There have been several changes in leadership at the Tucson Police’s Operations Midtown Division (OMD). The Midtown Division covers roughly half of Ward 3,everything east of Campbell Avenue.
Many thanks to Captain John Carlson, who retired after 30 years in law enforcement. We wish him well in his next chapter.
Captain Stacie Schaner, who has been in the Tucson Police Department since 2004, became OMD Commander for half a minute before she was promoted to Assistant Chief over the Patrol Division.
The capable Lieutenant Kim Frie, one of OMD’s Patrol Commanders (the other is Lt. Brian Corcoran) helps us respond to concerns about increasing vandalism affecting businesses along Ft. Lowell. Though she studied Accounting and Financing at the University of Arizona, being a police officer is almost a family obligation – her mom, dad, sister, and husband have all been TPD officers. Her studies came in handy however, when she was supervisor of TPD’s Fraud & Financial Crimes Unit earlier in her career.
Vice Mayor Kevin Dahl, Captain Adam Kidd, Assistant Chief Stacie Schaner, Lieutenant Kimberly Frie, Ward 3 Community Liaison Mike Edmonds, and Ward 3 Office Administrator Shannon Jenkins.
When we met in my office so Ward 3 staff could meet the new management at OMD, a delightful surprise was to learn that it was Captain Adam Kidd who was chosen to be the new OMD Division Commander as of September 8. When he was much younger, Adam went to school with my son and remembers playing with Brian and others after school at my house.
Like so many TPD leaders, Captain Kidd came up through the ranks, having many roles in his career so far, including SWAT Sergeant, Commander of the violent crimes section, and most recently a Lieutenant in the special investigations section.
Welcome, Captain Kidd and thanks to all our hardworking Public Safety Officers!

Youth On Their Own, a non-profit located in Ward 3 at 2525 N. Country Club Rd, celebrated their new solar panels with a ribbon cutting last week. A collaboration between Youth On Their Own (YOTO), Community Foundation, Solar United Neighbors, Technicians for Sustainability (TFS), and TEP, these new panels will save YOTO $4000 annually on their energy bill, according to TFS Director of Sales Brian Park. About 61% of the organization’s energy will be covered by the new panels, which will save them ample money to use for the important work they do in the community.
TFS Director of Sales Brian Park, YOTO Board member Elaine Babcock, YOTO CEO Elizabeth Slater, Community Foundation for Southern Arizona CEO Jenny Flynn, Vice Mayor Kevin Dahl, and Tucson Electric Power Manager of Community Investment and Philanthropy Wendy Erica Werden.
YOTO provides three main services to teenage students experiencing housing instability. First, they provide a monthly stipend to help with financial issues. The amount depends on the student’s situation, and it incentivizes high school attendance. It isn’t enough to cover housing, but it can help unhoused and housing insecure students eat and cover other basic needs. Second, YOTO provides counseling to students who generally are not living with their parents. Among many other things, this can help students navigate many bureaucratic challenges, such as filling out FASFA forms, and applying for benefits. Third, YOTO features a Mini Mall on site. This area of their center is set up like a store featuring food, clothing, hygiene products, and many other things that students need. Everything is free to their participants, so “checking out” with the cashier is just showing their ID.
The Youth on Their Own building.
Director of Development & Communications Bethany Neumann, who was kind enough to give me a tour, was sure to point out that they try to make sure that the services that they offer are informed by student input. The foods and products in the Mini Mall are based on requests by students, and even the layout of the space was designed with participant input.
Volunteers load food and supplies for students.
Ward 3 is excited whenever more solar panels go up. As Vice Mayor Dahl said when addressing the crowd gathered for the ribbon cutting, “Sun good.” We’re even more pleased when an organization doing so much for our housing-unstable young population can benefit from the economic benefits of going solar. We’re grateful to have Youth On Their Own in Ward 3. Check out more of what they do and consider volunteering or donating here: https://yoto.org/
COPE Community Services Wellness on Wheels visited the Ward 3 office for a couple of weeks this the summer. Vice Mayor Kevin Dahl get his Blood Pressure checked inside the Wellness on Wheels RV.
