Dear Friends,
As I write my final letter to you as the Ward 5 Councilmember, I want to let you know that it has been my profound privilege and honor to represent the constituents of Ward 5 and the City of Tucson community.
As you read this newsletter, you will read about projects that have inspired me and been the driving force of my tenure. These are events and projects that I am most proud of.

So much has evolved during my tenure these past 15 years. There has been great economic growth that has surpassed my expectations. There have been great changes to the landscape, which includes educational entities such as Pima JTED, the University of Arizona’s The Refinery—Tech Park at the Bridges, and the soon-to-be Arizona Public Media, which will provide the University of Arizona with a state-of-the-art broadcast media facility.
The impressive Tucson Marketplace at the Bridges has created a full range of much-needed amenities for the area and provides job opportunities for the residents here. The grand alliance between the Borne Company and Retail West has made the opening of Costco, Walmart, Cinemark Century Theater, Dave & Buster’s, housing at The Cabanas, The Brioso’s Living, and the construction of new single-family homes The Pearl by Pepper Viner possible. I want to thank Don Bourn, Alan Tanner with the Bourn Company, and Eric Davis with Retail West for their foresight in these grand endeavors.
Several other projects on the southside have also contributed to the economic landscape and provided much-needed jobs in Ward 5. Companies such as the expansion of Raytheon, HomeGoods Distribution Center, Chamberlain Garage Doors, and the GEICO Regional Headquarters have substantially impacted our community.
We must thank Newport at the Rodeo, Rio Viejo, and Emery Park Place for answering the call for more affordable housing in the area. These newly built, well-thought-out homes have improved the quality of life for many families on the south side. I am happy to say that similar projects are in the works for the near future.
As I write my final letter to you, I want to thank all who have made my time as the Ward 5 Council Member a sincere pleasure.
First, I would like to thank my colleagues on the council past and present for their hard work and support these past 15 years. Your decisions are difficult, well thought out, and always for the benefit of our residents. Your work is exceptional, and I am extremely proud to have been given the opportunity to work beside you.
I would also like to thank my Ward 5 staff, past and present, for the extraordinary work they do daily. I couldn’t have done it without their undying commitment, hard work, and support.
Lastly, I would like to thank the residents, businesses, and neighborhood leaders of the City of Tucson for their continuous support, which allowed me to be their Ward 5 Council Member. It has been my profound honor to have served you.
On May 1, 2025, I will begin the next chapter of my life with my beautiful wife, Mary, beside me. Though my focus has changed a bit, with my health and well-being becoming my priority, I will always be grateful to the people who provided me with this great opportunity. Thank you and God bless.

Tucson Marketplace at The Bridges: The Beginning of a Renaissance

Council Member Fimbres worked to get the Tucson Marketplace at the Bridges going from the opening of Costco, Walmart, Cinemark Century Theater, Dave & Busters to several new businesses including hotels, restaurants, and services. This location continues to grow with the construction of the Bass Pro Shop World Store in progress and the announcement of ALDI Grocery Store slated soon. Council Member Fimbres fostered innovation and collaboration through the inclusion of the University of Arizona Tech Park at the Bridges, as well as supporting the current construction of the Arizona Public Media Building which will have production and broadcast technology, and improved community engagement spaces in the area. |
The Fight to Save the Cherrybell Processing and Distribution Center
In 2011, the U.S. Postal Service (USPS) announced plans to consolidate mail processing facilities, which threatened the Cherrybell Processing and Distribution Center. Council Member Fimbres led the fight along with the community and leaders organizing round table discussions, public forums and surveys to voice their concerns about the potential closure. Key figures along with Council Member Richard Fimbres including Ward 5 Chief of Staff, Mark Kerr (Retired), Congressman Raul Grijalva and Congresswoman Martha McSally, advocated the importance of this facility to this community. After years of persistent advocacy, the USPS announced in 2022 that Cherrybell would no longer be considered for consolidation, ensuring the continuation of essential services and preserving numerous local jobs. The Cherrybell victory is seen as a testament to the power of collective action and the importance of standing up for community services.

The Tucson Homeless Work Program: A Community Driven Success
In 2016, to help our unsheltered community, Council Member Fimbres formed the Homeless Work Program (HWP). This program provided individuals with a pathway out of homelessness through meaningful work, community collaborations and assistance with services available to them. While this program provides a way to earn a day’s pay without obstacles, their work helps to beautify our community while instilling a sense of purpose among participants. Through the efforts of Old Pueblo Community Services, El Rio Community Health Center, and other organizations, Council Member Fimbres’ mission to find ways to help those in need through this program has been successful. |

Supporting Our Veterans

Council Member Fimbres is known for being an ardent supporter of our Veterans. Having served in the U.S. Army for 27 ½ years, as in the military he knows firsthand the importance of building a strong community around him. During his time as a Councilmember, he worked hard to make certain that our veterans were not only taken care of but also felt valued and appreciated for the sacrifices they made to ensure our freedom. |
On every Veterans Day and Memorial Day, Council Member Fimbres distributes “Thank you” cards to the patients at the VA Hospital. These cards are handmade by area school children. Just this past year, over 2,500 cards were distributed. In addition, he personally gives each veteran a card from his office, as well as a Military Challenge Coin he created thanking them for their service. Around Veterans Day, Council Member Fimbres hosts a Veterans Appreciation Dinner. The Veteran honorees each receive certificates from several local and state governmental agencies, including the State of Arizona Office of the Governor. This event is a great way to show our Veterans that they are not forgotten and truly appreciated for their service. |

Tucson Buffalo Soldiers Memorial
Since 2007 there were few efforts to create some sort of memorial to honor the Buffalo Soldiers in Arizona. In 2014. Council Member Richard Fimbres met with troopers of the Great Southern Arizona Area Chapter of Buffalo Solders (GSAAC) and things began to move in a positive direction. In 2015 CM Fimbres and GSAAC began to pursue public funding to create a memorial at the Quincie Douglas Center and included being one of the first projects to receive funding through Prop 407. This partnership proved successful because through their hard work and effort, on May 3, 2021, the Tucson Buffalo Soldiers Memorial was unveiled and dedicated honoring the proud legacy of the Buffalo Soldiers.
GEICO Opens at the Bridges
Tuesday, June 25, 2019, was a day of great celebration. It was the Grand Opening of the GEICO Regional Headquarters at the Bridges. Through the hard work and effort of Council Member Fimbres, he was able to assist the Bourn Company with the process including rezoning and development. Once built, GEICO consolidated and transitioned its 2,000 employees into the new location and have added an additional 700 positions since its opening. This was aligned with Council Member Fimbres’ goal to create more jobs. In addition, GEICO has been a great champion for the City of Tucson by encouraging volunteerism from their employees. Their employees have served their community well!

The Ward 5 Safety Calendar: A Community Collaboration
Safety depicted by children equals the Ward 5 Safety Calendar. Council Member Fimbres found a way to promote safety to our community through the eyes of our youth. He first started this program as the Arizona Director of Highway Safety. It was such a huge success that he continued with it as the Ward 5 Councilmember.
At the beginning of each school year, students in the K-8 grade are invited to submit artwork on safety, with each month promoting a different message on safety, such as April’s message “Heat Awareness, No Kids or Pets left in Cars” or May’s message “Water Safety.” Chosen artwork is proudly added to the calendar, highlighting the student artist and their school. We extend our heartfelt thanks to the schools and students who have participated over the years and thank them for being a part of Council Member Fimbres’s legacy at Ward 5.

“It has been my honor to work with Richard Fimbres on issues that matter to Tucsonans. He founded the Homeless Work Program, an innovative public/private partnership that has helped hundreds of our unsheltered neighbors. Richard focused on veterans' issues and always worked to protect workers and the most vulnerable in our community. “I am grateful to have had the opportunity to serve alongside Richard, an influential and dedicated representative for Ward 5. Soon after I was elected, he attended my first ribbon cutting in Ward 3. Richard would often reach out to make sure I had all the information to understand the issues before us. He would always consult with me on issues in Ward 3 and ask for my support on issues in his. You have been a steadfast and fierce advocate for the constituents of Ward 5 and the City of Tucson, working tirelessly to address their issues, ensure that their needs were met, that they were able to pursue the same economic and social opportunities that had been available for so long to other parts of the community, and that many of their dreams for what their community could be, were brought to reality. You leave an incredible legacy as an advocate for the most vulnerable members of our community and through the Tucson Change Movement and the Homeless Work Program, your work affected countless lives. As the human catalyst for the “Ward 5 renaissance”, you successfully worked with your colleagues, community leaders, and your Ward 5 neighborhoods to usher in an unprecedented level of economic development and opportunity on our City’s south side, creating thousands of jobs, and adding countless community amenities and services. It has been my honor to work closely with you and assist you in achieving so much of the vision that you have carried for the Ward 5 community and for the city at large. Throughout my career with the city, in my capacity as director of Tucson Water, assistant city manager, and finally, as the city manager thanks to the strong support from you, the Mayor, and your colleagues on the Council, you have supported and celebrated the employees of this organization through good times and tough challenges. Because of your vision, the Poverty Urban Stress Report was developed and sustained—providing essential data to help identify community needs and drive strategies to improve graduation rates and increase incomes for families living in poverty. Dear Richard, I vividly remember the first time we met at the monthly meeting you established to tackle homelessness in Tucson. Your unwavering dedication to all your constituents, especially those who were unsheltered, left a lasting impression on me. It was truly remarkable to see a meeting where unsheltered individuals were not only welcomed but actively involved in the discussion and planning. Our next encounter was equally memorable when you approached OPCS with your vision of a low-barrier work program for those experiencing homelessness. Your dream has since transformed the lives of thousands, providing them with work and income to meet their needs and ultimately transition into permanent housing. The fact that over 30% of participants have exited homelessness is a testament to the program's success and your commitment. “Upon the retirement of Council Member Richard Fimbres; LET THE RECORD SHOW! As President of Retail West Properties LLC, and partner with Eastbourne Investments LTD, together known as Tucson Retail, LLC, I had a front row seat working with CM Fimbres as he took a commanding role in Tucson’s Ward 5, leading a wave of support for our project, Tucson Marketplace at The Bridges. We started with a blank slate. A vacated and blighted airport property harboring crime. The key to unlocking the future, which we now appreciate, was when CM Fimbres saw the potential for Costco to kick things off. He took deliberate action and made necessary adaptations to various agreements, with neighborhood approval, to make Costco possible, giving life to Tucson Marketplace. His foresight was hugely important to bring consensus and action within Ward 5. As we proceeded, I had multiple meetings with (may I now call him) Richard. He encouraged me to advise him of any businesses who may be interested in joining our project, and insist that they come see him. Those meetings happened dozens of times, always with Richard giving his unequivocal support to promote Tucson’s south side as a viable market, and pledge his help getting necessary approvals, and to accelerate that process. Our prospects always reported back; “What a welcoming meeting. We left with confidence that the City of Tucson will cooperate and not resist our endeavor”. Richard Fimbres built consensus, served Ward 5 with heartfelt leadership and made thing happen. This included his follow through of celebrating the victories, of which there were many, by directing the coordination of many Grand Opening events, which he would attend and speak in support of participants and future success. CM Richard Fimbres has been a huge champion for Tucson’s Ward 5, Tucson Marketplace, and by extension, the Bridges. This Tribute Newsletter was created by the Ward 5 Council Staff as a dedication to Richard G. Fimbres for his 15 years of service as the Ward 5 Council Member. On behalf of the Ward 5 Council Staff, we wish Council Member Fimbres a happy retirement with the rest and relaxation that he so richly deserves.
