboard

A new testing data dashboard was added to the Public Health Department website. This new data page follows the addition of the skilled nursing facility data dashboard added the prior week.The testing data dashboard provides testing data by race/ethnicity and zip code, as well as positivity rates. 

HCSA COVID-19 Strategy

HCSA’s COVID-19 Strategy is updated regularly to guide and reflect the evolution of our response to the pandemic. The plan reflects work happening across four goals:

    • Prevent and control the spread of COVID-19;
    • Find, test, and isolate cases and their contacts to prevent further spread;
    • Support care of COVID-19 patients; and
    • Coordinate an effective response.

Reflections on Health Care Services Updates

As we move into the height of summer we mark off another month of Shelter-in-Place as a County. Free COVID19 testing facilities are up and running in every district, formerly unsheltered community members are finding safe housing options through Project Roomkey, and our conversations remain on the issues that matter like how to best re-open schools and continue to support people and businesses with limited resources both practically and politically. 

Yet, there still exists a lot of uncertainty and economic pressure. We hear about other cities and counties opening up and allowing services that are not available in our neighborhoods. The fact of the matter is, many of those areas are now experiencing a surge in positive COVID19 cases and increased hospitalizations. Our own surge is the result of opening up the County while still technically being monitored by the State. While we withstand the unknown, we must continue to be vigilant about social distancing and wearing a mask in public spaces. We must continue to hold ourselves and each other accountable.

Additionally, our community partner Roots Community Health Center has also stepped up and begun a weekly livestream called The People's Health Briefing. In it, Roots CEO and founder Dr. Noha Aboelata breaks down the impact of COVID19 on Alameda County, Oakland and East Oakland in particular. This week she was joined by N. Kenji Taylor, MD, Director of Clinical Programs at Roots who is an expert in complex care management. Census 2020: Every Person Counts

Black people deserve to thrive, not just survive. Black people deserve to be heard, not erased.

If we want to make Black lives matter, we have to ensure Black people are counted in the Census. Census data is used to make decisions about how money and power are shared in our society.

When Black communities are undercounted, the resources and representation our communities deserve are sent to more privileged communities instead. Getting counted in the census allows our black communities to reclaim those resources, bringing back funding for health care, food services, housing, and education. It enables the political representation necessary to fight the greater systemic problems.

Please help fight for equity by getting counted in this Census 2020 - for a complete count and beyond.
