On the morning of August 19, 2025, at approximately 6:00 a.m., the Tucson Police Department responded to a 9-1-1 call reporting a shooting near South 6th Avenue and East 22nd Street. When officers arrived, they found bystanders, including an off-duty Tucson Fire Department medic, rendering aid to a 32-year-old female victim. Tucson Fire transported the victim to Banner University Medical Center with non-life-threatening injuries.
While canvassing the area, officers located a crime scene to the west, in the 1100 block of South Russell Avenue. Investigators reviewed surveillance footage from nearby cameras, which captured the incident. Through the investigation, detectives learned that the suspect had picked up the victim in his vehicle on 22nd Street. He then parked near Russell Avenue, where a verbal argument occurred. The victim attempted to flee from the vehicle but was physically chased and assaulted by the suspect. The suspect shot the victim before running from the scene. Detectives from the Shooting Investigations Unit obtained a description of the suspect’s vehicle and identified the suspect as 23-year-old Josue A. German. On August 20th, TPD SWAT served an arrest warrant at German’s residence on Tucson’s Southside, near 22nd Street. Officers took German into custody without incident and executed a search warrant at the home, where they collected additional evidence.
Detectives ultimately charged Josue German with Aggravated Assault with a Deadly Weapon, Aggravated Assault/Serious Injury, Kidnapping, Sexual Abuse, and Discharging a Firearm Within City Limits. He is currently being held in the Pima County Jail on a $75,000 bond. The victim was treated for a gunshot wound to her arm and has since been released from the hospital.
