Tucson Police Homicide Detectives have made an arrest in the April 25th fatal shooting of 33-year-old Armando Betancourt-Audia.
After further review of forensic evidence, detectives learned that the shooting occurred on the bicycle path east of First Avenue. Additionally, investigators identified the suspect as 34-year-old Victor Manuel Flores. An arrest warrant was obtained for Mr. Flores, who was located on May 1, 2025, on Tucson’s East side. He was taken into custody with the assistance of TPD SWAT and officers from Operations Division West/Community Response Team.
Detectives briefly interviewed Mr. Flores before he was transported to the Pima County Jail, where he is currently being held on his warrant for 2nd Degree Murder. The original media release from April 28, 2025, is listed below.

On the evening of April 25, 2025, officers from Operations Division West and members from the Tucson Fire Department responded to the area of North First Avenue and the Rillito River Park Trail regarding a report of a shooting. When officers arrived in the area, they were directed to the victim by witnesses on scene. Officers immediately began rendering first aid using their Individual First Aid Kits. TFD arrived and continued life-saving efforts and transported the victim to a nearby hospital. The victim did not survive his injuries and died. The victim was identified as 33-year-old Armando Betancourt-Audia. His family was located and notified of his passing. The suspect was no longer in the area and was not located. Detectives from the TPD Homicide Unit and Crime Scene responded to continue the investigation and to process the scene.
Officers and detectives learned that a confrontation occurred on the bicycle path at the Rillito River Park Trail. This confrontation led to gunfire and Mr. Betancourt-Audia being struck. Details are limited at this time and this investigation is on-going. Additional information may be released as it becomes available.
