TPD Releases 2023 Annual Report

Some highlights:
- All the effort poured into Place Network Investigations (PNI) and Problem-Oriented Precision Policing (POPP) paid off in a reduction in violent gun crime.
- New approaches to investigating these crimes resulted in an even more impressive homicide clearance rate than last year, as well as apprehending suspects before they have an opportunity to offend again.
- TPD was designated a Crime Gun Intelligence Center (CGIC) by the U.S. Department of Justice and our increased capacity to analyze ballistic evidence is yielding dividends.
- Staffing remains a challenge, but we succeeded in cutting attrition in half.
- TPD continues to invest in, and commit to, employee wellness - which most likely contributed to the reduction in attrition.

Organized Retail Theft, Narcotics Arrest
On May 19, 2024, officers from Operations Division West (ODW) were conducting proactive patrols in the area of 4500 North Oracle Road to address a recent series of shoplifting and theft from local businesses. While in a nearby parking lot, officers saw a suspect run from a business with merchandise in his hands. They quickly set up containment and detained him. The male admitted to having stolen some golf clubs to support his drug habit. He was also found to be in possession of several M-30 fentanyl pills and equipment he used to steal the golf clubs.
The male was booked into jail on charges including organized retail theft, possession of narcotics, and possession of narcotic paraphernalia.
From the DEA's "One Pill Can Kill" website: “In 2023, DEA seized more than 80 million fentanyl-laced fake pills and nearly 12,000 pounds of fentanyl powder. The 2023 seizures are equivalent to more than 381 million lethal doses of fentanyl.”

We would like to recognize the Operations Division West Officer of the Quarter, Officer Alexander Bianchi of Squad 6.
Officer Bianchi has been with the Tucson Police Department for over six years and is an active member of the Special Weapons and Tactics (S.W.A.T.) Team. He was selected by supervisors in ODW for his outstanding work performance and the leadership he displays while serving the Westside community. Congratulations Officer Bianchi!
