Tucson Mayor and Council Approve P-CHIP. Calls for Projects to Open.

City of Tucson’s Mayor and Council unanimously approved the People, Communities, and Homes Investment Plan (P-CHIP) on Thursday, November 7. This plan will serve as a guiding document for Housing and Community Development’s (HCD) strategic five-year priorities and goals, as well as providing the framework for community grantmaking activities. 

The People, Communities, and Homes Investment Plan (P-CHIP) plan articulates HCD’s approach to addressing Tucson’s challenges through the HCD’s direct work, community grantmaking, and collaboration with other City departments, neighboring jurisdictions, community-based organizations, and the Tucson community. 

HCD aims to create equitable pathways to opportunity, ensuring that all individuals living in Tucson, regardless of their background or circumstances, experience dignity, belonging, and success. A critical step towards equitable opportunity is providing safe, quality, affordable homes. Additionally, this path encompasses more than just housing – it extends to the essential services that people need to thrive and live in our communities that support us collectively.

Calls for Projects 

The City of Tucson is seeking applications from eligible non-profit and for-profit organizations for HOME, General Fund, Emergency Services Grant, and Community Development Block Grant funding. The Calls for Projects are anticipated to open next week and close at the end of December. 

• HOME Rental Program: Funding is available for the development of affordable rental housing for low-income households that meet HOME program requirements. 

• City of Tucson General Fund: Funding is available to support a variety of programs and activities which advance and address P-CHIP goals. 

• Emergency Services Grant: Funding is available to support homeless shelter, domestic violence shelter, and rapid rehousing programs. 

• Community Development Block Grant: Funding is available to support a variety of eligible programs and activities benefiting low- and moderate-income Tucsonans through housing, expansion of community services, neighborhood revitalization, economic development. 

Pre-Proposal Conferences 

There will be two virtual pre-proposal conferences where grant applicants can ask specific questions related to the Calls for Projects.
