ALL IN Connects:
Mobilizing Community Resources to Address Quarantine and Isolation
COVID-19 has created an opportunity for Alameda County to collaborate across public agencies and build trust with our community partners. As a county, our objective is to ensure that the most impacted communities receive timely access to services and supports to facilitate safe shelter in place and return-to-work practices. COVID 19 has disproportionately impacted the areas of Fruitvale/San Antonio, East Oakland, Ashland/Cherryland, West Oakland, and South Hayward.
Many community resources exist but remain disconnected from government efforts and resources. ALL IN Alameda County, the Alameda County Health Care Services Agency (HCSA), and the Alameda County Social Services Agency (SSA) are currently working alongside community partners to develop a community-based testing model for contact tracing. The community-level contact tracing and case investigation must also include a connection to social safety net services and government resources and information.
Community groups are best positioned to provide these supports and have been doing so, but must be effectively and efficiently connected, coordinated, and resourced to do so. ALL IN Connects will leverage the experience and wisdom of community-based organizations, stakeholders, and voices to ensure COVID+ individuals and families will have the necessary supports to self-quarantine.
ALL IN Connects will bridge the emergency infrastructure to support Alameda County families and individuals in need during the COVID-19 crisis. As Alameda County residents continue to shelter in place, self-isolate, and self-quarantine, our community-based clinics and service providers will be even more integral in ensuring our most vulnerable residents are able to access the resources they need. ALL IN Connects and their partners are working together to determine how to utilize community-based strategies to ensure all Alameda County residents are able to access information and services to meet their basic needs, including food services, utilities support, cash assistance, access to protective equipment, and more.
Food Access for ALL
During the COVID-19 crisis, many community partners and public agencies have worked to respond to the drastic increase in demand for accessing affordable and healthy food. As a reminder, the following emergency food resources are available to many Alameda County residents:
Pandemic EBT
The deadline to apply for Pandemic EBT (P-EBT) benefits is next Wednesday, July 15, 2020. Children eligible for free or reduced price school meals and attending school that participates in either the federal school breakfast or school lunch program may also be eligible for P-EBT benefits. The P-EBT program provides families with up to $365 per eligible child to use on food and groceries while schools are closed.
Final P-EBT eligibility decisions will be made through the month of July. All applications that are submitted by July 15th will be processed by the end of July. For more information or to apply for P-EBT, visit the California Department of Social Services (CDSS) website. In an effort to streamline inquiries, CDSS has created a secure client inquiry online form. An e-mail address is not required to submit an inquiry, but will allow for CDSS to respond to your questions and concerns more quickly.

The Alameda County interactive food distribution and services map is updated regularly and provides residents with information on available resources nearby.
Alameda County Community Food Bank (ACCFB)
ACCFB continues to connect Alameda County families and residents in need to emergency food services. ACCFB’s helpline can help connect you to a source for groceries or a hot meal today. Call the helpline at 1-800-870-FOOD (3663) or 1-510-635-3663. The helpline is available in multiple languages and operates Monday-Friday, 9 AM-4 PM. You can also visit FoodNow.net (http://foodnow.net/) for an online directory of food distribution sites near you.
Alameda County Meals on Wheels
Meals on Wheels programs throughout Alameda County are continuing to serve homebound low-income seniors with healthy meal deliveries during the COVID-19 crisis. For residents in Oakland, San Leandro, San Lorenzo, Ashland, or Hayward Acres, visit the SOS Meals on Wheels website to apply for meal deliveries. For residents in the City of Alameda, visit the Alameda Meals on Wheels website to apply for meal deliveries.
COVID-19 Testing in Alameda County
In partnership with community partners, ACPHD is operating free COVID-19 testing locations throughout the county.
Testing is free and available to anyone with or without symptoms at all community testing sites in Alameda County, and is highly recommended for health care, front line, or essential workers and anyone who attended protests or other large public gatherings.
You will not be asked about immigration status and do not need insurance at any of these locations.

School Meals: The Alameda County Office of Education (ACOE) maintains a list of school districts in Alameda County that offer free meals to families who have children enrolled in the district’s schools. Public Comment Procedures for Board of Supervisors Meetings During Shelter in Place
Procedures for Board of Supervisors meetings are subject to change to improve videoconferencing tools. Please check the Board of Supervisors' website for the most up-to-date guidelines.
The Alameda County Board of Supervisors will continue to conduct essential government business at our regularly scheduled Board meetings.
While in-person participation is limited to essential personnel, we are committed to providing the public with live broadcast and remote opportunities to participate in public comment during the Shelter in Place order. The following guidelines allow for public participation in Board meetings while following safe social distancing practices:
Remote Viewing/Listening:
Members of the public who wish to watch the Board of Supervisors meetings, are encouraged to view the live stream online at:
http://acgov.org/board/broadcast.htm.
We recommend against using Internet Explorer to view the meetings. We recommend using Google Chrome or other browsers to view the meetings.
Public Comment via Teleconference:
Members of the public may address the Board of Supervisors on a matter on the agenda or during the Public Input portion of the meeting on a matter not on the agenda but is an issue within the Board’s subject matter jurisdiction.
