Since our last newsletter, there has been a major policy change that will affect many of our constituents in District 2. On January 27, 2020, the Supreme Court upheld the Trump administration’s policy change regarding ‘Public Charge’.
‘Public Charge’ is an immigration policy that denies prospective green card holders visas or prospective U.S. citizens citizenship due to their economic status. ‘Public Charge’ is determined by whether or not the applicant for a visa or citizenship will be able to sustain themselves without the assistance of public funds, in other words, can the applicant sustain themselves without being a charge to the public.
The change in policy is defined by the administration as to what constitutes a ‘charge’. The new rule expands this definition to incorporate public assistance programs that were previously not included, such as Medicaid, Supplemental Nutrition Assistance Program (SNAP), and Section 8 housing assistance, amongst others.
This rule change will only impact those attempting to attain a visa or citizenship and those who are looking to change their current status to a visa or attain citizenship. It will not impact those that are living in the United States and are not looking to change their status. Benefits that are currently received will not be taken away if there is no change in status.

The 2020 Census is around the corner. People will begin to receive their census questionnaires in mid-March and the process will continue into July, 2020. In the questionnaire you will be able to decide how you will respond to the questionnaire, online, by phone, or by mail.
The census is an extremely important aspect of our society, it provides governments, from the city to the federal level, the demographics of the people in the United States. The census impacts the way this next decade’s Congressional Districts will be drawn and the amount of federal funding each state receives, which has an effect to state, county, and municipal funding.
An accurate count is vital. It will impact the very communities our constituents live in, as we are able to obtain and analyze the data for resources like school lunches, access to health care services, and improvements to transportation infrastructure. Enrollment for the 2020 - 2021 New Haven Unified School District has begun. New Haven Unified School District provides K-12 education for children in Union City and portions of south Hayward. The district’s enrollment is over 12,000 students and is proud of its many accomplishments and diverse population.

Assessment Appeals Board
Serves as the Board of Equalization for the County of Alameda. Must be a property appraiser with five years of experience.
Measure A Citizens Oversight Committee
Committee shall annually review the expenditure of the Essential Health Care Services Tax Fund for the prior year and shall report to BOS on the conformity of such expenditures
Mental Health Advisory Board
Review and evaluate the Alameda County mental health needs, facilities, services and special problems. Criteria: Applicants with Clinical Experience only
Parks, Recreation and Historical Commission
The duties of the commission shall be as follows: A. be responsible generally for historical preservation activities in the county, and shall ensure that all historical resources are recognized as such.
Public Health Commission
To review and assess emerging health needs; initiate and improve health and disease prevention programs and policies; make recommendation s regarding opportunities for building community capacity as related to public health priorities; and advocate for adequate resources. Some health work background is desired.
Tree Advisory Board
Established to assist in making policy decisions related to the General Ordinance Code of Alameda County. Some working background of trees is preferred.

In order to promote assimilation back into the community, the Probation Department's Re-entry Resource Portal allows those that were formally incarcerated an easy and accessible location online to connect with various agencies, groups, and institutions that can assist in achieving this outcome.

Caltrans will be pruning trees along State Route 84 near Pleasanton Sunol Road in Fremont from Tuesday, February 18 through Saturday, March 7, 2020.
The work schedule is ass follows:
Monday through Friday: 10:00 P.M. until 5:00 A.M.
Saturday until 8:00 A.M.
