CITY OF TUCSON HOUSING & COMMUNITY DEVELOPMENT TO REQUEST RELEASE OF HOUSING CHOICE VOUCHERS FOR SUGAR HILL ON STONE AFFORDABLE HOUSING APARTMENTS
On or about March 18, 2025, the City of Tucson Housing & Community Development Department (COT-HCDD) will authorize the City of Tucson Public Housing Authority to submit a request to the U.S. Department of Housing and Urban Development (HUD), Office of Public and Indian Housing for the release of Project-Based Vouchers, under the Housing Choice Voucher (HCV) Program as authorized by the Quality Housing and Work Responsibility Act of 1998, the Fiscal Year 2001 Appropriations Act, the Housing and Economic Recovery Act of 2008, and the Housing Opportunity Through Modernization Act of 2016 (HOTMA), under the U.S. Housing Act of 1937, as amended, to undertake a project known as the Sugar Hill on Stone Affordable Housing project.
The City of Tucson, El Pueblo Housing Development, a charitable organization established through the City of Tucson's Public Housing Authority, and Gorman & Company, Inc. propose utilizing 37 HUD project-based vouchers at Sugar Hill on Stone, an apartment building to be constructed that will offer 66 income-restricted apartments, indoor amenities, a patio and playground, and surface parking.
The project will incorporate multi-purpose and community rooms for human services provision and community needs. The project encompasses approximately 1.38-acres (APN 115-06-107B) and is located at 1910 N. Stone Ave., Tucson, Arizona 85705. The vacant infill site is previously developed and prepared for redevelopment.
The City took ownership of the property in 2023. The project is expected to be funded primarily by Low-Income Housing Tax Credits awarded by the Arizona Department of Housing and $500,000 in non-Federal City grants. It is the second project of the HUD Choice Neighborhood Implementation Housing Plan.
Sugar Hill on Stone will include one building that will step from three- to four-stories and be served by an elevator. The unit mix includes 27 one-bedroom apartments, 36 two-bedroom apartments, and 3 three-bedroom apartments. Families are the target population. The affordability requirements will remain in effect for at least 50 years. The anticipated construction start is April 2025 and is expected to finish by October 2026.
The total estimated project cost is $26,338,325 with an estimated $10,721,760 of funding for 37 PBVs over 20 years, entitlement number AZ004, through the City of Tucson Public Housing Authority.
The project is located on the east side of North Stone Avenue, southeast of West Grant Road and North Stone Avenue, the closest major intersection, approximately 0.85-miles northeast of Interstate 10 in the Sugar Hill Neighborhood Association. All comments received by March 17, 2025, will be considered by the City of Tucson Housing & Community Development Department prior to authorizing submission of a request for release of funds.
