On the night of May 14, 2025, patrol officers from Operations Division Midtown (ODM) responded to a report of an assault near Reid Park. A woman reported being attacked while jogging near South Country Club Road, north of 22nd Street. After speaking with the victim, officers learned that a male suspect approached her near a bus stop. As she continued on her run, the suspect assaulted her on the running path and began pulling her away. The victim fought off the attacker and fled to safety, where she called 9-1-1. A bystander in the park and a TPD officer, who was not on duty, witnessed parts of the incident and attempted to intervene as the suspect fled northbound on Country Club Road. Responding officers, including members of the TPD K9 Unit, conducted an extensive search of the area; however, the suspect was not located at that time.
Due to the nature of the incident, the investigation was assigned to TPD’s Adult Sexual Assault Unit. Detectives processed forensic evidence and canvassed nearby businesses for potential surveillance footage. Detectives ultimately identified the suspect as 22-year-old King David Rugamba, who has an extensive criminal history, including a 2022 arrest for murder.
On May 20, 2025, officers from ODM/Community Response Team and TPD SWAT safely detained Rugamba at his residence. Detectives executed a search warrant at the home and spoke with the suspect. Detectives charged Rugamba with Aggravated Assault and Kidnapping. He was transported and booked into the Pima County Jail. Detectives are continuing the investigation and are asking anyone with information or who may have witnessed the incident to contact 88-CRIME.
This arrest reflects the coordinated efforts of TPD patrol officers, specialized investigative units, modern policing strategies and the community members who acted swiftly to assist. The Tucson Police Department recognizes and commends the courage and quick thinking of the victim, and is grateful for the assistance from bystanders, and the investigators whose work led to the successful outcome of this case.
