As part of an ongoing investigation into the events surrounding the June 11th civil unrest, the Tucson Police Department has identified and arrested two additional individuals believed to have played a significant role in escalating the violence during the incident.
Investigators determined that the two suspects provided riot shields, rocks, and balloons filled with unidentified substances to crowd members, which were subsequently used to cause extensive property damage and assault several members of private security staff. The estimated cost of the damages exceeded $31,000.
The suspects were identified as 46-year-old Joe Michael Quarnberg and 34-year-old Kevin Clarke Silary. On September 18, 2025, TPD’s Threat Mitigation Unit executed search warrants at both suspects' residences. Mr. Quarnberg and Mr. Silary were taken into custody without incident and have been charged with Rioting, Intentional Vandalism, and Terrorism. Both were transported and booked into the Pima County Jail, where they remain in custody. The arrests and criminal charges are the result of coordinated efforts between the Tucson Police Department, Arizona Department of Public Safety (AZDPS), the Federal Bureau of Investigation (FBI), and the Pima County Attorney’s Office.
The Tucson Police Department encourages all community members to exercise their rights to free speech and peaceful assembly in a lawful and respectful manner. We remain committed to supporting safe and peaceful demonstrations and will continue to provide public safety support for gatherings and will only intervene to prevent or respond to criminal activity that endangers people or property. Yesterday evening, the Tucson Police Department responded to unlawful activity that took place during a public demonstration near South Country Club Road and East Valencia Road.
The demonstration, related to national concerns surrounding immigration enforcement, began peacefully. However, as the event progressed, several individuals engaged in criminal behavior, including vandalism of nearby businesses and the assault of private security personnel.
Officers from the Tucson Police Department intervened to restore order and ensure public safety. A total of three individuals were arrested in connection with the unlawful activity. The individuals were identified as 23-year-old Natalia Navarra, arrested for Unlawful Assembly and Resisting Arrest; 46-year-old Sulutasen Amador, arrested for Obstructing a Public Thoroughfare and Disorderly Conduct; and 23-year-old Hannah Hartranett, arrested for Obstructing a Public Thoroughfare and Unlawful Assembly. All three were booked into the Pima County Jail.
The incident is still under investigation, and additional charges or arrests may be forthcoming.
The Tucson Police Department fully supports the right to assemble and express viewpoints on critical issues peacefully. However, when criminal acts occur that place people or property at risk, the Department has a duty to act swiftly and appropriately.
