During the course of the investigation, detectives discovered that the victim had arrived at Fort Lowell Park and met several individuals. At some point, he was confronted by a group and shot. After reviewing forensic evidence, investigators identified three suspects and began efforts to locate them.
On April 21, 2025, detectives obtained arrest warrants for the three suspects: 14-year-old Isaac Robert Morgan-Rodriguez, 19-year-old Isaiah Angel Salazar, and 17-year-old Malachi Robert Monroe. Later that evening, TPD Community Response Teams, SWAT, and TPD K9 units located Isaac and Isaiah at a residence near Fort Lowell Park. Investigators processed both suspects and booked them into Pima County Jail for their warrants. The following day, Malachi Monroe was located and also booked into jail for his warrant. All three suspects were charged with 1st Degree Murder and Armed Robbery. The investigation is still ongoing. The original media release from March 20, 2025, is listed below.

The Tucson Police Department is investigating a fatal shooting from late last night at Fort Lowell Park on North Craycroft Road.
On March 19, 2025, just after 10:45 p.m., patrol officers from Operations Division East responded to the 5500 block of East Glenn Street, where a vehicle had crashed through the wall of a front yard. Upon arrival, officers located the driver of the vehicle unresponsive with gunshot trauma. Officers immediately began rendering aid to the victim until Tucson Fire Department personnel arrived. TFD ultimately transported the victim to St. Joseph’s Hospital, where he succumbed to his injuries just before 2 a.m. Police identified the victim as 19-year-old Cameron Laurens Foster. His family was notified. Additional responding officers located witnesses and a shooting scene north of Glenn Street, in Fort Lowell Park. A second victim, identified as an adult male, was treated for minor injuries. Homicide detectives got called to the scene and continued the investigation.
Detectives are currently following up on leads and ask anyone with information to come forward and call 9-1-1 or 88-CRIME. You can remain anonymous. Additional updates will be provided as they become available.
