The Tucson Police Department’s Human Exploitation and Trafficking (HEaT) Unit has made an arrest following an investigation into the production of child sexual abuse material (CSAM) involving a local child.
On September 15, 2026, TPD’s HEaT Unit, with assistance from the FBI, Homeland Security Investigations (HSI), the U.S. Marshals Service, the Arizona Attorney General’s Office, Pima County Attorney’s Office, and TPD’s Forensic Electronic Media Unit (FEMU), executed a search warrant at a Tucson residence as part of an Internet Crimes Against Children investigation (ICAC). During the search, detectives recovered two electronic media devices. On September 16, ICAC detectives conducted a forensic examination of one of the devices and located hundreds of images and videos containing CSAM.
Through their investigation, detectives developed evidence indicating some of the material had been produced by the suspect and involved the sexual abuse of a child. Investigators also determined the suspect had been hired to provide childcare to a local family and identified a potential connection between their location and the recovered evidence. HEaT detectives and their assigned victim advocate responded to the location and worked with the family to identify and support the potential victim. TPD Crime Scene personnel also processed the residence as part of the ongoing investigation.
On September 18, investigators obtained an arrest warrant for the suspect, 20-year-old Eevee-Lucille Vos-Van-Vuur, also known as Emmanuel Ethridge. Detectives subsequently located Vos-Van-Vuur on Tucson’s eastside and took the suspect into custody. Vos-Van-Vuur was booked into the Pima County Adult Detention Complex on 10 counts of Sexual Exploitation of a Minor and one count of Molestation of a Child.
Child sexual exploitation is a global crime, with the majority of reports received by the National Center for Missing & Exploited Children (NCMEC) CyberTipline involving activity outside the United States. In this case, however, investigators have identified evidence of CSAM being produced locally and involving a child in the Tucson area.
This investigation remains active. HEaT detectives and partner agencies are continuing to examine evidence and determine whether there may be additional victims in the Tucson area. Investigators are asking anyone who previously employed Vos-Van-Vuur as a childcare provider, or who may have information regarding the suspect’s contact with children, to contact 88-CRIME.
