Dear Friends,
On Thursday, March 13, our city lost a true champion to our community with the passing of Congressman Raúl Grijalva. As another Latino Public Servant, I admired his steadfast commitment to his community and environmental causes. He was a voice for immigration and a hero to the tribal communities. As mentioned by others, he led without the fear of repercussion and stood strong to his beliefs. He said, “no matter where you’re from the truth unites us all.”

We send our sincere condolences to his wife Ramona, his three daughters Adelita, Marisa, Raquel and grandchildren. The outpour of support from our community is tremendous, which confirms that Raúl was a man of integrity, a fierce voice of equality, a champion of the environment and environmental justice. He was loyal, kind, honest and exceptionally humble. We can all live by his actions. The legacy and effort of Congressman Raúl Grijalva will continue. I am confident that he will rest-in-peace knowing that others who viewed him as their role model will continue his fight. He set the path; we must continue the journey. He will be deeply missed.
As we descend into March, we celebrate the wonderful contributions and influence women have had in history and in our lives during Women’s History Month.
It is important for me to recognize a few women who have been extremely influential during my time at Ward 5 and who have provided their selfless leadership to their neighborhoods and communities. They are Regina Romero, Adelita Grijalva, Betty Villegas, Annie Sykes, Charlotte Cruz, Beki Quintero, Patricia Garcia, Cindy Ayala, Alma Gallardo, Cassandra Becerra, Liz Soltero, Maria Cardenas, Lupita Robles, Mary Kuchar, and the late Maggie Gerring and Patricia Smith. Their determination and perseverance to get things done in their community inspire us all. They are heroes with angels’ wings and who all deserve to be celebrated. We are extremely thankful for their service.
It would behoove me if I didn’t mention the greatest woman in my life, my wife, Mary Fimbres. She too deserves great recognition for her work as a Council Aide for Council Members, Steve Leal, Rodney Glassman and Paul Cunningham. She spent countless hours working with constituents ensuring their needs were met. She has made great sacrifices professionally and personally doing the work she loved. She has been beside me for over 47 years. She is my hero, inspiration and blessing.
March is also when we celebrate the great work of Cesar E. Chavez and Dolores Huerta. They were champions of nonviolent social change and crusaders for economic justice and civil rights. Through their hard work and determination, they fought for the rights of field workers throughout the Southwest.
Eleven years ago, my colleagues and I voted to make the City of Tucson the first city or government entity in Arizona to have a paid holiday and day of service that honors Cesar E. Chavez. On February 19 of this year, we unanimously agreed to add Dolores Huerta’s name to the city holiday along with Cesar E. Chavez. Because of their hard work and determination, their legacy continues to inspire us all.
 Thank you for allowing me to share my experiences with you. It has been an incredible journey these past 15 years. I look forward to sharing more with you in coming letters.

COT Employee Shout Out: Liz Morales
In honor of Women’s History Month, we are thrilled to feature Liz Morales in this month’s COT Employee Shout out.
Liz is an Assistant City Manager for the City of Tucson. She has a strong background in housing and community development, having previously served as the Director of the Department of Housing & Community Development for the city of Mesa before coming to Tucson as the Director of the Department of Housing and Community Development. In her current role, Liz oversees several city departments, including the Tucson Police Department, Tucson Fire, and the Department of Housing & Community Development. Her typical day involves meetings with the City Manager, department directors, and community partners to address a wide range of issues affecting the Tucson community. Liz's biggest challenges in her role include addressing the issues of homelessness and the opioid/fentanyl crisis, but she praises Tucson's efforts to tackle these problems. Liz's advice to those considering a career in public service is to be open to learning and ready to make a difference, emphasizing that no one can do this job alone.

COT Employee Shout Out: Lisa Cañez
In keeping with Women’s History Month, we are excited to feature Lisa Cañez.
Lisa is the executive assistant to TPD Chief of Police Chad Kasmar, Deputy Chief Monica Prieto, and Assistant Chiefs Diana Duffy, Stacie Schaner, Michael Silva, and Mickey Petersen. She has been working for the City of Tucson for 22 years, previously working for the Arizona Department of Corrections. Her typical day involves managing the calendars and preparing documents for the TPD leadership, especially for Mayor & Council Meetings that include items pertaining to TPD and public safety in general, as well as other meetings outside of Tucson. A major challenge she faces is ensuring the public's concerns are addressed by directing them to the right person. Despite the challenges, Lisa enjoys the camaraderie in her office and considers this the best job she's ever had. Her advice for those considering a career in public service is to come with an open mind and not let the small things stress them out.

Sunnyside High School Girls’ Wrestling
The Ward 5 Council Office would like to recognize the Sunnyside Girls Wrestling Team! They won their history-making state championship. To celebrate, Raising Cane's hosted a championship lunch for the team, where I presented them with certificates and a Medallion of Hope. Congratulations, ladies, you have demonstrated excellent skills, discipline, and commitment, which has led to you achieve greatness and success. Go Blue Devils!

2025 Silver Spike Jubilee
I want to invite everyone to the Southern Arizona Transportation Museum’s Silver Spike Jubilee and the Dedication of the “Arrival of the Railroad” Mural. My father Gilbert Fimbres worked for the Southern Pacific Railroad for 38 years. His image is depicted on the mural. They are also celebrating the 20th anniversary of the Museum. I would like to thank Dr. Ken Karrels for the great work he does at the Museum, as well as congratulate and thank Bill and Gabriel Singleton, for their excellent artistry and vision to bring the 3-panel mural to life. The event will be held this Saturday, March 22, at 9:30 AM at the Museum, 414 N. Toole Ave. Admission is free. Hope to see everyone there.

Qualities: Shelter life is hard for dogs, but it’s not enough to get this sweet boy down. Prince is PACC's current longest-stay dog and has been at the shelter for about 10 months, and in that time, he’s quickly become a favorite among staff and volunteers. He’s affectionate, housebroken, crate-trained and a big fan of car rides. He gets along great with young children and the other dogs at PACC. If you’re looking for years of love and laughter, Prince is your guy!

City of Tucson Named Municipality of The Year
The City of Tucson recently was named Municipality of the Year by Circular Arizona for its efforts in sustainability and waste management, including managing the Los Reales Sustainability Campus and expanded recycling and composting programs. This award recognizes Tucson’s leadership in reducing waste, reusing materials, and protecting the environment. The award was given at Circular Arizona’s annual meeting on Thursday, Feb. 27, where state leaders talked about current and future sustainability efforts.
