In October 2023, Tucson Police Homicide detectives began investigating the fatal shootings of 37-year-old Courtney-Ann Kanani Pregil and 32-year-old Tylor James Wheeler. Both victims were discovered inside an unoccupied apartment at 1240 W. Ajo Way. Early in the investigation, Homicide detectives identified a person of interest, 35-year-old Ryan Jacob Blouin, who was an acquaintance of Mr. Wheeler.
Throughout the investigation, detectives conducted additional interviews and executed multiple search warrants. In January 2024, Blouin was arrested on unrelated federal charges and incarcerated in California. In September 2025, while detectives continued to follow up on leads, Blouin admitted to being involved in the case. After an interview with TPD detectives, he was confirmed as the primary suspect in the double homicide. He currently remains in federal custody and is awaiting extradition to Pima County, where he will face charges related to the October 2023 murders.

On October 11, 2023, patrol officers from Operations Division South responded to an apartment complex located at 1240 W. Ajo Way for the report of a welfare check/deceased person located. Upon arrival, officers were directed to the apartment in question and located two deceased victims with gunshot trauma. Officers secured the scene and advised detectives from the Homicide Unit.
Investigators processed the scene and identified the victims as 37-year-old Courtney-Ann Kanani Pregil and a 32-year-old male. His identity is being withheld pending next of kin notification. Additional details are extremely limited, and detectives learned that neither victim was a resident of the apartment. The investigation is ongoing, and detectives are asking anyone with information to call 88-CRIME. You can remain anonymous.
